The concept of universal basic income is getting new attention amid the COVID-19 pandemic. It’s the idea of giving out recurring payments to everyone without any strings attached.Stockton, California, has been testing this with 125 people, giving them 0 per month. They've been getting that money for more than a year and it was supposed to stop this summer, but the mayor extended the money until January because of the pandemic.More mayors are getting on board with the idea. Fifteen joined the organization Mayors for a Guaranteed Income. They're looking into launching pilot programs in their cities.We spoke with an economics professor who says the pandemic stimulus payments can be seen as a form of universal basic income.“Seeing that I think it must make the idea more real and at the same time it's pretty clear at this very moment why you might find this idea appealing,” said Ioana Marinescu, an assistant professor at the University of Pennsylvania. “That's because, again, a lot of people have lost income. There's a clear need for income security.”In the case of the stimulus checks, it's not people's fault they lost their income.With universal basic income, critics say people may not be deserving of the money. Marinescu believes the stimulus may be helping change the perception. She points to money people receive in Alaska from oil revenue. She says people aren't any less likely to work.In Stockton, they've found people are using the money for necessities like groceries and utility bills.How universal basic income, or UBI, gets funded is a big question.“One interesting thing that has happened with the stimulus checks is the idea that people had of saying it's going to be based right now on your past income and we'll potentially tax it away later after we're out of this hole,” said Marinescu. “So to me, that's a potentially important lesson for a potential UBI.”The president of the nonpartisan Center on Budget and Policy Priorities wrote that paying for universal basic income from new taxes isn't the way to go. He says we already need a lot of money to keep social security and Medicare going.Stockton's mayor says money from the pentagon budget or tax money from the legalization of marijuana could work. The Environmental Protection Agency is widely expected to announce plans to change the definition of which waters in the United States are protected under the Clean Water Act on Tuesday -- a change President Donald Trump has been working toward since the beginning of his presidency.The EPA released a statement saying it would make a major water policy announcement on Tuesday.The announcement is expected to be a policy shift from former President Barack Obama's 2015 Waters of the United States regulation. Obama's rule changed the definition of which bodies of water the federal government had authority over to include streams and wetlands so that the government could ensure that those waterways remained pollution-free. It altered the definition from the initial one established by the EPA and Army Corps of Engineers in the 1980s.Obama's regulation was created under the Clean Water Act, which regulates discharges of pollutants into waters in the US. The coronavirus pandemic may have started earlier than previously thought, according to scientists from the CDC.A study from government scientists published November 30 appears to confirm what some health experts have suggested, patients infected with COVID-19 were in the US before the beginning of 2020.“The findings of this report suggest that SARS-CoV-2 infections may have been present in the U.S. in December 2019, earlier than previously recognized. These findings also highlight the value of blood donations as a source for conducting SARS-CoV-2 surveillance studies,” the report states.The first officially documented case of COVID-19 in the US was reported on January 19, a person who had returned to the US after traveling from China.The World Health Organization was alerted to the novel coronavirus by officials in Wuhan, China on December 31, 2019. The CDC researchers say further reports have identified a patient in Wuhan with COVID-19 symptoms as early as December 1, 2019.The study looked at more than 7,000 routine blood donation samples taken by the American Red Cross from people in nine states between December 13, 2019 and January 17, 2020.They found COVID-19 antibodies in 106 samples, mostly from the states of California, Oregon and Washington, from blood collected between December 13-16, 2019. Other samples that indicated COVID-19 antibodies were from Connecticut, Iowa, Massachusetts, Michigan, Rhode Island, and Wisconsin taken in early January 2020.“The presence of these serum antibodies indicate that isolated SARS-CoV-2 infections may have occurred in the western portion of the United States earlier than previously recognized or that a small portion of the population may have pre-existing antibodies that bind SARS-CoV-2,” the report states.Scientists acknowledge that patients presenting with what is now known as COVID-19 symptoms before mid-January would likely not have had clinical samples taken or kept because of how new the virus was. Therefore, the CDC used the existing repository collected by the American Red Cross during their routine blood donation process.“These specimens were previously archived for potential future studies to identify emerging transfusion-transmissible infections but were re-purposed for the present study,” researchers stated.Researchers caution that these results are subject to limitations. The city of Philadelphia has settled with two black men arrested at a Starbucks in the city. Rashon Nelson and Donte Robinson settled for apiece while the city committed 0,000 for young entrepreneurs, according to the New York Daily News. The two men were arrested after sitting down at the Starbucks without ordering anything. Starbucks also reached a settlement with the two men, the company said in a statement. The deal includes a financial settlement. "I want to thank Donte and Rashon for their willingness to reconcile," Starbucks CEO Kevin Johnson said in the statement.
