SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. SAN DIEGO (KGTV) — County health officials say they are taking aggressive measures to contain a flu outbreak at San Diego's migrant shelter. At least 16 migrants have shown flu-like symptoms; all were recently flown to San Diego from Texas by the U.S. Department of Homeland Security Immigration and Customs Enforcement.Three migrants tested positive with a rapid influenza test."In order to take steps to prevent the spread of the disease we've become more aggressive in treating everyone with symptoms, regardless of when those symptoms started," said Dr. Dean Sidelinger, Deputy Public Health Officer for the County.RELATED: Flu outbreak sickens over 30 migrants at border centerBefore being admitted to the shelter, migrants undergo medical screenings.Migrants with flu-like symptoms are being isolated off-site in hotel rooms, along with their family members who are receiving preventative medicine.On Thursday, County Supervisors Dianne Jacob and Nathan Fletcher expressed their continued frustration with the federal government's handling of the migrant crisis. "Had we not taken these steps these migrant families would have been released by ICE at bus stops or transit centers without the medical screenings, without the treatment, without the attention, and without the help and support that we have provided. This could have proved disastrous for our region," said Fletcher. Fletcher says while they don't know how many people may develop flu-like symptoms in the days and weeks ahead, they are actively monitoring the population. The trees were placed in the grove on Park Blvd. and Morley Field Dr., across from the San Diego Zoo.The trees planted including six different varieties and are all perfect for San Diego's semi-arid climate."Friends is honored to have such strong support from our donors and corporate partners that enables us to continue making meaningful enhancements to the Park," John Bolthouse, Friends of Balboa Park executive director, said. SAN DIEGO (KGTV) — Cat Kom spent Tuesday morning leading Studio Sweat’s spin and sculpt fusion class, a half-hour of spin, and a half-hour of strength.“It is hard but it feels so good,” Kom said after the session.The other thing adding to her jubilance: the fact that she could finally open her boutique gym's new location in Rancho Bernardo.She said it seems like a long time coming.Kom’s outlook was a lot different when she first spoke to 10News in April in the midst of the coronavirus shut down.She couldn't open her new gym, was still paying rent for the old 4S Ranch location, and, like many small business owners, was shut out from a federal stimulus Paycheck Protection Program loan.“We didn't lay a single person off,” she said at the time. “That was our plan and that's what we hoped to do. Now we're kind of going, oh my gosh I might have to lay people off.”Fast forward to Tuesday. In this morning, she walked out to a surreal scene.Five stickers — most of them backing Sanders and purchased at local 2016 rallies — were gone.
