SAN DIEGO (KGTV) - San Diego County farmers are finding innovative solutions to problems brought on by climate change."It's getting hotter and drier, and we're in longer, more frequent droughts," says Al Stehly, who manages 15 farms in the North County. "So we have to use the water we do have better."Stehly says water is the biggest concern as temperatures rise."It's just going to get hotter and drier," he says. "So we've got to squeeze everything out of that sponge that we can without depleting the resource."The County Farm Bureau agrees, saying it's up to farmers to get creative when they plant. The farming industry is a .7 billion business in San Diego."We are forced to adapt," says Farm Bureau Executive Director Hannah Gbeh. "Facing global climate change, our farmers come up with the most innovative solutions possible."One solution found in many farms is increasing density in their fields. Stehly has moved some of his trees to just a few feet apart. That lets him water more trees with the same amount of water. It also puts more shade on the ground, which helps control evaporation. He says his grapefruit grove that usually produces 7-800 boxes per acre is now up to 1300 boxes.He's also cutting the trees shorter, which makes harvesting easier. And he's replaced some of his "high-water" crops like avocados with plants that use less water, like grapes and coffee."We have to use as little water as possible and still produce a healthy crop," says Stehly.But the most significant change, says Stehly, has been in technology. He recently added a sensor system to his farms that help him track tree growth, soil moisture, and more.All the information goes into an app, which tells him which areas of the farm need water, and which don't. He says that can help him know what areas to water, when to water and how much water to use."We can skip irrigations. We can skip days," Stehly says. "When you add that up over the course of a year, it's thousands of dollars and hundreds of thousands of gallons of water."The Farm Bureau says the industry can also help solve the climate crisis."The future of ag is the solution to climate change," says Gbeh. "We need to plant more trees. We need to sequester more carbon. Nothing sequesters carbon better than an avocado tree. Here in San Diego, we can be the solution."But, Gbeh says, that can only happen if water costs and regulations are low enough to encourage more planting. 2449

SAN DIEGO (KGTV) - Responding to the aftermath of a disaster is a drill the San Diego Humane Society knows well.Just weeks ago the nonprofit’s Emergency Response Team was on the front lines of Hurricane Florence, helping over 100 animals; including pigs, cows, and peacocks.Lt. SAN DIEGO (KGTV) — San Diego Police have released officer bodycam footage of a fatal shooting involving a man in Mountain View earlier this month.San Diego Police say 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Oct. 19 over reports of a violent disturbance involving a weapon.According to police, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.Video shows Castro-Gutierrez crawl through a window in the front of the home and run toward police, before officers fired their weapons and fatally struck him. A metal pole was found near him.Three officers fired at Castro-Gutierrez: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital. The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.Gene Iredale, the attorney who represents Castro’s family, says they are planning to file a wrongful death action. He says the lethal force was not warranted.“This was a tragic combination of negligence and callousness that led to a needless death,” Iredale said.Iredale says his client leaves behind a wife and a one-year-old child. He says Castro is a Mexican citizen and a legal resident of the U.S. His wife lives in Mexicali, but Castro has been working and renting locally.He says Castro also has a history of mental illness.“This was a person in a mental health crisis and was paranoid,” Iredale said. “His last word as he rushed towards the officers was ‘ayuda,’ ‘help me’”In a recorded video statement provided to ABC 10News by Iredale, Castro’s wife was emotional, saying the family is shocked at what happened, calling her husband’s death an injustice. SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer signed off Thursday on his .3 billion 2020 budget previously approved by the super majority of the city council.The budget funds the largest infrastructure investment in San Diego’s history and includes more funding for homelessness programs, road repairs, tree trimming services and housing reform.Faulconer appeared to be most excited about the expansion of the Clean San Diego initiative, which aims to clear debris from across the city.The mayor announced during his signing ceremony that million will go toward the expansion of the CSD program, and more crews will be hired to clean up areas citywide 24 hours a day, seven days a week.“We’re restoring pride back in our neighborhoods with every cleanup job, and now we’re investing more resources into ‘Clean SD’ so we can do even more for our communities,” said Faulconer.Funding for the program was more than doubled from Fiscal Year 2019 after Faulconer requested an additional .5 million for its budget.Since the program started in May 2017, more than 3,600 tons of debris have been removed from neighborhoods, canyons, and the San Diego River.Other efforts in the program include an increase in street sweeping in the East Village, sanitizing sidewalks, and graffiti removal. 1302
