SAN DIEGO (KGTV) — In Pacific Beach, it's common to see scooters in the flow of traffic.At night, it's the same story. Firefighters plagued with trauma patients from scooter crashes. Crews say they often see people using them to bar hop.A study released Thursday reveals data supporting exactly that. The study focuses on 103 patients and after tests it shows that half of them were drunk. Even more surprising, 52% were high on drugs.The study pulled data from UCSD Medical Center, Scripps Mercy Medical Center, and a hospital in Austin, Texas."We were concerned this would become the next big public health issue," says UC San Diego Health Dr. Leslie Kobayashi.The study looked at patients between September 1, 2017 to October 31, 2018."Spinal fractures and spinal chord injuries," Kobayashi says, recalling injuries. "I myself saw one patient who was not able to be salvaged because of a severe overwhelming devastating head injury."Kobayashi seeing the skyrocketing trend from the emergency room.New rules started in June to combat these stats, like limiting the speed of scooters in places like the boardwalk and forcing riders to park scooters in corrals.Firefighters in Pacific Beach say they're seeing less injuries in the last month.Kobayashi hopes it's just the beginning."Reducing the speeds, limiting the times of day it can be used, and whether or not protective gear, most importantly helmets are going to have an impact on injury prevention," Kobayashi added.The conclusion of the study reads, "eScooter-related trauma has significantly increased over time. Alcohol and illicit substance use among these patients was common, and helmet use was extremely rare. Significant injuries including intracranial hemorrhage and fractures requiring operative intervention were present in over half (51%) of patients. Interventions aimed at increasing helmet use and discouraging eScooter operation while intoxicated are necessary to reduce the burden of eScooter-related trauma."10News reached out to Bird and Lime for a response.Lime said they are "piloting a new function in the app - “Don’t drink and ride” - whereby those trying to rent a Lime after 10pm now have to confirm they are not attempting to rider under the influence."Both companies said safety is their priority.Bird sent us this statement, in part, "The rules of the road, apply to everyone — whether behind the wheel, walking, cycling or on a scooter. We go to great lengths to educate and inform riders about the dangers of distracted riding, including riding under the influence, as well as educating them on how to identify drivers who might be operating cars under the influence." They provide in-app messages and emails reminding riders not to drink and ride.The study acknowledges their information may be skewed, "Using patients only from Level 1 trauma centers may skew our data by excluding many of the less severely injured patients who were triaged to lower level trauma centers and non-trauma centers." 2995

SAN DIEGO (KGTV) — ICE served four subpoenas to the San Diego Sheriff's Department (SDSO) Friday for information protected by sanctuary state policies regarding migrants arrested in San Diego.SDSO is required to protect the data under California's sanctuary state laws, which prohibits local law enforcement from cooperating with immigration detainers or requests for data concerning illegal immigrants."The public needs to be aware and concerned that California sanctuary state laws do not protect public safety and is bad public policy. Criminal aliens are being released back into the community daily and most will reoffend resulting in more victims, " said Gregory Archambeault, San Diego Field Office Director for ICE’s Enforcement and Removal Operations in San Diego.RELATED: US border agents to pursue migrants in 'sanctuary' citiesICE says it rarely uses subpoenas for information because most law enforcement agencies comply with requests for data on illegal immigrants that have been arrested.California passed its sanctuary state policy in 2017, preventing local agencies from complying with ICE's request. Friday's subpoenas are the agency's first issued in California."The Sheriff’s Department has received the subpoenas from ICE and is in the process of reviewing them. If able to, the Department will comply with the lawful requests in a timely manner," a statement from SDSO read.ICE is seeking information to the following cases:A 40-year-old Mexican national who was arrested in December by San Diego Police for continuing sexual abuse of a child, lewd and lascivious act of a child under fourteen years old, and oral copulation with a person under fourteen years old. ICE says the individual has two DUI convictions from 2009, has been returned to Mexico on eleven occasions between 2009 and 2011, and is currently in SDSO custody.A 42-year-old Mexican national who was arrested for first degree robbery by SDPD in November 2019. ICE says he has a prior conviction for possession of a controlled substance (methamphetamine) from 2013 and he was granted a voluntarily departure, but failed to leave the U.S. ICE says he has since been released back into the community.A 31-year-old Mexican national who was arrested by SDPD for battery of spouse and false imprisonment in December 2019. ICE says he has a prior conviction for a deceptive government identification from 2008 and that he's been removed from the U. S. three times between 2008 and 2010. ICE says he has since been released back into the community.A 28-year-old Mexican national who was arrested for assault with force, great bodily injury, child cruelty and battery of spouse by SDPD in January 2020. ICE says he was previously arrested in 2017 for battery on spouse by local law enforcement and was returned to Mexico multiple times in 2004 and in 2018. SAN DIEGO (KGTV) — Lifeguards say two people were rescued from a trail in the Blacks Beach area on Sunday in separate incidents.The first involved a woman who injured her ankle, according to San Diego Fire-Rescue. The woman was about half-way down before being injured. Lifeguards put her on a stretcher and used ropes to lower her down to the beach. She was taken by lifeguards to meet paramedics.The second occurred on the same trail, involving a woman suffering from heat exhaustion. She was unable to make it down the rest of the trail, requiring lifeguards to hoist her to the beach below to get her to paramedics.Lifeguards said with Labor Day weekend approaching and a heatwave expected next weekend, they are reminding visitors to local trails to know their limits, wear proper footwear for uneven beach terrain, and make sure they have plenty of water.Beach lifeguards say they don't expect to see crowds slow down anytime soon. 945

SAN DIEGO (KGTV) -- Like so many businesses throughout San Diego County, businesses along the border in San Ysidro are also preparing to scale back operations because of the state's COVID-19 purple tier.Businesses in the border region have already seen a significant decline in business because of international travel restrictions currently in place. Since March, the border has been closed to all tourist travel, only open for essential needs, like going to work or getting medical care. Tuetano Taqueria is one of the businesses affected. Just blocks from the border, its owners are doing everything it can to stay open. The trendy taco shop is run by Fernando Covarrubias and his wife, Chef Priscilla Curiel. During the initial stay-at-home order, the couple had to lay off their employees and run the business themselves. The taqueria was recently honored, making the Michelin Guide, famous for it's tacos served with the option of bone marrow on the side. Now, the owners are getting ready to scale back to takeout orders because of the purple tier restrictions. According to the San Ysidro Chamber of Commerce, from March to July, roughly 100 businesses closed permanently. Jason Wells, the chamber's executive director, said the border travel restrictions are devastating the region. Wells said all businesses in the area are hurting, but retail has taken the biggest hit. According to Wells, about 95% of customers in the area are from Mexico.Wells explained that most of the businesses along the border make their biggest profits during the holidays, and the state's purple tier isn't helping. If the border travel restrictions continue, Wells thinks more businesses will not survive. Covarrubias and his wife are hoping people will follow the health guidelines so COVID-19 case rates go down and business can get back to full operation. Despite their struggles, the couple is working on opening a second business in National City, called Mujer Divina, a coffee shop that will also serve burritos. Purple tier restrictions take effect Saturday at midnight. Border travel restrictions are in place until Nov. 21, but could be extended. 2153
