Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861

Kmart announced on Tuesday an exchanged program for those with defunct Toys 'R' Us gift cards. Toys 'R' Us is in the midst of closing all of its stores, and liquidating products. Earlier in May, the retailer stopped accepting gift cards. Kmart said it will allow those with gift cards to Toys 'R' Us to exchange cards for  of FREECASH in points through the in-store exchange. The offer runs through the end of July. In order to take advantage of the offer, Kmart customers will need to join the Shop Your Way program. The offer is good even on expired gift cards. "Kmart has long been a family shopping destination for expecting and current parents," said Leena Munjal, chief digital officer for Sears Holdings Corporation. An Arizona Uber driver says a local school administrator tried to turn his ride-share van into a school bus.The man, who was granted anonymity for this story, said on Wednesday he showed up at the Arizona Academy of Science and Technology and was surprised to see six school children who appeared to be under the age of eight getting into his Uber.  In a video recorded inside his vehicle, a frustrated exchange takes place between the driver and a woman who identified herself as an acting principal. The woman told the Uber driver the person who requested the ride was the assistant principal since the principal was out of town.After the children loaded up into the van, the driver asked the woman if she was going with them. When she said no, he told her he cannot transport the children without an adult riding with them. The woman asked him why, and he told her it was against Uber's company policy.In the video exchange you hear the woman say:"Every Uber we've had has a different story. Why?" the woman asks the driver in the video. The driver responded by saying that other drivers must not have been aware of the policy.Despite repeated calls, Arizona Academy of Science and Technology did not respond for a request for comment.On its website, school officials state that while they do not provide transportation for students, they are happy to work with families by linking them together and promote car-pooling.The Uber driver said he was bringing this story to light because he felt school administrators were putting the children at risk."It's one thing to carpool with another family or an adult but another thing entirely to put small children in a strangers car you know," said the driver.A spokesman for Uber says under their community guidelines, children must be supervised by a parent or guardian at all times. An Ohio state legislator is urging people not to get tested for COVID-19.Republican State Rep. Nino Vitale made the request on his state representative Facebook page Tuesday after the state announced that counties determined to be "high-risk" for COVID-19 would require face coverings be worn in public."Are you tired of living in a dictatorship yet?" Vitale said. "This is what happens when people go crazy and get tested. STOP GETTING TESTED!"Vitale claimed testing is "giving the government an excuse to claim something is happening that is not happening at the magnitude they say it is happening."Vitale's claim echoed those made by President Donald Trump last month at a rally in Tulsa, Oklahoma — that an increase in testing is leading to disproportionately high case numbers. Trump has said he has asked administration officials to "slow down" testing to artificially deflate numbers, though many in his administration dispute those claims.Daily confirmed cases of COVID-19 have steadily risen in Ohio since the beginning of June as testing has increased. But according to figures from the Institute for Health Metrics and Evaluation at the University of Washington, it's not just new cases that are on the rise in Ohio — deaths are also beginning to tick up, and hospitalization resource use is also on the rise, indicating that an increase in testing is not the only factor in the numbers spike.Currently, about 20 people die each day of COVID-19 in Ohio. The IHME estimates that with universal mask requirements, that number would drop to about four a day by Sept. 1.Ohio currently lists seven counties that are considered "high risk." Vitale's district does not fall in any of those counties.Despite recommendations from health experts, Vitale has consistently rallied supporters against the use of masks and face coverings. To give free digital skills to 25 million people.Representatives from Microsoft and Linkedin admit it was, and still is, an ambitious initiative to reach that many people and to target the digital space and help get people the skills they need to work in our new and changed world.“It has really been a challenging time for so many people and there are things people can do to upscale we all really need to learn new skills everyday” says Naria Santa Lucia, general manager of digital inclusion at Microsoft Philanthropies.Part of her job is to help people get a job. She says the program has reached people all over the world, and all over the nation.“We’ve seen a great uptick from states like California, Texas, NY, Florida, Illinois, Virginia, Washington DC- but every single state has had a learner,” Santa Lucia said.Santa Lucia highlights people who quit their job hoping for more opportunity, right before the shutdown.The learning path on LinkedIn offers interview help, critical skills, and collaboration tools.Santa Lucia recalled someone who left their job before the pandemic who was able to find work.“He decided it was time to try something new,” Santa Lucia said. “He came upon the content and was able to supplement the technical background with the customer service skills to enhance his resume and become more attractive to employers and has landed a temporary position and is really looking forward to parlaying that into full time employment after the role concludes."Guy Berger is the principal economist at LinkedIn.“I’m pretty optimistic we’ll find our way out of this pandemic and even if we don’t, we’ll find ways of working around it more and more jobs will be online friendly or social distancing friendly,” Berger said.Berger and his team just finished the workforce report for October.
