SAN DIEGO — The city of San Diego never waived permit repair fees for sidewalks, despite a January announcement from the mayor's office saying it would do so throughout 2020.A homeowner pays the fees, which total to just over ,000, when he or she elects to repair the sidewalk in front of their home. She wanted to spend upwards of ,500 to repair the crumbling sidewalk in front of her home. That sidewalk, laid down in 1922, is likely one of upwards of 81,000 backlogged locations the city has marked for repair."I actually am afraid now," St. George said. "People could trip. It's become sort of a hazard."The city has a program to split the construction cost with residents, as both the city and homeowners can be liable for the condition of the sidewalk. St. George, however, was willing to pay all of the cost because she wanted it done faster. However, when she called to get the permits, the city representative said she couldn't waive the fees. "I thought based on the mayor's announcement that it would be waived, so it was pretty shocking," she said. Councilman Mark Kersey, who heads the Active Transportation and Infrastructure Committee, which was moving the fee waiver program forward, said in a statement that he hopes this will be prioritized as money comes available. “Repairs on sidewalks are even more important in the pandemic since so many people depend on them every day," he said. "Programs like the fee waiver can keep residents moving safely and save valuable City dollars by preventing trip-and-fall lawsuits."The city says it also repaired or replaced more than 7,500 sidewalk locations last fiscal year. SAN DIEGO - A 13-year-old Tierrasanta, California boy is battling for his life after family members say he was diagnosed with bacterial meningitis.A week ago Sunday, Grant Eyles started throwing up while his mother drove him and his siblings back from Los Angeles.  He quickly developed a fever, but didn't get worse until Thursday, when he lost mobility on his right side and became confused.His mother said a battery of tests pointed to bacterial meningitis, where membranes around the brain and spinal cord become inflamed, and it started with a common ailment."It was a complication essentially from a sinus infection. The infection breached the sinus cavity and went into the brain," said family friend Vanessa Bredehoft.Over the weekend, seizures forced doctors to place Grant in a medically induced coma.  Grant remains in critical condition.County health officials say many strains of bacterial meningitis do not require an alert for person-to-person prevention, and this appears to be one of those cases.A Gofundme campaign has been set up to help with the family's expenses. 1107

SAN ANTONIO, Texas -- Francisco is a young entrepreneur who loves working with his hands. His dream is to start his own company, but it never seemed very realistic until now.“I will be attending Texas A&M San Antonio and I will be studying business,” Francisco said.Francisco is a first-generation college student. However, he wasn’t sure college would be in the cards for him since another term to define him is undocumented immigrant.“Sometimes you feel like separated from everybody because they’re like, 'oh you’re an immigrant, you’re not from here.’ So, sometimes it’s harder for you because people categorize you,” Francisco said.He says his parents worked hard to make sure he was taking full advantage of his education."My mom legit, she took English classes just to try to help me with school. So that was a major impact for me and I was so grateful for it.”No matter how hard his parents worked, it was still difficult for his family to navigate the U.S. education system, especially considering the added challenges undocumented students face.“For example when my mom would call counselors and ask questions and stuff like that, sometimes they didn’t give you the right information, or they didn’t give you the full information that you need to know,” Francisco said.Francisco’s situation is nothing new, but a nonprofit is trying to change that. Viridiana Carrizales is the co-founder and CEO of ImmSchools.“ImmSchools was created in response to the lack of support that exists in k-12 for undocumented students and families," Carrizales said. "As co-founders we are all formally undocumented women who experienced and navigated k-12 being undocumented and having undocumented parents.”From following protocol for Immigration and Customs Enforcement, to understanding a student’s right to pursue higher education, Carrizales says they want to make sure teachers and counselors are trained to help their immigrant students.“We’ve heard from many students that are a part of our programs that they’re still hearing from their teachers from their counselor that being undocumented, you really don’t have opportunities to go to college, that being undocumented you don’t have an opportunity to apply for scholarships,” Carrizales said.But really, going to college is possible, even for undocumented students. In fact, Francisco is now attending a four-year university with a full-ride scholarship through TheDream.Us that ImmSchools helped him apply for. Most scholarships require U.S. citizenship, but the TheDream.Us scholarship is offered to dreamers -- the young immigrants granted legal status after being brought to the U.S. as children.“I looked at my email and surprise to me I had gotten the scholarship.
