Lifeguards and the San Diego County Sheriff’s Department responded to a reported ocean rescue in the surf line at Swami's Beach just after 11 a.m. Monday. After arriving, crews found a man submerged with his surfboard attached and floating on the surface of the water while bystanders tried to rescue the surfer. The man was taken to shore where crews performed CPR. He was then taken to the hospital in critical condition where he later died. (KGTV) - Supporters of Newland Sierra, a large housing development north of Escondido, launched their effort to rally voter support Friday at a press conference outside the Registrar of Voters.The project would build 2,135 homes on unincorporated land next to I-15 along Deer Springs Road. The design includes amenitites such as new parks and hiking trails, while touting that it preserves 60% of the land as open space. Newland also points out green innovations, such as solar panels on every home and electric car plug-ins in every garage. Most importantly, supporters say the homes are desperately needed to support families in North County.Opponents say the massive development would change the rural character of the area. They argue that traffic would be unbearable along Deer Springs Road and that evacuating during a wildfire would be dangerously slow. Newland counters that it will expand Deer Springs Road and that it includes a state-of-the-art fire plan. "We'll still have our country feeling, but it's nice to have a safer road," said Corrie Lott, a neighbor who supports the porject.Opposition is led by the neighboring Golden Door resort. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. (KGTV) - A local driver is warning of an unusual encounter with a dark SUV Saturday night on a North County freeway.Dashcam video captured on Interstate 15 shows an SUV with a light bar across the top. The driver tells 10News she initially thought it was a police vehicle and then spotted the back windshield, which was lit up by blue lights that resembled audio levels.Not long after, she says she heard a siren noise coming from that same SUV, as it approached a red light.MAP: Track crime in your neighborhood10News showed the video to CHP officer Jim Bettencourt who said he believes the blue light, the light bar, and siren are all vehicle code violations."If they were utilizing that to get people to move out of the way or caused a crash that would be another slew of charges," said Bettencourt.Bettencourt said because the SUV didn't have a symbol representing law enforcement, the driver wouldn't face an impersonating an officer charge. 972

ESCONDIDO (CNS) - A 47-year-old Escondido man was killed when he lost control of his pickup truck and slammed head-on into a car in Escondido, seriously injuring its driver, authorities said Friday.The crash happened shortly before 2:05 p.m. Thursday near the intersection of Del Dios and Mount Israel roads, California Highway Patrol Officer Kevin Smale said.A 47-year-old man behind the wheel of a 2006 Toyota Tundra pickup was heading eastbound at a high speed on Del Dios Road -- which was slick because of rain -- when he lost control of the pickup at a left-hand curve in the road and the truck began to spin, Smale said.The truck rotated once counterclockwise and crossed over into the opposite lane of traffic, where the front of the truck struck the front of a 2013 Subaru Crosstrek sedan with a 27-year-old woman from Encinitas behind the wheel, the officer said.The Toyota driver, who was not wearing a seatbelt at the time of the crash, was pronounced dead at the scene, Smale said. The man's name was withheld pending family notification.The Subaru driver was taken to Palomar Medical Center for treatment of serious injuries, which were not believed to be life-threatening, he said.Intoxication was not believed to have been a factor in the crash. 1269
