SAN DIEGO (CNS) - The City of San Diego began a virtual open house Monday to solicit public input for two potential uses for a vacant lot in the Encanto community.The city is asking the public to consider two redevelopment proposals for the Valencia Business Park located at Stevens Way and Imperial Avenue.Located in the federally designated San Diego Promise Zone, the Valencia Business Park has been vacant for more than 20 years. According to the city, the community-focused redevelopment is moving forward and expected to create at least 72 full-time jobs."For years, the vision for Southeastern San Diego has included activating the Imperial Avenue Corridor and development of the Valencia Business Park property," said Councilwoman Monica Montgomery Steppe. "We are energized to take another crucial step in this process and get vital input from our community on this redevelopment, as we see this vision come to fruition."The first proposal is a campus for the San Diego American Indian Health Center, described as a "wellness-centered community hub" that would account for 150 healthcare jobs, including 75 new ones.The other proposal is the San Diego Energy Equity Campus, a community hub site which proposes to provide educational resources to the underserved Southeast San Diego community.The public can view the proposals and provide feedback by visiting ValenciaBusinessParkInput.org. SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. City officials told Sherman they would start the process to modify South Shores' usage. ``South Shores is incredibly underutilized and we spent a whole bunch of money building that thing in the first place,'' Sherman said. ``It would be really nice to see more utilization of that spot.'' 2275

SAN DIEGO (CNS) - The San Diego City Council voted 5-4 today to extend the city's moratorium on commercial and residential evictions until the end of September amid high unemployment rates during the coronavirus pandemic. The moratorium that was slated to expire Wednesday will be extended to Sept. 30 as a result of the council's vote. Council members Georgette Gomez, Monica Montgomery, Jennifer Campbell, Chris Ward and Vivian Moreno voted in favor, while Barbara Bry, Mark Kersey, Scott Sherman and Chris Cate voted no.The moratorium prohibits landlords from evicting renters and small businesses that are unable to cover their rent or lease payments due to financial hardship brought about by the COVID-19 outbreak.Under the moratorium, renters and small businesses cannot be evicted if they notify their landlord in writing, on or before the day the rent is due, that they are unable to pay. They have one week after notification to provide proof that their financial hardship is related to the COVID-19 pandemic.Landlords and tenants are encouraged to work out a payment plan on their own. The eviction ban first went into effect March 25, with Tuesday's vote marking its second extension.The vote came following about two hours of public comment, in which numerous residents called in to ask for the council to extend the moratorium, with some asking for an extension until as far as the end of the year.The council was also slated to take action Tuesday to establish a rental assistance program, funded by more than million in federal COVID-19 relief funds. 1578

"Through no fault of their own, COVID-19 highest risk entities have to stop indoor operations. While we know this step is vital to help slow the spread in our community, we want to step up and help those impacted..."Our goal for the million is to provide relief to restaurants, gyms and other entities that have been directly impacted by the indoor closures due to our county's purple tier status. We want to provide this critical relief to them as our community works to slow the spread and stop the surge of COVID- 19 cases."Funds will also be available for event businesses, such as caterers and party planners.Cox, board chairman, said during Wednesday's virtual special meeting that providing the right critical relief for businesses is a priority."I realize we're in a situation none of us created," he said. SAN DIEGO (CNS) - San Diego County Treasurer-Tax Collector Dan McAllister reminded local property owners today to pay property taxes on time or face a hefty penalty. The first installment of the 2018-2019 secured property tax bill was due on Nov. 1 and will become delinquent after Dec. 10. ``So far, we have had 41 percent of taxpayers send us .3 billion in first installment payments,'' McAllister said. ``But we're coming up on the deadline, and we don't want anyone to have to pay a 10 percent penalty for being even a minute late.'' Online payments will be accepted until midnight on Dec. 10. Taxpayers should log on to sdtcc.com early and give themselves plenty of time to complete an e-check payment before the automatic midnight cutoff, according to McAllister. Payments can also be made by phone at (855) 829-3773; in person by visiting any of the five branch offices; or by mail, in which case payments must be postmarked Dec. 10 to be considered on time. The Treasurer-Tax Collector's office expects to collect .49 billion in property taxes from the nearly one million bills it sent to county residents in September. During fiscal year 2017-18, the county used 45.6 percent of the nearly billion collected to fund local schools and 13.2 percent on county services.
