TAMPA, Fla. — New court documents show a 3-year-old girl killed in a crash last month was not properly restrained.According to police, the mother, who was driving the car, pulled in front of another vehicle around 7:50 a.m. on January 16, near the intersection of North 40th Street and East Osborne Avenue.According to court documents, three children in the vehicle were in the car on booster seats, however, the booster and car seats were not secured to the vehicle. It's the law in Florida for children to be in a car seat until they turn four years old. Children must be in a booster until they are six years old. Failure to comply can result in a moving violation and about a 0 fine. If a child is injured or killed in a crash and was not properly restrained, child neglect charges can be filed.Police are still investigating the circumstances surrounding the crash on Jan. 18. TERRE HAUTE, Ind. — An upcoming rule change at the U.S. Department of Justice means federal inmate executions, which are currently carried out by lethal injection could happen by other means, such as a firing squad or electrocution.Currently, all federal executions are done via lethal injection unless a court specifically orders otherwise. The rule change gives the federal government greater flexibility to execute people by other means.The change states that federal executions are to be carried out by lethal injection “or by any other manner prescribed by the law of the State in which the sentence was imposed or which has been designated by a court.”According to the Death Penalty Information Center, all states that allow the death penalty authorize a lethal injection method. Nine states allow electrocution, seven allow lethal gas and three allow a firing squad. Most states that allow methods other than lethal injection do so only under the provision that the injection is found to be unconstitutional, unavailable or impractical.The DOJ rule change goes into effect on Dec. 24, before three more federal inmates are scheduled to be executed. Inmates are scheduled to be executed on Jan. 12, Jan. 14 and Jan. 15.If executions by other means will happen, it’s unlikely they will happen at the Federal Bureau of Prisons in Terre Haute, where federal executions typically take place. The DOJ notice states that the Terre Haute complex is equipped for carrying out executions only by lethal injection. Surveillance video captured a woman red-handed, with her hand in a donation box at a 7 - Eleven in Melvindale, Michigan.However, she wasn’t putting in her two cents.  The images have some people outraged and giving the lady a piece of their minds. The video shows the woman standing at the counter. It appears when the coast was clear, she made her move.According to the video, she grabbed the donation box meant for the Dearborn Animal Shelter and people with Friends For Animals of Metro Detroit.The staff and volunteers help cats and dogs every step of the way. The donations are used for medical care, food, shelter and anything the animals need in order to help them get adopted.Now it’s gone. “There’s about 40 dollars in there coins and bills”, said 7-Eleven employee Michelle Roberson.“Robbing alone is disturbing, but from a charity that only helps people!,"  said David Wayman, who also works at the store. The shelter and the non-profit both need the support, said  Katie Johnson, Director of Operations with Friends of Animals of Metro Detroit.“We are a non-profit, we take in 2,500 animals a year and we rely on the generosity and support of wonderful donors," Johnson said. "We just put an appeal out there to say, whoever took it, please return it because it will really help us save a little furry life." If you would like to help them recoup some of the money that was lost when the donation box was stolen, you can make a donation at www.metrodetroitanimals.org. 1603
