SAN DIEGO (KGTV) — The woman killed after a loose dog on State Route 94 caused a chain-reaction crash has been identified.Grace Villar, 53, died Saturday after the Toyota Camry she was in was hit from behind by a Dodge pickup truck, according to a report by San Diego's Medical Examiner. Traffic in front of the Camry was stopped due to a loose dog in the highway.Villar was one of three people in the vehicle taken to Scripps Mercy Hospital following the crash.According to the California Highway Patrol, a Ford F-150 owned by the San Diego Humane Society was parked in the median of the highway to wrangle a loose dog, when the dog ran into traffic.Cars were forced to stop and some swerved in the process, including the car Villar was traveling in. The Camry swerved and came to a stop in the number one lane when a Dodge also in the number one lane swerved to avoid the Camry.RELATED: One killed, 3 injured in multi-car crash after dog gets loose on the freewayThe Dodge was struck from behind by a GMC Yukon that was unable to stop in time, sending it into the Camry, which was sent the Camry into the Humane Society pickup.One person in the GMC Yukon was also hospitalized.A GoFundMe has been set up for Villa to help with funeral expenses. 1274

SAN DIEGO (KGTV) - The Supreme Court ruled Wednesday in favor of providing employers the option to opt out of providing free birth control to their staff, based on religious beliefs.The 7-2 vote was polarizing."It's a huge win for religion," Pastor Andy Ballon said."We are extremely disappointed," Planned Parenthood Affiliates of California’s President/CEO, Jodi Hicks said.Pastor Ballon said the vote is a victory because it allows people of faith the freedom to not do something they don't believe in. "We believe that life starts at conception, so we believe we should have the right to chose to not provide or not pay for these contraceptives."Ballon said women have options to access birth control outside their healthcare plan provided through work.One of those options is Planned Parenthood."We know what [the vote] means. It will have a devastating effect on women trying to plan how they want to live their lives quite frankly," Hicks said.She explained those plans could involve pursuing higher education or a career.Hicks said 5.5 million women in California could have to pay if their employers opt out. Hicks said that leaves minorities much more vulnerable, saying many can't afford birth control."We are planning on campaigning to encourage those companies still cover access to birth control for women," she said.Pastor Ballon said it's not a fight against women. "Women play an important role in my life and it's not about taking anybody's rights. SAN DIEGO (KGTV) — Three prominent Democrats have filed papers with the City of San Diego declaring their intention to run for mayor in 2020. San Diego City Councilwoman Barbara Bry, Assemblyman Todd Gloria, and Congressman Scott Peters all submitted documents to the City Clerk, allowing them to fund raise for the 2020 primary on March 3. They would replace Mayor Kevin Faulconer, a Republican, who is termed out in 2020. Bry formally announced her candidacy on Wednesday. She said her experience as a high tech entrepreneur and nonprofit leader give her a unique approach to tackling key city issues like cost of housing, homelessness, clean energy, and educating students for the jobs of tomorrow. RELATED: San Diego politics coverage"We will be building a grassroots campaign with hundreds of volunteers and neighborhood coffees all over the city," Bry said. "That will be very important for me to get my message out and to meet people and to learn about their issues."Peters, recently re-elected to the House of Representatives, was in Washington D.C. and unavailable for an interview. A spokeswoman for the Congressman said he formed an exploratory committee but has made no decision yet as to whether to run. A spokesman for Gloria, who served as interim mayor after Bob Filner resigned in 2013, would only say "stay tuned."Political analyst John Dadian said he expects Republicans to file to run for the spot soon. The job is technically non-partisan."Even though they're all Democrats, don't look at it as a monolith," he said. "They all have supporters for different reasons.
