ADDIS ABABA, Dec. 24 (Xinhua) -- The Commissioner for Peace and Security of the African Union (AU) Ramtane Lamamra, and the Ambassador of the People's Republic of China in Ethiopia Gu Xiaojie on Friday signed an agreement on the provision of aid to the AU Mission in Somalia (AMISOM).The grant amounting to 30 million RMB, (over 4 million U.S. dollars), will be used to supply equipment and materials for AMISOM. The signing of this agreement comes in the wake of the adoption by the United Nations Security Council, on Dec. 22, of resolution 1964(2010), in which it, inter alia, requested the Secretary- General to continue to provide a logistical support package for AMISOM, for a maximum troop strength of 12,000, as called for by resolution 1863 (2009).In resolution 1964(2010), the Security Council also called on UN Member States and regional and international organizations to make direct bilateral donations in support of AMISOM.By generously providing aid to AMISOM, the People's Republic of China is responding to the call made by the United Nations Security Council and the earlier appeal by the AU Peace and Security Council (PSC) for AU partners to support the ongoing efforts in Somalia, AU said in a statement. Gu Xiaojie reiterated China's continued commitment to strengthen its cooperation with the AU in the area of peace and security and to support all endeavors in this regard. He lauded AU's efforts and resolve towards the promotion of peace, security and reconciliation in Somalia.Speaking on the occasion, Commissioner Lamamra stated said that "China has, over the years, been providing multifaceted assistance to the AU and African countries as they strive to address the many challenges facing the continent. Today's donation is a further testimony of China's commitment and its determination to contribute to the furtherance of peace and security in the continent".Furthermore, Commissioner Lamamra avails himself of this opportunity to renew the appeal to all AU partners to provide the requisite support to AMISOM as it enters a new phase of its deployment.

BEIJING, Dec. 29 (Xinhua) -- China's gross domestic product (GDP) is predicted to grow by around 9.5 percent in 2011, 0.5 percentage points lower compared to the growth rate expected for this year, said a report issued Wednesday by the Bank of China (BOC).The report by the BOC, China's third largest lender, was based on the bank's projections of weak overseas demand, tighter monetary policy, and the government's planned economic restructuring for 2011, the first year of China's 12th five-year plan.The Chinese government announced in early December that it will switch its monetary policy stance from relatively loose to prudent next year to tackle rising inflation and keep economic growth at a sustainable pace.The report also said government policies this year to curb soaring property prices in some major cities, and the country's efforts to improve energy efficiency had slowed the economy with the GDP dropping to 9.6 percent in the third quarter, down from the second quarter's 10.3 percent and 11.9 percent in the first quarter.The report also forecast inflation to rise 4 percent in 2011, compared to the 3.3-percent rise expected for 2010. It said that in the second half of the year, the producer price index (PPI) for China's industrial products had kept rising along with the consumer price index (CPI), adding more inflationary pressure for the future.The Chinese government set a 3-percent target for inflation this year, but looks unachieveable after the index rose 3.2 percent during the first 11 months. Pushed up mainly by rising food prices, the index soared 5.1 percent in November to a 28-month high.The report also predicted new lending next year would be 7 trillion yuan (1.06 trillion U.S. dollars), just slightly down from the 7.5 trillion yuan target set by the government for 2010.Growth rates of retail sales of consumer goods and industrial value-added output would see a slight drop from year 2010, while imports would likely grow by 18 percent, 3 percentage points higher than exports.As inflation triggers wider public concerns, expectations for more hikes in interest rates are strengthening. BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting.In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.
