SAN DIEGO (CNS) - The San Diego Gulls will conduct Military Weekend at their games Friday and Saturday at Valley View Casino Center, including providing free tickets to more than 4,000 military members and their families.Military families will unfurl an American flag on the ice before the playing of the national anthem preceding Friday's American Hockey League game against the Stockton Heat.Marine Corps Chief Warrant Officer Colin M. Cooper and Marine Corps Master Sgt. Eric W. Franklin will be honored as the Military Heroes of the Game.All fans in attendance will receive a free Gulls camouflage hat.Fans can take free military-themed photos in the interactive photo booth on the north concourse, near Section 6, and post them online for a chance to be featured on the arena's video screen during Friday and Saturday's games.Military vehicles will be on display during Saturday's pregame tailgate party, which will be held from 5-7 p.m.Service members and their families can skate with Gulls players following Saturday's game against the Ontario Reign. SAN DIEGO (CNS) - San Diego County public health officials confirmed 330 new COVID-19 cases Saturday, increasing the region's total to 46,331, but no new deaths, with that total remaining at 775.Five new community outbreaks were confirmed as of Friday, three in business settings, one in a restaurant/bar and one in a government setting. From Sept. 19 to Sept. 25, 18 community outbreaks were confirmed. The number of community outbreaks remains above the trigger of seven or more in seven days.The county reported 9,914 tests as of Friday and the percentage of new laboratory-confirmed cases was 3%.The 14-day rolling average percentage of positive cases is 3.3%. The target is less than 8%. The seven-day daily average of tests is 8,561.Sixteen new cases of COVID-19 were reported Saturday by San Diego State University, bringing the total number of confirmed cases to 1,064 since Aug. 24, the first day of instruction for the fall semester.The new totals reported by Student Health Services reflect numbers as of 6 p.m. Friday.Of the students living on campus, 380 have tested positive and students living off campus totaled 663 positive cases, health services said. SAN DIEGO (CNS) - Some people making emergency calls to the San Diego County Sheriff's Department on Verizon phones experienced problems connecting with dispatchers for part of the day Tuesday.It was not immediately clear what was preventing 911 operators from hearing certain -- but not all -- calls made on the Verizon network, sheriff's public-affairs Lt. Karen Stubkjaer said.The regional law enforcement agency worked with the telecommunications company to determine the source of the problem, Stubkjaer said.Officials advised anyone having trouble being heard by a sheriff's dispatcher to hang up, after which the emergency operator will immediately call back.The connection problems were tending to go away on the return calls, Stubkjaer said.By mid-afternoon, the New York-based wireless carrier had identified and resolved the problem, according to Stubkjaer.A Verizon spokesperson did not immediately return a call seeking comment on the issue. 962
SAN DIEGO (CNS) - The president of the NAACP San Diego Branch Saturday criticized the proposal to de-escalate confrontational law enforcement situations adopted Wednesday by the San Diego County Police Chiefs and Sheriff's Association.The plan calls on all police personnel to "use tactics and techniques to persuade" suspects to "voluntarily comply" and mitigate the need to use increased physical tactics to resolve situations safely, the association said.Francine Maxwell, NAACP San Diego Branch president, issued a statement in reaction to the proposal: "We find this document to be profoundly tone- deaf and utterly inadequate. This document seems to have been prepared inside an echo chamber of highly paid law enforcement officials. Where was the input from the taxpaying public?"The policies unanimously adopted by the group are the culmination of a project that began last June with the creation of a committee tasked with exploring the hot-button issue. The committee included representatives from all countywide municipal police agencies, the San Diego County District Attorney's Office and a local psychiatric emergency-response team.Guiding the development of the new policy was "the overarching principle of reverence for human life in all investigative, enforcement and other interactions between law enforcement and members of the community," according to the association.But Maxwell responded to the proposal by asking, "Where in this document is it affirmed that the purpose of law enforcement is to protect and to serve, not to dominate and control? Where in this document are the policies and procedures needed to reign in the abuse, violence, and death that so regularly occur in citizen interactions with law enforcement?"Maxwell asked the law enforcement group to apologize for and withdraw the proposal, which said argued "does nothing to restore the public's trust and faith." She made a few other recommendations as well, including asking law enforcement to sit down with individuals who have suffered trauma and abuse, and she asked that officials move swiftly to build a new spirit of service and protection into their departments.She said officers who will not change should be removed, "rather than allow them to corrupt another generation of recruits with their aggression and violence."According to the association's strategy, peace officers should consider these concepts:-- Pre-engagements which involve "the process of gathering and assessing information prior to deploying the available personnel, tactics, equipment and other appropriate and obtainable resources" so as to "enhance the probability of a peaceful outcome."-- De-escalation, which hinges on the use of techniques intended "to gain voluntary compliance from an individual in order to gain or maintain control of an incident while reducing the need for physical coercion."-- Disengagement, or "tactical withdraw," an enforcement method that can "be a viable option for individuals in crisis who pose no additional threats to others, or resistant offenders who may later be apprehended under safer conditions."The mission of the project "was to not only define best practices for de-escalation, but to do so collectively to ensure the county is of one mind on the philosophy," said Chula Vista Police Chief Roxana Kennedy, president of the police-leadership body. "As part of this community, we understand the importance of violence prevention whenever possible, and de- escalation techniques are the best way to get there."The association included the law enforcement leadership of the county and all local cities, as well as San Diego Harbor Police, the county Probation Department and the police departments of the San Diego Community College District, San Diego State University, San Diego Unified School District and the University of California San Diego. 3867
SAN DIEGO (CNS) - The San Diego Metropolitan Transit System will begin a pilot program Tuesday to reduce fines and allow fare violators new options for clearing their citations.Passengers will still be required to have a valid fare while riding, but any citations MTS issues on or after Sept. 1 will qualify under the new program guidelines."Our goal is to be flexible in our fare enforcement efforts so that riders have an opportunity to purchase a fare or to correct their fine without a criminal process," said Nathan Fletcher, MTS board chair and San Diego County supervisor. "Bringing the citation payment process in-house to MTS rather than straight to the courts will help our passengers avoid burdensome court fees. But more importantly, it will allow MTS staff to educate passengers on what payment options are available."The MTS board approved the diversionary program on June 18 after criticism rose during the pandemic that the transit authority was saddling poorer people with unfair burdens. MTS has reported for several years that it has a fare evasion rate of 3%, but system staff estimate that MTS will lose close to million annually for every percentage point that rate goes up.The Fare Enforcement Diversion Program will offer:-- Reduced fines/more payment locations: Citations will be reduced to . A person will have 120 days to pay the fine to MTS in-person or by mail-- Community service option: An option of providing three hours of community service in lieu of payment will also be included in the new policy.
