SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. In May, regents will take up the more contentious issue of whether to raise tuition for California residents by 2.7 percent, or 2.California residents currently pay ,630 in "system-wide tuition and fees" annually, as do out-of-state students who also pay a "supplemental tuition" of ,014.Thursday's vote increased the supplemental tuition for out-of-state students to ,992, bringing the new total for out-of-state students' tuition and fees to ,622. The UC estimates that room and board, books and other costs add about ,000.California residents make up about 82 percent of the 217,000 undergraduates at UC schools, while about 6 percent of students come from out-of-state. International students account for 11 percent of UC students.Students have vocally opposed any increases and urged regents to push harder for state funding.Lt. Gov. (KGTV) — Flames sparked in heavy brush in a Santee riverbed on Thursday, spreading dangerously close to several homes.The three- to four-acre brush fire was reported off Mission Gorge Rd. and Fanita Dr. just after 12 p.m. Sky10 video showed flames in the brush behind homes along Willowgrove Ave.At least one helicopter responded to the fire and quickly began making water drops, pulling water from the San Diego River nearby. Several firefighters were also on the ground spraying the flames from behind homes.One firefighter has been injured, though the severity of their injuries was unclear.San Diego Sheriff's Department said seven or eight homes need to be temporarily evacuated, but should be able to return home since the fire has been contained.SDSO closed Carlton Hills Blvd. between Mission Gorge Rd. and Carlton Oaks Dr. while crews fought the blaze.Crews are expected to be in the area into the night to mop up the area. 955

Sears is swinging the ax again. The struggling retailer announced plans to close another 46 Sears and Kmart stores.The company has already closed more than 100 stores this year -- including the last remaining Sears in its hometown of Chicago -- as it attempts to stem losses.Employees at 13 Kmart stores and 33 Sears stores were notified that their locations would close by November.When Sears and Kmart merged in 2005, they had about 3,500 US stores between them. About 900 US stores remain, and more closings are likely."We continue to evaluate our network of stores, which is a critical component to our integrated retail transformation, and will make further adjustments as needed," the company said in a statement.Liquidation sales at some of the stores will start as soon as August 30.Sears has lost .2 billion since 2010, its last profitable year and sales have plunged 60% in that time.The company has been looking at selling assets as a way to raise money.
