SAN DIEGO (KGTV) -- San Diegans may start to feel meaningful relief from the housing crisis within 10 years, state Assemblyman Todd Gloria said Thursday.Speaking to 10News before a forum on how to create housing for the middle class, Gloria said a series of new laws going into effect Jan. 1, and other efforts, could help bring relief to rising rents and home prices. “I think it’s reasonable within the decade to see change on this, this problem has become so acute that people really are demanding solutions,” Gloria said. “I think a lot of my colleagues in the legislature also understand that they have to do something. What’s been done in recent history is not working.”Gloria pointed to Governor-elect Gavin Newsom’s platform of radically increasing the amount of housing production in California. Gloria said he wants to pursue relaunching the state's redevelopment program, which paves the way for affordable housing.He said a series of new laws will also take effect Jan. 1, including one that provides financial incentives to developers who build housing for middle-income earners near transit centers. "You can pay your fees on a square footage basis rather than a per unit basis, that should result in some savings, and if done correclty at the right price points there can actually be less parking, which also saves costs,” Gloria said.Still, there is a long way to go. SAN DIEGO (KGTV) - San Diego Police are investigating what led to the death of a man while in police custody last week in Paradise Hills.Police said 39-year-old Guillermo Corrales was arrested on April 16 in the 6300 block of Clyde Ave. after reports of a relative becoming violent. Corrales had possibly used narcotics, according to police.Corrales was placed in handcuffs and medically evaluated by first responders.During the evaluation, Corrales went into cardiac arrest, according to police, and he was taken to a nearby hospital and placed on life support.He died from his injuries on Thursday.San Diego Police homicide detectives are investigating the incident as a possible custody death. 724

SAN DIEGO (KGTV) — San Diego Police are asking the public to help find the driver who left a man with several severe injuries along an Ocean Beach street last month.Police say at about 10 p.m. on Sept. 6, a 64-year-old man was walking his bike northbound in the bicycle lane of the 4000 block of Nimitz Blvd. The suspect, driving a newer model Nissan Versa Note hatchback (shown below), struck the victim. The driver sped off, leaving the man severely injured.The victim was taken to a nearby hospital suffering from several fractures to his pelvis, ribs, fibula, and foot. He also suffered lacerations and injuries to his bladder and liver. The man is expected to survive but remains hospitalized, police say.Police say the Nissan should have damage to its passenger side front headlight, fender, and side view mirror. SAN DIEGO (KGTV) - San Diego City Council leaders Tuesday voted to approve a plan to fund three temporary housing shelters for the city's homeless.Council leaders voted 8-1 to approve the plan. Councilman David Alvarez was the only "no" vote.The largest shelter at 16th and Newton is scheduled to open by Dec. 1.
