SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting. It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people. The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million. The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The three policies will strengthen the Citizen’s Law Enforcement Review Board Authority and Independence, create an Office of Equity and Racial Justice for the County of San Diego and launch countywide Mobile Crisis Response Teams (MCRT) to allow trained mental health clinicians, not law enforcement, to respond to non-violent service needs. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. We are thankful for the considerable community input we received to shape these policies and tremendous support that helped ensure their passage. The most important days of this work are in front of us and we look forward to a continued partnership with Black community leaders as we put these policies into practice.’” 2972

SAN DIEGO (KGTV) -- In anticipation of its members returning, 24 Hour Fitness locations around San Diego County have made several changes that will allow them to follow county health guidelines and keep their doors open.Under the state’s tiered system for businesses, 24 Hour Fitness is among those able to resume indoor operations, but with specific modifications in place. The fitness centers are now requiring reservations for 90-minute workout sessions, and each location can only operate at 10 percent capacity, so they have to keep a close eye on how many people are inside of the building. While reservations will not be required for clubs in San Diego County, each club in the county will be capped at a 10 percent capacity.Jeremy Franke, Regional Vice President of 24 Hour Fitness, said, “We have a check-in system where we can check at any time and know how many people are in the club. And when we reach capacity, our system flags and says we’re at capacity. And we’ll have the next person wait. Like retail stores, we let one in and one out if we get full.”Once inside the gym, social distancing is a must. There are signs and markers that remind members about staying six feet apart.24 Hour Fitness has also stepped up with cleaning and disinfecting, shutting everything down for 30-minute periods throughout the day to do so.Some things will remain closed, such as spas, saunas, pools, and basketball courts. Drinking fountains won’t be available either.Management also says each of their 25 locations in San Diego County will be very strict when it comes to enforcing wearing facial coverings.Right now, group classes are not yet available, but 24 Hour Fitness is working on bringing those back.Hours of operations have also changed temporarily, with clubs operating from 5 a.m.-9 p.m. 1806

SAN DIEGO (KGTV) -- In August 2018, a federal grand jury indicted Rep. Duncan Hunter (R-CA) and his wife, Margaret, on suspicion of campaign funding misuse. The affidavit detailed instances from 2009 through 2016 in which the Hunters reportedly used campaign money illegally for things like video games, family vacations, school tuition, and more.Over the course of a year, Hunter vehemently denied the allegations, often calling the indictment "politically motivated."On Dec. 2, 2019, Hunter agreed to change his plea to guilty to one count. His wife changed her plea to guilty six months earlier. Here is a timeline of the investigation into Hunter's campaign spending: 682

SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. According to a post on the Federal Business Opportunities website, MCAS Miramar is also looking to replace more than 24,000 feet of existing chain link fence, vehicle gates, and swing arm barriers.According to the site, “The project magnitude is ,000,000 to ,000,000.”"We're upgrading the fence line around the airfield itself, and it’s simply to ensure that our fence line is complying with the security requirements for the F-35,” said Brinkman. "This brings Miramar, puts it on the forefront of national defense and national defense strategy,” said MCAS Miramar Director of Communications Capt. Matthew Gregory.According to officials, the Marine Corps will eventually transition its entire tactical air fleet to F-35 to include three legacy platforms: the AV-8B Harrier, the F/A-18 Hornet, and the EA-6B Prowler. They tell us the aircraft combines next-generation fighter characteristics of radar-evading stealth, supersonic speed, fighter agility, and advanced logistical support. It also has a different sound, one anyone nearby will notice."Once they get out here to California, most notable to the community, one you're going to see a different plane flying but two its going to sound a little different,” said Gregory. “It's not necessarily louder than the F-18’s, but it's got a different pitch because it's got a different engine on it.”The price tag for all the projects scheduled in the next decade is around half a billion dollars.Military officials believe it will save money in the long run and offer a longer lifespan. The hangar should be ready to receive the new aircraft around January 2020. 2510
