SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. Father and husband Matthew worked at MCRD.The lawsuit lists disturbing symptoms the family dealt with, including "diarrhea, dizziness, drowsiness, irritated eyes, watery eyes, fatigue, stuffy nose, sinus congestion, itchy skin, sneezing, sore and dry throat, chest tightness, runny nose, lethargy."Anna, 9, was brought to tears when she described what she and her family endured, "my breathing was bad, I got sick a lot and my brother," she said choking up.Her mother, Leigh, said she had to take Anna to the emergency room after Anna woke up in the middle of the night gasping for air.When it came to her 6-year-old son Johnathan, "you could hear him breathing downstairs, it was very loud we used to say he sounded like Darth Vader."She said she tried everything from a different diet to going to doctors to try and figure out why her family was sick."I felt everyone thought I was crazy. Doctors, family thought I was crazy," she said in anguish. Then, the family found vents covered in black mold."It was shocking, I was disgusted," Leigh said, but she was also relieved to find an answer."Okay this is it, let’s get rid of it and let’s get on with our lives so we can get back to the way things were," she said.The lawsuit stated the defendant, Lincoln Military Housing, "negligently, improperly, recklessly and in a non-controlled manner, exposing Plaintiffs to excessive moisture, dampness, and humidity, as well as microbial contamination."Leigh said the company tried to "put a band-aide" on the situation and didn't try to find the source of the mold, "we were still sick after all their attempts to clean."The family moved out and had to throw away toys and furniture to keep from contaminating their new home. The incident was reported about 8:30 a.m. on 15th Street near Broadway, across from San Diego Police Headquarters. SAN DIEGO (KGTV) -- A man who groped and sexually assaulted four female students as they walked to their off-campus housing near SDSU pleaded guilty Monday.Minda Shewangizaw, 20, pleaded guilty to charges including felony and misdemeanor counts of false imprisonment and sexual battery.All four victims in the case, who ranged in age from 17 to 19, testified during the preliminary hearing.One of the victims said she and her roommate were walking home after midnight when Shewangizaw came up behind her and “grabbed her butt.RELATED: Women testify against UC Riverside student accused of groping near San Diego State”Her roommate said she noticed someone walking behind them before he began to chase them. "I said, You need to leave. He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."She said she kicked Shewangizaw and was able to break free.Another victim testified that she and another woman were on a pedestrian bridge heading back to their dorm when she heard footsteps and was smacked on her “behind” by Schewangizaw."I was livid. I said, What are you doing? Don't do that! He laughed it off."She said she kept walking when the defendant made a remark about her breasts before pulling her shirt down and putting his hands on her chest.A witness said Shewangizaw then grabbed her breast and buttocks and trapped her against a rail before laughing and walking away.The sentencing is scheduled for June 12. 1460

SAN DIEGO (KGTV) -- A group of activists are upset after the San Diego Police Department rescheduled a Black History Month celebration for the department's current and former black police officers.The department's celebration was scheduled to take place Saturday, February 24th, but was canceled just days before. The group says a committee of officers was appointed to plan the event in January. They think the cancellation was politically motivated. Monica Montgomery spoke during a brief press conference on Monday at the Civic Center Plaza. She thinks the decision to reschedule the event was made after the keynote speaker was announced. The speaker was supposed to be Geneviéve Jones-Wright, the candidate for San Diego district attorney. She's running against interim D.A., Summer Stephan. The police department told 10News the event was rescheduled due to planning conflicts. Lt. Scott Wahl said they plan on notifying officers when a new date is set. The D.A. sent 10News the following statement: "District Attorney Summer was not involved in the planning or the rescheduling of this event." 1143
