NEW BOSTON, Texas — Authorities are investigating after a baby was removed from the womb of a 21-year-old woman found dead in a small East Texas city. A Texas Department of Public Safety spokesman on Monday told The Associated Press that the body of Reagan Simmons Hancock was discovered Friday morning in a home in New Boston, a city of about 4,600 people. Hancock was reportedly 8 months pregnant with her second child.New Boston police have said a 27-year-old woman was later taken into custody by Oklahoma authorities. Andrew Cuomo announced new guidance for bars and restaurants statewide Thursday.The governor says bars and restaurants in the state are now only allowed to serve alcohol to those who order food. He also announced that all service at bar tops must only be for those seated six feet apart or separated by physical barriers.Cuomo cited a lack of compliance on social distancing and the wearing of face coverings in bars and restaurants across the state."As we continue our science-based phased reopening, the number of hospitalizations and our rate of positive tests remain steady and low," Cuomo said. "But we need to remember our success fighting this virus is a function of our own actions. Mask wearing, social distancing and hand washing — basic as they may seem — are critical to controlling the spread of this virus. Especially now that we are seeing spikes in cases throughout the country, this is not the time to let up — especially on compliance enforcement. We know the prescription, and we know it works — we just need to be smart and do it."Cuomo's order was met with hesitancy by some local politicians. Clinton's "She Persisted in Sports: American Olympians Who Changes the Game" will be published Sept. 22 by the children's imprint Philomel Books. The latest of Clinton's best-selling "She Persisted" picture books will include sections on Wilma Rudolph, Mia Hamm, and Venus and Serena Williams. Also on Monday, Philomel announced that a new series of chapter books will feature 80-page stories on women that Clinton previously honored. NEW ORLEANS (AP) — Residents are fleeing coastal areas in Louisiana as the state braces for a possible hit from consecutive hurricanes. Louisiana Gov. John Bel Edwards says the fear is the state could see a heavy storm surge from Hurricane Marco, now in the Gulf of Mexico, and a second strike from Tropical Storm Laura before water from the first storm recedes. Laura is now lashing islands in the Caribbean and could grow into a powerful hurricane. The governor says "we've not seen this before."
