BEIJING, Aug. 26 (Xinhua) -- China is enacting various measures, such as increasing its annual grain harvest and creating new grain safety legislation, to ensure a food-secure society, according to an official of the country's top economic planning body.Zhang Ping, minister in charge of the National Development and Reform Commission (NDRC), said in his report to China's top legislature on Thursday that China would increase its grain output capacity to an annual yield of 550 million tonnes by 2020, which would be a rise in output from 530.8 million tonnes in 2009.Zhang said the country would further strengthen its grain production capacity, by means such as improving infrastructure construction, especially the farmland irrigation system, expanding the use of fine breed and high-productivity technology, improve farming methods and upgrading the farming industry's ability to resist disasters.China's total grain demand is expected to reach 572.5 million tonnes by 2020, and to maintain a food self-sufficiency rate of 95 percent, at least 540 million tonnes of grain would be needed by then, Zhang said.Zhang added that the NDRC and other food administrative agencies were working together in a draft law on food and grain.According to Zhang, China has established a preliminary emergency response system for grain safety, strengthening the production, storage, transportation and distribution of food and grain during emergency situations.

UNITED NATIONS, Oct. 22 (Xinhua) -- China on Friday voiced its hope that the upcoming summit of the Group of 20 largest economies (G20) will help achieve positive efforts that include the efforts to strengthen the institution building, enhance market confidence around the world and accelerate the recovery of the world economy.The statement came as Li Baodong, the Chinese permanent representative to the United Nations, was speaking at the informal meeting of the UN General Assembly on the upcoming G20 summit in Seoul, the capital of the Republic of Korea (ROK)."China hopes that the Seoul summit will, in the spirit of mutual benefit and win-win outcome on the basis of implementation of the outcomes of previous G20 summit, achieve the following positive results: First, strengthen the institution building of the G20, enhance market confidence around the world, and accelerate the recovery of the world economy," Li said."Second, complete the IMF's share reform before the summit and fulfill the commitments made by the G20 leaders," he said. "Third, address the imbalance in development issues, so as to provide political support to the early realization of the MDGs," the eight anti-poverty targets to be reached by 2015. LONDON, Aug. 27 (Xinhua) -- Some western commentators' critical comments concerning China's burgeoning relationship with Africa are "largely misplaced," says a Financial Times editorial.Wednesday's editorial - "China's new scramble for Africa" - said Western-led development strategies, however well meaning, did not break the cycle of under-development in Africa. Chinese investments, made for sound business reasons and boosting employment and growth, offer new hope and an alternative way forward, the editorial said.The infrastructure that the Chinese are building will also have positive spin-off effects for industries outside of natural resources. Chinese traders have brought cheap consumer goods to Africa. And, as labor costs rise at home, Chinese manufacturers may look at Africa with new interest, as a base for production, the editorial said.To the Western countries that uphold the spirit of competition, there's no reason to complain about China's strengthening its relationship with Africa, the editorial said.One reason that African governments often love doing business with the Chinese is that they are much less likely to condition their investments on improvements in government, and the pragmatic attitude of the Chinese government should be appreciated, the editorial said.
