SAN DIEGO (KGTV)- San Diego County barely avoided falling back into the purple tier of the state’s reopening system, staying in the red for now.The color-coded tier system has been difficult for many business owners to deal with as they wonder if they will face more restrictions in the coming weeks.“We are working with the state to share our concerns and thoughts about the metrics they are using to put our county in the different tiers,” said Greg Cox, San Diego County Supervisor. "The reality is we remain at risk of being moved to the more restrictive tier in the future if we don’t do those things that we know we need to do.”Dr. Wilma Wooten, the county’s public health officer, said she and other health officers across the state have been pushing for the state to improve its metrics system to go beyond case rate and positivity rate.She would like to see three things happen.“If counties are maintaining hospitalizations and hospital capacities to somehow get credit for that, and also get credit for contact tracing,” she said.Wooten said the county should also get credit for providing access to COVID-19 testing in vulnerable communities hit the hardest.“San Diego has done an excellent job to date of getting access to testing in those communities that are hit the hardest,” she said.On Tuesday, the County Board of Supervisors passed a motion in a 4 to 1 vote to send a letter to the state backing Wooten’s effort in revising the reopening criteria.Wooten is urging members of the public to continue wearing a facial covering, washing hands, avoiding large gatherings, and staying home when sick, especially as flu season is on the way.“We do not have a vaccine for COVID-19, but we have a vaccine for the flu,” she said. “Getting the flu vaccine is the most important step in preventing the flu.” 1822
SAN DIEGO (KGTV) -The extended patio seating in the Gaslamp Quarter is here to stay for now, according to the Gaslamp Quarter Association.Thanks to a special events permit, as long as social distancing is required, restaurants will overflow into the streets with patio dining Thursday through Saturday each weekend through the end of the year.Manager at The Field Phil Nestor was thrilled to see how busy it was Saturday, saying the patios made a "100%, a million times over," difference to recuperating after being shut down during the pandemic.He said people feel more comfortable sitting outside, and diners said they enjoyed the atmosphere."I think it's actually a pretty good idea, it reminds me of my time in Europe so I think it's pretty cool," Luis Morales said.Fifth Avenue shut down between G and L Streets Thursday through Saturday to make way for the patios, and was slow to start."I think the first day everyone was finding their feet I guess, they were seeing how many tables they could put in their area," Nestor said.By Saturday nearly a dozen restaurants expanded into the streets.Morales said they enjoyed themselves, "we came out to get together with the boys and just finally get a sense of normalcy."Right now normalcy comes with hand sanitizing stations at each table and masks while you're waiting to be seated."I always take my precautions," one diner said. The man said he came down from Los Angeles to celebrate his birthday and felt safer in San Diego compared to up north where Orange County reduced their mask policy to "strongly recommended."Last weekend images of crowds not social distancing, or wearing masks in the Gaslamp Quarter garnered harsh words from County Supervisor Nathan Fletcher. He said earlier this week targeted enforcement would ensure this doesn't happen again.Nestor said the weight falls on restaurants to enforce the county's policies, "we're responsible for our patio and the surrounding areas and making sure people are in the line wearing masks and they're social distancing.""You can't just run into the street and tell someone to do something but you're doing your best and I think most people whether they're drunk or not, I think taking responsibility for themselves too which is a good thing to see," he said.He and other businesses are hopeful as long as the patio dining is successful and they keep everyone healthy this could become a more permanent fixture."I hope it becomes a permanent thing, a lot of the restaurants do," Nestor said, hopeful business will continue to climb, helping them recover from the pandemic. 2592

SAN DIEGO (KGTV): A program in San Diego is making it easier for military families and veterans to get the help they need to fight food insecurity.Courage 2 Call offers food giveaways twice a month to anyone with a military ID or any veteran."We don’t have any criteria for them to go through the line," says program coordinator Angela Nagel. "They just have had to serve. We don’t look at status. We don’t look at discharge status. We don’t look at income. If you have a VA card, if you have a military id, come to courage to call we will get you set up with the resources in San Diego."The program focuses on giving out fresh fruits and vegetables, as well as other pantry staples. Nagel says, at any given event, they'll serve up to 200 people."It breaks my heart to know that these military families have to go through our lines to get food," says Nagel. "I know for active duty it is a struggle to live in San Diego because of how expensive it is here. For active duty, they should not have to be going through these lines, but they do."Food insecurity has been called a "hidden epidemic" in the military. The San Diego Hunger Coalition says that 1 in 10 people who go to food banks have a military member in their family. The Coalition says low wages for enlisted members make it difficult to keep food on the table.Courage 2 Call is one of several military-focused programs that receive food from Feeding San Diego. SAN DIEGO, Calif. — For months, we’ve seen face masks in places they shouldn’t be: storm drains, streets, beaches, and parks.Now, we’re learning just how many could be flooding our oceans.“Once plastic enters the marine environment, it’s very difficult to move," said Dr. Teale Phelps Bondaroff, director of research for OceansAsia. The marine conservation group has been tracking the number of face masks washing up on a remote island south of Hong Kong since the pandemic started. “About six weeks after COVID hit Hong Kong, so late February, we began finding masks, and lots of masks," said Bondaroff. “What’s remarkable is we weren’t finding face masks before COVID.”Masks are made with polypropylene, which Bondaroff describes as thin fibers of plastic."The fact that we are starting to find masks that are breaking up indicates that this is a real problem, that microplastics are being produced by masks," he said.These tiny pieces of plastic can remain in the ocean for hundreds of years, threatening fish and even polluting the air.“The question that we couldn’t answer was how many are entering our oceans? We just didn’t know," said Dr. Bondaroff. OceansAsia launched a study to find the answer and recently shared its findings. Of the estimated 52 billion masks manufactured globally in 2020, it's believed 1.56 billion will enter our oceans this year, resulting in an additional 4,680 to 6,240 metric tonnes of marine plastic pollutionBondaroff says the report used a conservative loss rate of 3 percent, and the average weight of 3 to 4 grams for a single-use polypropylene surgical face mask, to arrive at the estimate.“The 1.56 billion face masks that have entered our oceans in 2020 are there for the long run. They will remain in the ocean for 450 years or more, and they’ll break into smaller pieces.”The report notes global sales of face masks surged from around 0 million in 2019 to 6 billion in 2020.“That’s important, we need to keep people safe, but at the same time that has a lasting impact on our environment, and we’re seeing that on the beaches," said Bondaroff. And he says, unfortunately, this problem makes up only a small fraction of the plastic pollution invading our oceans.The report asks people to wear reusable masks whenever possible, dispose of masks responsibly and reduce their overall consumption of single-use plastic. It also calls on governments to:Implement policies designed to encourage the use of reusable masks, such as releasing guidelines regarding the proper manufacture and use of reusable masks.Foster innovation and the development of sustainable alternatives to single-use plastic masks.Discourage littering by increasing fines, and educate the public about responsible ways to dispose of masks.Repair and improve waste management systems to reduce losses and spillage. 2840
SAN FRANCISCO (AP) — Anglers and biologists believe California is likely to experience an increase of chinook salmon during the fall run resulting from the coronavirus and fewer fish caught during the summer. The San Francisco Chronicle reported state and federal scientists earlier this year forecast more than 473,000 adult salmon off the San Francisco Bay Area coast from the Sacramento River system. The forecast is a big jump from 380,000 last year and 224,000 in 2018. The season for the fish also called king salmon was delayed from its scheduled opening, with more than two months of fishing shut down. 618
