SAN DIEGO (CNS) - The California Highway Patrol arrested 58 people for alleged intoxicated driving in San Diego County during its annual Thanksgiving holiday enforcement period this year.CHP officers made the arrests between 6 p.m. Wednesday and 6 a.m. Sunday in the agency's jurisdiction in the county, which includes all freeways, as well as roads in unincorporated areas.All available officers were to be deployed to catch drunk or drug- impaired drivers, speeders and other traffic violators during the enforcement period.Last year, 66 people were arrested for impaired driving in San Diego County over the Thanksgiving holiday.Statewide, the agency made 855 arrests for impaired driving during the enforcement period, down from 965 last year. And 44 traffic fatalities were reported across all California jurisdictions -- two of which were in San Diego County. Last year, California saw the exact same number of traffic deaths during Thanksgiving enforcement. 972

SAN DIEGO (CNS) - The San Diego City Council today approved an emergency ordinance requiring hotels, event centers and commercial property businesses to recall employees by seniority when businesses begin to recover and to retain employees if the business changes ownership after the worst of the COVID-19 pandemic abates.The local ordinance applies to hotels with more than 200 rooms, janitorial, maintenance and security companies with more than 25 employees and gives recalled employees three days to decide whether to accept an offer to return.The ordinance, which was approved on a 7-2 vote, will remain in effect for six months or until Dec. 31, depending on Gov. Gavin Newsom and whether he signs Assembly Bill 3216 into law statewide. The state legislation has a significantly lower bar, requiring hotels with 50 or more rooms and event centers with 50,000 square feet or 1,000 seats or more to employ retain and recall rules by seniority.Derrick Robinson, of the Center on Policy Initiatives, said the ordinance is a good step toward protecting older workers and Black and Latino workers.``A recall by seniority protects against discrimination and favoritism,'' he said. ``And a retention protects workers when a business changes ownership.''Robinson said more than 90,000 hospitality and food service workers had lost their jobs since March, with less than half returning to work. Councilman Chris Ward drafted the ordinance for service and hospitality workers.``Council's action to approve my Emergency Recall and Retention Ordinance will ensure the most experienced San Diegans, in our most critical sectors, are rehired first to promote efficiency and safety as we re-open and rebuild our economy,'' he said. ``For months, we've heard from San Diegans who are at risk of losing their careers after decades of service. These workers deserve fair assurances that they will be able to rebuild their lives after the pandemic and continue to work and provide for their families and loved ones.''Councilmen Scott Sherman and Chris Cate cast the dissenting votes, even after several business-friendly amendments by Councilman Mark Kersey were added.Sherman saw it as government overreach which doesn't allow businesses to be flexible or hire back on merit.``Regional hotels are facing the most serious economic crisis in the history of San Diego. Flexibility and business expertise is needed to save the industry from unprecedented declines in tourism due to COVID-19,'' Sherman said. ``Instead of supporting this vital sector, the City Council has attached a heavy bureaucratic anchor around the necks of the hotel industry. This heavy- handed ordinance drafted by union bosses could result in the closure of several hotels already struggling to survive.''Council President Georgette Gomez saw the ordinance as a win for the tourism industry, but more specifically for the workers laboring in that industry, particularly coming off Labor Day weekend.Several dozen San Diegans called in to voice thoughts and concerns about the emergency ordinance.Among them were workers, some of whom have been in the hospitality industry for decades, who urged the council to help them and their families, while multiple business organizations and hotel owners decried the ordinance as union heavy-handiness which could sink their struggling businesses. 3353

SAN DIEGO (CNS) - Police Tuesday were searching for two men who carjacked a 43-year-old man at knifepoint near San Diego Mesa College in the Clairemont area.It happened shortly before 10:50 p.m. Monday in the 7200 block of Mesa College Drive, off Linda Vista Road west of state Route 163, San Diego police Officer John Buttle said.A 43-year-old man had just parked his car, a blue 2019 Mazda3 sedan with California license plate 7YGF888, when two men walked up to him, Buttle said. One of the men was armed with a knife and placed the knife to the victim's stomach while demanding the car keys.The victim complied and both suspects drove off in the car, which was last seen heading eastbound on Mesa College Drive, Buttle said. SAN DIEGO (CNS) - The San Diego City Council voted unanimously Monday to amend an agreement between former Mayor Bob Filner and the developer Carmel Partners over the development of an apartment complex that drew criticism.The development's current owner, Trea Blvd63, LLC, sought to nullify the agreement, which required the development's owner to rent apartments to tenants by the room rather than by the bed. When it was being built in 2013, opponents of the apartment complex argued that it more closely resembled a dormitory rather than the luxury units it was billed as.``I applaud my council colleagues for correcting these corrupt mistakes of the past, and moving forward from Filner's blatant misuse of power,'' Sherman said. ``This is a good reminder that big problems happen when elected officials abuse the power of their office.''Carmel Partners began work on the CentrePoint apartment complex, located in Rolando, in 2013. The city ordered the stoppage of construction of the complex, citing the need for additional construction permits. According to City Councilman Scott Sherman's office, Filner also ordered San Diego's Development Services Department to not conduct inspections on the development's completed phases, keeping construction workers from continuing with the project.At the same time, the Rolando Community Council demanded that the CentrePoint project, and the developers of any other new projects in the area, pay for improvements to the neighborhood. The CentrePoint development offered to pay 0,000 for improvements.Then-City Councilwoman Marti Emerald, representing the area, suggested that the project needed additional changes regardless of the funding. CentrePoint subsequently sued the city in U.S. federal court, arguing that Filner, Emerald and the rest of the city government had illegally stanched the development. The city and CentrePoint eventually reached a settlement, in which the development's backers.Sherman framed the dispute as an overreach by Filner and called it a victory for property rights. Sherman was in his first year on the council at the time.The council voted 8-0 to amend the agreement, with City Councilwoman Dr. Jen Campbell absent. 2210

  

SAN DIEGO (CNS) - Ralphs Grocery Co. has agreed to pay ,000 to settle a discrimination lawsuit alleging a courtesy clerk at its Point Loma store was denied a request to change her work schedule to accommodate her pregnancy, the U.S. Equal Employment Opportunity Commission announced Wednesday.The agency's lawsuit alleged the Ralphs store in question denied the employee's request to change her schedule, in violation of Title VII of the Civil Rights Act of 1964 and the Pregnancy Discrimination Act of 1978, and she was forced to quit as a result."The EEOC applauds Ralphs for agreeing to meaningful measures to protect pregnant employees in the workplace," said Anna Park, regional attorney for the EEOC's Los Angeles District, whose jurisdiction includes San Diego County. "Frontline managers and supervisors must be educated on their obligation to properly handle accommodation requests for pregnancy-related medical conditions."In addition to the monetary relief, Ralphs has agreed to review and revise its policies and procedures on discrimination and provide training to employees and managers on federal anti-discrimination laws, with an emphasis on pregnancy discrimination and handling employees' accommodation requests for pregnancy-related medical conditions, according to the EEOC.Patricia Kane, acting director of the EEOC's San Diego's local office, said, "With the proper policies and procedures in place, employers can reasonably accommodate a pregnant employee. Employers should take stock and review their policies and practices to ensure they are compliant with federal law." 1606
