ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. (KGTV) -- The Encinitas teenager bitten by a great white shark is thanking all who saved him and those who continue to support his recovery.It was nearly two months ago when 13-year-old Keane Webre-Hayes was attacked while lobster diving at Beacon's Beach.Webre-Hayes sustained substantial damage to his left torso and face. His humorous was broken, ball joint broke in half, and rotator cuff torn apart in several places. He also lost a significant amount of his deltoid and lat muscles.The 13-year-old underwent hours of surgeries and got 1,000 stitches."I feel really thankful to have my arm, to be alive, and I'm thankful to probably in the future help other people," said Webre-Hayes.He's now considering a career in lifeguarding. Those who helped him are on a long list of people he wants to thank.“The people that towed me in from the kayak, the first responders, the pilot, the doctors, the nurses, all the companies that have given me things, it's motivation to get back out there and do what I love, like surfing and skateboarding," said Webre-Hayes.His mother, Ellie Hayes, says she is grateful for the outpouring of support and financial donations which will help with ongoing medical expenses."It’s one of the ultimate tests, and I know that there’s a reason and meaning, and there’s good that we can do with it," said Ellie. ESCONDIDO, Calif. (KGTV) - The Escondido Union High School District is celebrating a grant renewal of over million to go towards helping students.The ASSETs grant comes from the federal government and helps funds after-school programs and other support services for students and parents.The district has received this funding for the past 10 years and schools have put it to good use.San Pasqual High School has created unique clubs like ukulele, welding, robotics, and mountain biking. The money also funds academic tutoring as well as programs like Drivers Ed.Everything created through the ASSETs grant money is free for students. "I can tell you it has literally transformed the experience for hundreds of students, hundreds," said San Pasqual High School Principal Martin Casas.Up until last week, next year's grant money wasn't a sure thing. Casas says the district worried the money would be cut from the federal budget.ASSETs grant schools like San Pasqual were trying to figure out which programs they'd have to cut if the funding didn't come through. Casas estimates they would have had to cut half of their programs.But now that the funding is secured, schools can look forward to creating even more programs.They'll receive 0,000 each year for the next five years.Some new programs in the works include building skateboards, music production, and mariachi.In addition to San Pasqual High, Orange Glen, Escondido and Valley High Schools will be getting ASSETs funding.The district says over 75 percent of its students qualify for free and reduced lunch, so these programs are vital. 1618
