It also provides for the establishment of a global verification system to monitor compliance with the treaty's provisions.It becomes operational 180 days after 44 states, whose ratification is required under Annex II of the text, have ratified it. XIANGNING, Shanxi, March 29 (Xinhua) -- Almost 1,000 rescuers were racing the clock through the drizzle Monday to pump water and reach the 153 people trapped underground in a flooded coal mine in north China's Shanxi Province.Altogether 261 workers were in the pit of Wangjialing Coal Mine, which was under construction, when underground water gushed in at about 1:40 p.m. Sunday. Although 108 were lifted safely to the ground, 153 others were trapped in the shaft. Rescuers carry pipes at the site of a flooding accident of Wangjialing Coal Mine, sitting astride Xiangning County of Linfen City and Hejin City of Yuncheng City, in north China's Shanxi Province, on March 29, 2010."Currently, more than 970 people are participating in the rescue operation," said Liu Dezheng, a spokesman of the rescue headquarters and deputy director of the General Office with the Shanxi Provincial Work Safety Committee, at a news conference late Monday."If everything goes smoothly, with the installation of two more high-power pumps, it is expected that 650 cubic meters of water can be pumped out of the shaft per hour tonight, and 2,000 cubic meters per hour tomorrow," he said.Previously, six pumps had been used to pump up to 300 cubic meters of water per hour around the clock.But Liu also pointed out that complicated conditions underground could hamper the operation."The coal mine has a high concentration of gas. HARBIN, May 16 (Xinhua) -- Seven people were killed, and 98 more injured after a tornado and hailstorm struck northeast China's Heilongjiang Province Saturday, a local official source said Sunday.Altogether 8,502 people were affected, among whom 3,684 were evacuated, after 28 townships of Suihua City, about 120 km from the provincial capital Harbin, were hit by the violent weather from 3:15 p.m. to 5:50 p.m. Saturday, Suihua's emergency response office said in a statement.A total of 1,015 houses were toppled down in the tornado, and Minqiang Village of Gongrong township was hit the hardest, with the roofs of every house being uplifted, it said.Five people of Beilin District and one from Suihua's Lanxi County were killed. The strong wind tore through eight townships of Hailun city under the jurisdiction of Suihua, killing one more people."I was cooking at the outer room when the tornado came. I attempted to close the window, but the wind was so strong and fast that the house collapsed before I could close it," said Wang Junxia, a woman from Xinquan Village of Beilin District, Suihua City.Wang was temporarily buried beneath bricks, but she managed to crawl out of the rubble and saved by the rescuers.Relief work was underway.Two hundred quilts and more than 500 kg of bread were sent to the affected Beilin District.
