BEIJING, Aug. 2 (Xinhua) -- China's economy would continue to recover from the world financial crisis in the latter half and expand at the rate of 8.5 percent for the whole year, said a report from the Bank of Communications on Sunday.     The country's economic development was expected to accelerate the pace and expand at 9 percent in the third quarter and 9.8 percent in the fourth quarter, according to the report.     The report indicated that the country would achieve the set goal of 8 percent economic growth for the full year，contributed by a robust domestic investment and consumption.     In the latter half, investment would represent fast increase, boosted by development from infrastructure construction, real estate, and the industrial sector, said the report.     China saw its economy growth slowed down amid the world financial crisis. Its gross domestic product grew 7.9 percent in the second quarter after sinking to 6.1 percent in the first three months.

Hu Jintao, general secretary of the Central Committee of the Communist Party of China, Chinese president and chairman of the Central Military Commission, joins the grand gala celebrating the 60th anniversary of the founding of the People's Republic of China, on the Tian'anmen square in central Beijing, capital of China, Oct. 1, 2009. "I even couldn't help crying when I saw the fireworks portraying a train running on the Qinghai-Tibet Railway lighted the Tian'anmen Square."     Senior Chinese can still remember another touching scene on the evening of the National Day in 1966 when Chairman Mao Zedong and Premier Zhou Enlai, surrounded by a crowd of civilians, sat on the cold ground of the Golden Water Bridge in front of the Tian'anmen Rostrum to enjoy watching the fireworks show with beaming faces.     Behind the close relationship between CPC leaders and the people is the "Mass Line," the fundamental work method of the CPC, which means "all for the masses, all rely on the masses" and "from the masses, to the masses." BEIJING, Sept. 4 (Xinhua) -- The People's Liberation Army (PLA) should study and practice the Scientific Outlook on Development in a practical way, Chinese President Hu Jintao said in an written instruction to the PLA recently.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission (CMC), made the instruction as PLA held a meeting here from Wednesday to Friday on its third stage of in-depth study and practice of the Scientific Outlook on Development.     It should be based on the grassroots situation and provide specific guidance; it should give prominence to practice and focus on solving real problems, the instruction said.     It should obtain actual effects and ensure all tasks of the army be completed, the instruction said.     CMC vice-chairmen Guo Boxiong and Xu Caihong and other senior military officials attended the meeting.

XIAMEN, Sept. 9 (Xinhua) -- China remains the most attractive country for foreign capital, despite that the country's foreign direct investment declined for ten straight months, a commerce official said Wednesday.     "China has been the top destination for foreign capital for 17 consecutive years," Wang Chao, assistant commerce minister, said at the World Capital Forum in Xiamen, east China's Fujian Province.     A report released by the United Nations Conference on Trade and Development (UNCTAD) on July 22 showed that China stands first on the list of five most attractive destinations for foreign capital, followed by the United States, India, Brazil, and Russia.     The country has received 48.3 billion U.S. dollars of foreign direct investment (FDI) from January to July this year, down 20.3 percent over the same time last year amid a global economic downturn, Wang said.     Wang said the country's prospects for overseas investment remains optimistic as it would simplify examination and approval procedures toward foreign investors.     It will also guide foreign investment to go to high technology industry, advanced manufacturing industry, energy saving and environment protection industries, in a bid to optimize investment structures.

BEIJING, Aug. 13 (Xinhua) -- Chinese food and drug regulators are required to report food accidents to their superiors and local health authorities within six hours, according to a government draft regulation Thursday.     The draft, issued by the State Food and Drug Administration (SFDA), demands that once accidents occur involving 30 or more people, food and drug regulators at or above the county level should report them to their superiors and local health authorities within six hours.     With regard to food safety accidents that occur on campuses, during important nationwide festivities, involve 100 people or more, or kill one or more people, food and drug regulators should not only abide by the "six hour regulation," but also report them to the SFDA "in a timely manner," according to the draft.     Catering service runners, should they find food accidents, are asked to immediately stop using all suspicious food and cooking facilities and protect the site. They are also required to report to medical authorities and food regulators at or above the county level within two hours.     The draft regulation also stipulates that heads at schools, companies or government organs will be held accountable if food accidents occur twice in one year in their cafeterias.     The SFDA also asked food and drug regulators at all levels to formulate emergency plans to deal with food accidents based on local conditions.
