(KGTV) - The COVID-19 pandemic-related shutdowns are impacting cities across San Diego, and the seaside village of Del Mar is no different.Alex and William Rhett opened a childrens' book store in Del Mar a year ago."The pandemic killed us as a business, but the community brought us back, and here we are," said Alex.The couple just opened Sandcastle Tales at its new location in the Del Mar Plaza."We feel overwhelmed, excited, happy what else very, very thankful," said Alex.The bookstore and the just-opened School of Rock are part of an effort to attract younger crowds to the plaza, located at 1555 Camino Del Mar"You just can't apply the same old formula that you had before, so you have to get a new mix of tenants, a new synergistic group of people that bring a variety of age groups to the plaza," said Patty Brutten.Patty and Marc Brutten spent roughly forty-million dollars buying the plaza in 2017."The successes have been very few and far between. It's been a long hard road," said Patty.Competition from One Paseo, Flower Hill Promenade, and online retail has made it tough to attract new tenants."I don't think anyone else would have stuck with it like we do just because we live here, we're community members," said Patty.Since the pandemic hit, some businesses have closed their doors. Lorna Jane, an athletic apparel recently closed. Prep Kitchen is closed just up the street, and a newly opened barbershop is no longer operating. But two new restaurants are moving into the plaza. Outdoor concerts on the deck continue to be popular. "We really hope everyone can really rediscover the plaza," said Patty.City leaders say retail and restaurants are struggling, but the most significant hit came when the San Diego County Fair was canceled, and the horse races went on without spectators. "Biggest loss is sales tax from the fairgrounds, and that's close to a million dollars," said Del Mar City Councilman Dave Druker. The city has benefited though from an increase in people at the beach."The beaches have been extremely busy. Instead of 10,000 we're getting closer to 40,000 on a weekend," said Druker.Back at Sandcastle Tales, the owners are grateful for another chance."I feel like one of the best opportunities I have ever had, and we want to give back," said Rhett. DENVER – Coloradans who don’t identify as simply male or female will soon be able to choose a third sex option on their driver’s license or identification card.The Colorado Department of Revenue announced that residents will have three options – M (male), F (female) and X – starting this month.The change in policy is to bring the state into better compliance following two court rulings at the state and federal level, the Division of Motor Vehicles’ Executive Director Michael Hartman told the Denver Post.“This is an important step for the state of Colorado that the state documents reflect our values,” Hartman told the Post. “People are people no matter their sex identification.”Hartman said the change will be a simple one and won’t cost taxpayers any money.In order to choose “X” for their sex on a driver’s license, a person will need to provide either a change of sex designation form signed by a licensed medical or behavioral health care provider or a birth certificate with an “X” sex designation. The change cannot be made online.California, Oregon, Minnesota, Maine and Washington, DC already offer a non-binary sex designation on driver’s licenses and ID cards. Licenses from those states with an “X” designation can be converted directly to a Colorado license with the “X” sex marker.The state said a license or ID card with the "X" designation will be compliant with the federal REAL ID standards.The state also is proposing allowing a third sex option on birth certificates following the settlement of a lawsuit that aimed to declare the state’s birth certificate policy unconstitutional because of its requirement that a person’s sex be surgically changed in order to alter the sex designation on a certificate.The new driver’s license and ID card policy goes into effect under an emergency rule on Nov. 30. The state will then begin the process to make the policy permanent. That process will allow for public comment. 1953

DESCANSO, Calif. (KGTV) - An East County couple is making a plea for help, fearful a power shutoff will be hazardous to their health.Holly and Alan Shields got the call from SDG&E Wednesday night, warning about possible power shutoff. Hours later, the power was shut off at their home in Descanso."My stomach just dropped. You know, it was like, 'What am I going to do?'" said Holly Shields."Nervous and stressed out," added Alan Shields.Both Holly and Alan require breathing aids. Alan, who served in the Army as a welder, suffers from chronic lung issues and must use a CPAP machine to help him breathe while he sleeps.Holly is battling breast cancer."I take very high steroids, which has cut down on the amount of oxygen my lungs can accept, so I have to be on an oxygen machine when I can't breathe," said Holly.Because of the power shutoff, neither Holly nor Alan will be able to their machines."I’m scared to death," said Holly.The two do have a generator, which is outside and has enough juice to power a freezer and heat their seven tortoises."The tortoises have to stay warm. Otherwise, they will go into hibernation, and it will kill them," said Holly.The couple says they couldn't afford an electrician to hook up their generator inside, and can't afford another generator."He lost a lot of work, both of us did, to COVID," said Holly.The couple now finding themselves in a precarious position, worried about how long their power will be out, and unable to breathe easily. They're hoping someone will lend them a generator and help them hook it up."It's tricky hooking it up to a home with solar panels. We have solar panels, but only generate power and send it to SDG&E. DEL MAR, Calif. (KGTV) - For the past five days, five shark sightings have been reported off North San Diego County beaches, Del Mar lifeguards tell 10News. A juvenile shark, about 5 feet long, was spotted Friday afternoon. It did not show signs of aggressive behavior, lifeguards said. The water was not cleared of swimmers and surfers. Del Mar’s shark sightings started Monday and have continued every day this week. Sighting locations include 15th and 29th streets, City of Del Mar officials reported. Drew Pierce, who went to Del Mar to avoid triple-digit heat in Temecula, was in the water Wednesday when he saw several 3-4 foot long sharks. RELATED: What to do if a shark attacks at San Diego County beaches / San Diego is hot spot for shark attacks“When the wave was about to crash, I just saw all of them swimming in a group.” Lifeguards posted signs at beach entrances saying, “Advisory: Shark Sighted. Enter at Your Own Risk.” Heidi Dewar, Research Biologist at the Southwest Fisheries Science Center, said sharks under 6 feet long are juveniles. They tend to eat smaller fish and pose no threat to people, Dewar said. Dewar recommends avoiding beaches at dusk and dawn, avoiding river mouths, and monitoring shark warning signs. Farther up the coast, two local surfers spotted multiple sharks near El Portal Beach in San Clemente Friday afternoon, City News Service reported. One of the sharks was about 10 feet long, prompting officials to close the beach at the 204 surf spot.A shark was also spotted off the coast of Coronado Wednesday. 1558
