But this Saturday night, a clue emerged from her new cameras. In the video, a dark sedan pauses to let two people cross the street, before a person wearing red leans out of the window and appears to toss something out. At the same time, rocks appear on the ground near the pedestrians. The rocks recovered have been about an inch long, but they've been thrown with velocity. A handful of people have been hit, but there have been no serious injuries."One of these times someone is going to get seriously hurt, and it's not okay ... not kids being kids. Gavin Newsom asking that Craig Peyer remain behind bars.In December 1986, Peyer -- then a California Highway Patrol officer -- pulled over Knott on Interstate 15 in the Rancho Penasquitos area. Peyer beat Knott, strangled her, and threw her body over a bridge.Peyer was eventually convicted of killing the 20-year-old San Diego State student in 1988.Peyer's next parole hearing isn't until 2027, but in their letter to the governor, Knott's family says they've learned inmates are being released from Peyer's prison because of COVID-19.“This is precisely NOT a person who deserves to be released early from prison for humanitarian reasons. Clients' temperatures are taken. Their hands are sanitized. Their personal effects are placed in a bag. In another bag is everything needed for their appointment, from combs to scissors."So they can feel comfortable that when they sit down, everything has been sanitized for them," said Gila Rut President Keri Davis-Duffy.Inside the salon: masks, social distancing, and capes disposed of after each appointment. The owners are intent on protecting clients, staff and also, the business. A day head of an appointment, clients are emailed a waiver."They have to sign a waiver releasing Gila Rut of any liability should anybody contract COVID-19," said David-Duffy.Davis-Duffy is hardly alone. At the Point Loma Sports Club, set to open Friday, a liability waiver is also required before you can enter. Across the county and country, at salons, gyms, offices and even the New York Stock Exchange, waivers are quietly becoming the new normal. It's unclear how much they're really needed. Attorneys tell us it would be hard to prove a business caused an illness. and the waivers don't protect a business against 'gross neglience.'"If someone signs a waiver, that means they agree not to hold someone else responsible for any damages. What we're seeing here are businesses trying to avoid liability when a patron is exposed to covid-19 at their place of business. Waivers are not, however, ironclad. For a business to be protected, the business must show that such a waiver was signed and that it covers the potential claim. Even if a business shows that, a waiver is invalid if the business was grossly negligent or reckless. Also, a person could challenge a waiver by claiming it was signed under duress or that it was unconscionable," said attorney Evan Walker.For Davis-Duffy, the waiver is simply another precaution."We're in a vulnerable business ... "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. SAN DIEGO (KGTV) — Dangerously hot temperatures continue to scorch San Diego County's inland areas and deserts. Many of those areas hit peak temperatures well into the triple digits. Many inland residents chose to spend the day on the coast to escape the blistering heat.They say home is where the heart is. But for Peggy Dudenhoeffer, home is where the heat is. The Fallbrook resident drove 50 miles south Saturday, to enjoy the day in Bankers Hill, where it was about 15 degrees cooler."We feel like we're on vacation!" she said. "I like it better out here. We're lucky to be in San Diego to be able to sit outdoors in the summertime."She and her friend were at Barrio Star restaurant, which moved its operations all outdoors because of COVID-19 restrictions. But the restaurant was not going to let the heatwave turn customers away. They installed misters onto their rooftop overflow area."Right now, with this weather, it couldn't be better," Barrio Star General Manager, Michael Simpson, said. "Some nice mist, some nice picnic tables, and some nice margaritas!"Some preferred being closer to natural water.
