SAN DIEGO (KGTV) -- Immigration and Customs Enforcement issued new guidelines that could have a big impact on many international students studying in the U.S.The modifications were posted to ICE's website, outlining the new rules for students on F-1 or M-1 visas. The guidelines say students may not take a full online course load and remain in the United States and that the Department of State won't issue visas to students enrolled in programs that are fully online or allow them to enter the country. The news comes as many schools including San Diego State University and UC San Diego have moved to online only or a hybrid format because of the COVID-19 pandemic.In their modified guidelines, ICE said they had issued a temporary exemption regarding online courses for the spring and summer semesters. If a student attends a school with a hybrid model, the school must certify that the program isn't online only and that the student is only taking the minimal number of online courses. SAN DIEGO (KGTV) — Mission Valley's Gordon Biersch restaurant may be closing, but the brewery location will live on under a new local eatery.Puesto will take over the location of the well-known restaurant after it closes in July, according to the company. The Mission Center Road spot will be the Mexican restaurant's third location.Gordon Biersch is set to leave Mission Valley on July 16, though no reason was immediately given for the closure, according to paperwork filed by the company. RELATED: Uber Eats to test drone delivery service in San DiegoPuesto will reopen the on-site brewery and try to retain as many of Gordon Biersch's staff as possible. The new restaurant plans to open in Fall 2019.The on-site brewery will give Puesto the opportunity to develop their own beer program, after collaborations with San Diego and Mexico breweries for years, in addition to its signature margaritas and cocktails.“The Puesto team has been doing cervecería collaborations for years now, working primarily with cervecerías in Mexico to create our own San Diego meets Mexico cervezas," Puesto co-owner Eric Adler said. "We’ve been looking for a space in San Diego for some time where we could develop our own cerveza program. This new space gives us the opportunity not only to brew, but continue bringing our innovative approach to authentic Mexican flavors to more of our hometown.”Puesto currently operates six restaurants around California, offering a variety of handmade tacos, bowls, and street food-style plates. 1525

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer Saturday detailed plans to redevelop the Sports Arena site, officially announcing what developers will tackle the project.According to Faulconer, the plan incorporates a mix of entertainment, housing, and parks."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."Brookfield Housing and ASM Global were chosen to construct the new arena and thousands of housing units, beating out the other finalist, Toll Brothers Housing.The redevelopment area encompasses roughly 48 acres in the Midway-Pacific Highway Community area. At the press conference, representatives from the Gulls and the Seals spoke, saying they're excited for their teams to play in the new space. Faulconer said the city's goal is to include a new arena to replace Pechanga Arena."The vision for this property is for a world-class arena, park space and amenities," Faulconer said. "A new arena has always been a priority of mine, and it's the right time."The city also released several renderings of the planned development. Leaders said they are now looking toward November when Measure E will be on the ballot. This will determine if the 30-foot maximum height for buildings will remain, or if it will be raised. This will impact how tall the new facilities will be.San Diego Loyal SC, which had plans to build a modular soccer stadium at the site, commented on the announcement following the news conference. "Though the news from the city today felt like a punch in the gut, years being married to the sport of soccer has taught me that sometimes you can win on the field and not get the result that matters. SAN DIEGO (KGTV) -- Iconic TV host Regis Philbin, who has roots in San Diego television history, has died at the age of 88, multiple news outlets report.According to a family statement obtained by PEOPLE, Philbin passed away from natural causes Friday night.Philbin returned to his roots in 2018 with a visit to 10News.After a stint in the United States Navy, he moved to San Diego where he launched a career in broadcast. The icon was briefly a news anchor in San Diego when Channel 10, at the time known as KOGO, approached him about taking over as an anchor of the evening news.PHOTOS: Former 10News anchor Regis Philbin visits the 10News crew"This was the beginning of it all," Philbin said upon beginning his tour. "It really was."Shortly after, Philbin landed his first talk show, "The Regis Philbin Show," which was filmed in the ABC 10News studios where the current newscasts are produced.Philbin acted as his own writer, producer, and show guest booker. He was able to book many top celebrities including Jerry Lewis, Ronald Reagan, Danny Thomas, and Liberace.His talk show, which was produced at the now KGTV studios from 1961 to 1965, aired live from 11:30 p.m. - 1:00 a.m. every Saturday night."The show became a big hit so it was time to go to Hollywood, I guess, so I did," said Philbin.Philbin moved his show to Los Angeles, before being hired in 1967 as the sidekick for a national talk show, "The Joey Bishop Show." Cain says it was his friendly personality, that she’ll remember most."It brought back all the memories of when I hosted the show with him and what a great person he was I’m sad. I’m really sad,” says Cain. "He was the most kind man. He was a small man. But so handsome and I just remember thinking after I had left that I had known him my whole life. That’s how he made you feel. I felt equal to him. It was a special moment for me."And that’s the same way Fred Norfleet described Philbin, who he worked with for years as a stage manager on his San Diego morning show."I’m sure he had a heart for San Diego you now. Everybody knew him. Everybody liked him. SAN DIEGO (KGTV) — Intense heat is sparking fires and sending San Diegans to the coast seeking relief."The temperatures today are pretty extreme," Cal Fire Captain Thomas Shoots said, adding the brush is dry from the heat and lack of rain making Wednesday's forecasted record heat very dangerous.A brush fire sparked in Ramona near Ramona St. and Boundary Ave around 11 a.m.The triple-digit heat causing concern for Fire Chief Jason Lambirth with the U.S. Forest Service, "we really take care of our own people, keep a close eye on them, make sure they're hydrated with water and Gatorade and go from there."Firefighters kept the blaze within a couple of acres, according to Shoots.A huge relief to neighbors, like Leanne Plunkett who has lived in Ramona for 44 years. "Oh I'm relaxed now, but it was pretty hectic for a while!" Plunkett said.She was stepping into the shower when law enforcement knocked on their door to issue evacuation orders. Plunkett said she jumped out, threw on clothes, and started packing jewelry and important documents.She said they had to evacuate twice in the past, including the Cedar Fire.The heat taking its toll on San Diegans across the county. Many, like Oscar Fuentes from El Cajon, headed to the beach."It was starting to get to 110 degrees out there so we decided to hit the beach... It's a lot more tolerable that's for sure it's really nice, I expect it's going to be a lot better when we get in that water."He's not alone according to Sgt. Lonnie Stephens with San Diego Fire Rescue's Lifeguard Division."We're still seeing elevated beach crowds on the weekends and during the weekdays." He said normally crowds dissipate after Labor Day but that hasn't happened yet."Throughout this heat, which has been ongoing for quite some time, yes we have had some citizens that have had some heat-related illness." He said it's important to wear loose-fitting clothing, drink plenty of water, wear sunscreen and stay in the shade when possible.An Excessive Heat Warning is in effect until Thursday night. 2045
