SAN DIEGO (KGTV) -- The Sweetwater Union High School District Board of Trustees on Thursday responded to a scathing audit that alleged evidence of fraud or misappropriation of funds leading to a multi-million dollar deficit.In their response to the audit, the district’s Board of Trustees acknowledged the importance of an independent state agency’s audit and said they “intend to cooperate fully with these agencies should they require additional information.”“We acknowledge that, as required, you notified the local district attorney, State Superintendent of Public Instruction, and State Controller that the FCMAT AB 139 report found there is sufficient evidence to demonstrate that fraud, misappropriation of funds, or other illegal fiscal activities may have occurred," the Board of Trustees said."We understand the importance of having these agencies review the report and intend to cooperate fully with these agencies should they require additional information," said the board.The 79-page audit, conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT), was made public June 22. According to the report, the district’s school board relied on inaccurate financial information when they approved salary increases for district employees, resulting in pay raises they could not afford.The audit also reportedly found the district kept borrowing from capital projects in the South Bay, such as Mello-Roos funds, to pay for operations without a method of repaying that money back into the fund.The board said that individuals and outside entities identified by FCMAT as having enough evidence to suggest they were engaged in illegal acts are "either no longer employed by the District or are removed from all involvement in the District’s current operations."RELATED: SUHSD: 90 bus drivers paid over 0K in overtime during 2017, database saysThe board also said that since the audit, they’ve taken other actions based on recommendations from the FCMAT, including:The district will be implementing the INFOR financial module in the 12 to 18 months. The new system replaces the one the FMCAT said said led to accounting errors and will interface with the County Office of Education for monitoring.The District will provide Board and leadership training to enhance awareness of fraud, including detection and prevention. An anonymous hotline for reporting fraud will continue to be available internally and to the public.The District staff will ensure that the Board and County receive updates on the progress to address the recommendations set forth in this report.“As a Board and as acting superintendent, we are committed to ensuring we implement and improve our systems and supports to best serve our community and understand that this process starts with the superintendent and the Board,” said the board.The response was signed by current trustees Nicholas Segura, Board Vice President; Arturo Solis, Board Member; Paula Hall, Board Member; Kevin J. Pike, Board Member; Frank A. Tarantino, Board Member;and Moisés G. Aguirre, Ed.D Acting Superintendent.On June 24, two days after the release of the FCMAT audit, the district voted to cut more than 220 educators. The board also voted 4-1 to place its beleaguered superintendent Dr. Karen Janney on paid administrative leave.Janney had been under public pressure to step down following a multi-million dollar budget shortfall in 2018 which prompted an investigation. Since then, the district's budget crisis spiraled into teachers and programs being cut, bus routes eliminated, and increased class sizes. The board previously said its action against Janney is not disciplinary but it is to support and ensure an efficient investigation of the concerns raised in the FCMAT audit.With the release of the FCMAT audit, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The San Diego County District Attorney's office said they are reviewing the audit. There is also an investigation into the district by the Securities and Exchange Commission. SAN DIEGO (KGTV) -- Threats from President Donald Trump to move forward with ICE raids aren't stopping a Barrio Logan organization from patrolling the streets and alerting the community when agents are in their neighborhoods. Union Del Barrio is a 38-year-old organization. In the last year, they started the community patrols to warn neighbors of their rights, if ICE shows up at their door. Benjamin Prado is a member of Union Del Barrio. He says volunteers patrol in Logan Heights, Barrio Logan, Shelltown, City Heights and Linda Vista. Prado says they never interfere with the ICE agents doing their job, only document what they see. The organization is also training volunteers in other cities, including Los Angeles. Prado says they feel ICE shouldn't exist at all and that these patrols are to challenge the administration, trying to stop them from terrorizing and separating their families with deportations. On Saturday, Trump said the administration would move forward with ICE raids "fairly soon". Late Sunday afternoon, the president also tweeted in response to a New York Times article saying in part "people should not be entering the country illegally" while also praising the work of Border Patrol and others in law enforcement. Trump also insisted the wall is being built. So far, no word from the administration as to when the deportations will start. 1378

SAN DIEGO (KGTV) — The topic of voter fraud has been in the spotlight more than usual this election cycle, with President Donald Trump encouraging supporters to volunteer as poll watchers and tweeting about election-related fraud at least eight times in the last week.There are several categories of voter fraud, including ineligible voting by non-citizens or felons; or double voting, when someone illegally casts more than one ballot.Voter fraud is cheating by voters themselves, which is distinct from other forms of election malfeasance, and there have been dozens of studies aimed at measuring it over the last few years.There are essentially two types of academic research on voter fraud: studies that examine documented cases of voter fraud, such as ones mentioned in news articles or criminal prosecutions; and studies that try to predict how much fraud might be going undetected, using advanced statistics and artificial intelligence techniques.Pam Smith, the former president of the non-partisan Verified Voting Foundation, summarizes the research on documented voter fraud this way: “There's an infinitesimal amount of voter fraud where a voter is intentionally doing something fraudulent.”A 2007 study by the Brennan Center at New York University calculated the rate of voter fraud in three elections in the early 2000s at between 0.0003% to 0.0025%.The odds of being struck by lightning in a given year is 0.0002%.The Heritage Foundation, a conservative think tank, keeps a database of known cases of voter fraud. It now has 1,298 examples.The examples date back to 1982 and cover both presidential and off-year contests. There were more than 1 billion votes cast in presidential contests alone during that span.But those are the known cases. What about undetected cases of voter fraud?This is an area of study called election forensics, where researchers use advanced statistics and machine learning to estimate irregularities.One study by researchers at Harvard and Stanford universities looked at voter registration data in the 2012 election and used algorithms to estimate that the maximum amount of double voting was .02%, or 1 out of every 4,000 ballots.But the researchers also showed that most, if not all, of these possible double votes, could have actually been innocent clerical errors. The researchers audited poll books in Philadelphia and found a 1% error rate; an error rate of 1.3% would be enough to explain all of the irregularities.There are other kinds of fraud, called election fraud, like the illegal ballot harvesting in North Carolina’s 9th District in 2018. But Smith, of Verified Voting, said those cases are actually easier to catch because they typically involve multiple people.In the very rare cases when they do happen, judges can order an election re-do.“Fraud on any kind of massive scale, as we've heard talked about, that doesn't happen,” Smith said. “And there are safeguards and guardrails in place to prevent it.”Smith said California’s guardrails include pre-election testing of voting machines and other equipment and audits after the election.California voters can also sign up for a free tool called “Where’s My Ballot?” The service will send automated alerts the moment your ballot is received and counted. 3270
