(KGTV) -- A suspect police say led them on a chase in a car that was reported stolen has been arrested.Chula Vista Police say they received a report of a stolen Honda Civic Tuesday. After spotting the car around 3:02 p.m. Wednesday near I-5 and E Street, police tried to pull the driver over, but he led them on a chase through city streets, running several red lights in the process. The suspect then drove onto State Route 54. After the suspect began to drive east in the westbound lanes, police called off the chase.Shortly after police called off the chase, the suspect got out of the car and ran into the Villa Bonita apartment complex. The suspect was arrested after residents at the complex were able to point out which unit the the man went into.  808

CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

CINCINNATI -- In a “bold move,” Kroger will phase out plastic bags and transition to reusable bags by 2025, according to CEO Rodney McMullen.The Cincinnati-based grocery chain announced the switch Thursday, saying the move “will better protect our planet for future generations."Kroger-owned QFC in Seattle will be the first to make the transition; plastic bags are expected to be eliminated there by 2019.Kroger Executive Vice President Mike Donnelly said the decision aligns with the company’s commitment to making a positive social impact.  "We listen very closely to our customers and our communities, and we agree with their growing concerns," Donnelly said in a news release. McMullen said the move to nix plastic correlates with the company’s “Zero Hunger | Zero Waste commitment” -- a goal to divert waste from landfills and donate food to hungry families.The grocery chain has also been redesigned milk jugs in an effort to use less plastic, CNN reported. (KGTV) -- No charges were filed Thursday against a Chula Vista police officer arrested last week after a reported domestic violence incident, though the case remains under investigation, according to a spokesperson for the District Attorney.Leopoldo Armando Chousal, 27, was arrested on March 14 on the 6400 block of Potomac Street in a reported off-duty domestic violence incident.He was booked on one count of making criminal threats to harm his girlfriend.RELATED: Chula Vista officer arrested for off-duty domestic violence incident"CVPD takes these allegations seriously and was disappointed to learn of this incident.
