SAN FRANCISCO (AP) — A U.S. judge in San Francisco has refused to immediately allow the Trump administration to enforce a ban on asylum for any immigrants who illegally cross the U.S.-Mexico border.Judge Jon Tigar on Friday rejected the Justice Department's request to suspend his earlier order temporarily blocking the ban. Tigar said the administration had still not shown that the ban was legal. At issue is President Donald Trump's Nov. 9 proclamation that barred anyone who crossed the U.S.-Mexico border between official ports of entry from seeking asylum. Trump issued the proclamation in response to caravans of migrants approaching the border.Tigar on Nov. 19 sided with legal groups who argued that federal law is clear that immigrants in the U.S. can request asylum regardless of whether they entered legally. 827

SAN DIEGO (KGTV) --More homeless camps are popping up near a dog park in normal heights. Frustrated neighbors say they're leaving trash, dirt, and causing trouble."They frequent this little corner right here," said Bernie Polanco, who lives in the neighborhood. It's likely one of the first things you'll notice at the corner of 40th and Madison Avenue.  Trash, tarps, and blankets--all signs of homeless camps in the area."I really feel like it's hurting our community, hurting our little neighborhood," Polanco said.A neighborhood just down the street from the dog park at Ward Canyon Park.  There are mounting frustrations about more homeless popping up at this dead end street and bringing crime."They were trying to find unlocked cars," Polanco said.  The problem seems to be getting worse."One possible reason, neighbors say, is construction equipment from a city contractor and vehicles parked in the street that the homeless convert into living spaces."They would attach tenting and tarp(s) to the semi-trucks or the equipment, the tractors to make temporary shelters at night and before the workers would get here in the morning, they would tear them off," Polanco explained. The combination of so many young families and people walking their dogs add more concerns for neighbors."My radar is a little more attuned," said Jeremy Dawsey-Richardson, who lives in a white house on the corner. His house may be closest to the problem, but his attitude is far different. He has a unique perspective to this complex issue because he happens to work at the San Diego Rescue Mission downtown."I've spoken with the owner of those belongings and we've talked about it," Dawsey-Richardson explained. "He's working on finding another place to place them." He says he's seen it all in his nine years living here from public urination to fights, but has also seen the homeless sweep the streets and feed his dog when it got out."Once you begin to engage and get in conversation, the stereotypes come down," he said."I think people historically ask the question, 'What's wrong with you rather than like, 'What happened to you?'"But Dawsey-Richardson stresses the importance of addressing the real issue...affordable housing."Where are people going to stay that they can make life work?" he said. UPDATE: The city of San Diego reached out to us with the following statement:  "In regards to your story on the equipment at 40th & Madison, it’s from a contractor on a City job. We have already sent a message to the contractor asking that all of the equipment be relocated until further notice." 2660

SAN DIEGO, Calif. (KGTV) - A third gender option will be available for California drivers licenses and ID’s starting in 2019. The law, SB 179, was signed by Governor Jerry Brown in October. It will allow people to apply for a ‘non-binary’ gender marker if they do not identify as either male or female. “For me, it was surprising to see this change,” said Al Johnson, a transgender activist and member of Trans Family Support Services. Johnson is non-binary and uses pronouns they/them. But with that surprise, came excitement. “Not only does it mean we’re being recognized by society and the people around us but were also being recognized by government entities as valid and real people,” they said. Johnson says they know people who plan on changing their gender to non-binary, but so far, they have not decided to do it on their own license. “I’ve definitely considered it, but in the end I don’t think I’m going to,” they said. “I just came out to my parents and in my personal life I’m trying to navigate that.” The DMV’s website is encouraging those who want to apply for the change to schedule an appointment as early as January 2, 2019. 1154

SAN DIEGO (KGTV)- One person is confirmed dead after two boats collided nine miles offshore from Imperial Beach. Fishermen on the “Prowler” were on their way back from Mexican Waters when their boat collided with a mega-yacht, the "Attessa IV" Friday night. One of the survivors on the Prowler spoke exclusively with 10News about his experience. It was supposed to be a fun overnight fishing trip for father-son duo Hung and Ken Ngo. Instead, they came back with an unbelievable survival story. 507

SAN DIEGO (KGTV/CNS) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years.Staff said there are now more than 9,000 homeless people on any given night, a 5 percent 1309
