SAN DIEGO (KGTV) -- California's energy operator have issued a statewide Flex Alert ahead of anticipated high temperatures this coming weekend.The California Independent System Operator (ISO) is calling for voluntary electricity conservation, from 3 p.m. to 10 p.m. on Friday, Aug. 14."With high temperatures in the forecast, the power grid operator is predicting an increase in electricity demand, primarily from residential air conditioning use," the ISO said in a statement.In San Diego, an Excessive Heat Warning will be in effect from noon Friday until 8pm Monday from the inland areas to the deserts. The heat will peak on Friday and Saturday with temperatures ranging 5 to 15 degrees above normal.The above-normal temperatures and humidity will stick around through most of next week."Consumers are urged to conserve electricity, especially during the late afternoon and early evening, when the grid is most stressed due to higher demand and solar energy production falling. Consumers are also asked to turn off unnecessary lights, use major appliances before 3 p.m. and after 10 p.m., and set air conditioner thermostats to 78 degrees or higher," the ISO said.Conservation Tips ? SAN DIEGO (KGTV) – County leaders Wednesday approved a plan that would allow San Diego businesses such as gyms and local places of worship to operate outdoors at county parks.The new initiative gives businesses another option as they look to operate amid the coronavirus pandemic. Last month, the state implemented restrictions that forced many businesses to either close completely or move outdoors.Under the plan, space at any of the county’s 30 parks could be used for service via a free permit.“We need to be creative and provide a lot of flexibility, particularly to churches, places of worship, gyms, and other fitness-oriented businesses,” said County Supervisor Dianne Jacob, who proposed the plan.Jacob said of the process to obtain permits: “I’m asking the county to streamline the process so it’s a very quick turnaround.”She added the process is similar to Poway’s, a city with a similar plan already in place.San Diegan Joel Nevarez visits San Diego’s Waterfront Park off Harbor Drive every morning for his workout because he enjoys it and the park was one of his only options."Getting some sunlight is good for you. I get some fresh air since I work from home, so I like it,” he told ABC 10News.Nevarez’s gym is one of many businesses that shut down amid COVID-19 restrictions. SAN DIEGO (KGTV) - Ask anyone, and they'll probably tell you they're going through "COVID Fatigue."It's a thing. In fact, UC Davis Health defines it in a study as tired of being cooped up, tired of being careful, and scared. But what if we told you we could end this pandemic in just five weeks? An MIT-trained physicist claims he has a theory that can do just that."I am a physicist and complexity scientist, and I've been working on pandemics for 15 years," said Dr. Yaneer Bar-Yam from his Massachusetts home.Dr. Bar-Yam is president of the New England Complex Systems Institute. He's a data scientist who studies pandemics and is an expert in controlling infectious diseases. His recommendations were partly responsible for stopping Ebola in 2014, and he claims his complex theory could do the same to stop COVID-19 before a vaccine arrives."The crazy thing is we're always just about five weeks away from getting rid of this disease," said Dr. Bar-Yam.Sounds promising, but his theory takes discipline."What we really need to do is implement a set of very strong actions," added Dr. Bar-Yam.Those actions are on his website EndCoronavirus.org. There are nine specific measures to crush COVID-19 in just five weeks and fully reopen our economy, our schools, and our lives."The most important thing locally is staying away from other people because the way the disease transmits is by breathing the same air or touching the same surfaces," said Dr. Bar-Yam.One of those measures is a lockdown. But not what you might envision, by being cooped up and unable to leave your house. Dr. Bar-Yam uses a theory called Green Zones, something we could even do at the county level. The goal is to go from neighborhood to neighborhood, on a micro-community level, getting coronavirus cases down to zero."You don't want to travel to other neighborhoods or other areas because that's how you transmit the disease from area to area," said Dr. Bar-Yam.The first two weeks are used to isolate cases and stop transmission for 14 consecutive days. If you're not in a green zone, you can't travel outside your neighborhood. Then, the next two to three weeks are used to effectively test, trace, and isolate anyone capable of transmitting the virus until your community is down to zero cases. Dr. Bar-Yam describes what we're doing now as fighting a house fire by attacking the fire in only one room."That's right, it's all over the place, and we're constantly trying to deal with it. And we have to take super aggressive actions if the fire is burning all of the time," he said.If you don't think it can work, know this: his method was practiced in Ireland, Iceland, and numerous other countries, including New Zealand, where less than five cases a day have been reported since May 3. And yes, it even worked for the most part in China with it's 1.4 billion people. But here's the catch: one of the nine measures to crush COVID is "getting everyone on board." As we've seen recently in Ocean Beach or the religious gathering in Cardiff with people packed together without masks, that's a hard thing to do."Everyone has to say, 'Yes, we're going to do this together. And it's our responsibility,'" said Dr. Bar-Yam. "You can't wait for the government. You can't wait for the mayor, or the county, or the state. It has to be a community decision to do this." 3348

  

SAN DIEGO (KGTV) — Carlsbad leaders this week approved nearly 0,000 to construct a new trail planned to loop around the city's strawberry fields.Carlsbad City Council voted to add the Hub Park trail to the city's Capital Improvement Program, a 2.4-mile trail on the south shore of the Agua Hedionda Lagoon in an area dubbed "Hub Park."Hub Park sits on land owned by SDG&E. The city has a lease agreement with SDG&E for a portion of the trail, but not the portion that would connect to nearby roads.RELATED: San Diego County park rangers recommend these trails in 2019The city voted to take 4,500 from the General Capital Construction Fund to fund building the eight-foot wide trail.The trail would lead from a new Interstate 5 bridge to a bluff within the leased property that overlooks the lagoon, the city says. It would then loop around the strawberry fields and open space and connect to the south side of Cannon Road via existing underpasses.The trail may include picnic tables and outlook points, in addition to trail signs, dog stations, and recycling and trash bins.RELATED: Trail to Bay challenge offers 3 guided hikes for 1 cleanupHub Park trail is included in the trails master plan adopted by the City Council on Aug. 28, 2019. Under the trails plan, about 67 miles of Carlsbad's current trails would be expanded to more than 100 miles.Carlsbad will next seek out an agreement with SDG&E for public access from Cannon Rd. to the Hub Park property. A design team will have to conduct an environmental review of the proposed trail as well. It could be another three years before the project sees any construction begin. 1655

  

SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505
