SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) -- The Coast Guard is searching for three people after a fishing vessel caught fire Saturday night, sending two people to the hospital and leading to the rescue of 15 more.According to the Coast Guard, the crew of a 42-foot fishing vessel named “Time Machine” called to report seeing a fire at 9:35 p.m. 28 miles south of Point Loma. The good Samaritans aboard the boat were able to pull 15 people out of the water, including two who were injured.10News spoke to the captain and crew of "Time Machine."Captain Mike Koesterer and his crew were on their way back into San Deigo from a fishing trip in Baja California when he saw an explosion in international waters. "I saw an orange flash," he said. For the next 20 minutes, he drove his vessel closer to the ball of fire. The next thing he saw will be etched in his mind forever. “We thought it might be a few people. But we kept on counting and counting and counting," Koesterer said.In the water, he and his crew witnessed 15 people screaming for help. Some had life vests. Others were wading. That's when his son Reeve changed into his diving suit and jumped in to help.“I knew there were going to be burns, but I didn’t think it would be that bad,” Reeve Koesterer said. He first pulled up a woman without a life vest. She desperately grabbed his hair and used Koesterer as a floatation device. The next few rescues were a blur. One by one, he carried and pulled the burn victims onto the "Time Machine." During the rescue, one of the victims told Reeve Koesterer that this was part of a human smuggling operation. “Do whatever we can to get them out of the water. No matter what the case is. They’re still lives,” Reeve Koesterer said. Andy Vo is usually responsible for shooting and editing fishing videos for the "Time Machine's" charter trips. Last night, he was also documenting the rescue on his phone. As the Koesterers were pulling people on board, Vo comforted the victims-- giving them blankets and coffee. “People that we rescued. He called us angels," Vo said. What are the odds that a fishing boat carrying Reeve Koesterer--  a young, bilingual English Spanish speaker, expert diver -- would be right there to save those lives? That's because the extra 0 in weekly unemployment payments from the Federal Government are expiring this month. The loss will reduce the maximum weekly unemployment paymeny to the 0 that comes from the state. City Heights resident Abby Heilbron is about to see her weekly checks go from ,050 to 0. Heilbron, whose husband is still working full time, said a dozen of her friends moved out of San Diego during the pandemic, unable to afford the region's high cost of living."And it is going to be a really scary time for a lot of people here, very quickly," Heilbron said. The extra 0 was part of the Federal stimulus package passed by Congress and the president in late March. The state Employment Development Department says the payments will end July 25. Whether to extend the benefits is now a political issue on Capitol Hill. The loss of the income comes when San Diego County restaurants are not allowed to serve indoors, meaning one of the area's biggest sectors is not hiring. "I've heard the argument that this gives people the incentive not to work, but the problem is that there are fewer alternatives for those people to go work at," said Alan Gin, an economist at the University of San Diego. SAN DIEGO (KGTV) - Surveillance video reveals a City Heights man was seconds away from a showdown with an armed intruder who got away with a "priceless" stone.Along 41st Street, past 6 p.m. Friday, a man whose face is hidden by a bandanna, was recorded creeping into D.R. Peck's back yard from a canyon. "The full mask is the scary part. Notice he has gloves," said Peck.In the video, the burglar discovers an unlocked door and enters a bedroom. More than 10 minutes later, he emerges with a briefcase. He drops it off before heading back inside. Not long after, the cameras show Peck wheeling in the trash can near the front of the home after returning home from running errands. At the same time, the intruder — likely hearing Peck return — bails out of the house through the back entrance. A flash of a knife seen in his hand."I walk in and see a mess ... Oh my God. Someone's been in my house," said Peck.Amid the ransacked bedroom, there were missing items: electronics, a special edition "The Flash" comic book worth more than 0, jewelry, and a red heart stone that he bought for his wife Wendy 10 years ago after proposing. SAN DIEGO (KGTV) - The Downtown San Diego Partnership is relaunching a program to help businesses impacted by the COVID-19 pandemic.A new round of the organization's Downtown Loyalty program launches at noon on Tuesday. It allows people to buy discounted gift cards to some of downtown's most recognizable restaurants, coffee shops, retail, and services."It's a digital gift card sale," said Sarah Brothers, marketing and communications director for the Downtown San Diego Partnership. "So you're able to buy a gift card to your favorite downtown locations. And for every purchase, you get a free funded by philanthropy."It allows the customer to get more than what they paid for, and it's extra revenue for the business at the receiving end.The program is made possible through fundraising and donations.The first round of the Downtown Loyalty program's gift card sale sold out in four days when it launched in July. It provided nearly ,000 in direct revenue to struggling businesses in downtown San Diego.
