SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. In the first year, it generated million in revenues for affordable housing projects.In the same time period, the number of declared vacant units dropped by 15 percent, welcome news in a tight rental market."There have been all these stories of college students living in mansions in expensive neighborhoods ... owners renting out to a group of five students for quite cheap just so the owner can avoid paying the tax," said Fumano.A similar tax has since been enacted for the entire province of British Columbia. SAN DIEGO (KGTV) - San Diego State University set a new record for its Aztec Rock Hunger annual food drive, collecting 590,503 pounds of food from Sept. 28 through Oct. 21, which the school will now donate to the Jacobs & Cushman Food Bank. The amount exceeds last years total of 588,915 pounds, and includes both non-perishable foods and donations, which the school collected at the SDSU bookstore, athletic events, SDSU Dining locations and Aztec Proud events. Jim Flores, CEO of the Jacobs and Cushman San Diego Food Bank, said the partnership with the school, which has raised more than two million pounds of food since its inception in 2008, has been beneficial."We are very grateful to the students, faculty and administration at San Diego State University for supporting the food bank," Flores said. "We are currently feeding more than 37,000 people every month in communities throughout the county, including thousands of students through our College Hunger-relief Program." Aztecs Rock Hunger was started by Associated Students (A.S.) which works alongside multiple campus groups, including SDSU Athletics and the College Area Business District. Christian Onwuka, A.S. vice president of financial affairs, said the partnership is a source of pride. "It has been amazing to see so many different divisions and facets of campus come together and give their all toward this campaign fighting food insecurity," he said. Not all of the donations will go to the food bank, however. 20 percent of the food remaining on campus will go towards helping SDSU's Economic Crisis Response Team (ECRT). SAN DIEGO (KGTV) — Sick and tired over school shootings, a Point Loma High School junior is trying to make change through one of his passions.He participated in Public Service Announcement contest, a collaboration between San Diego Crime Stoppers and the San Diego Unified School District Police Department. Students were required to create a PSA about an issue schools deal with, like bullying or substance abuse.Tim Fraher's 40-second PSA addressed school shootings, raising awareness about the ways it's easier to get a gun than a driver's license. He also wants people to take notice if a friend or classmate is getting bullied or seems depressed.Fraher says he wants people to take school shootings seriously."We need to do something. We can't just sit around and pray that it will go away because it won't. We need to actually get out there and actively reform and make changes so that this won't happen," said Fraher.Fraher won the competition, and his PSA will air on television in the San Diego region this June. "It felt good to know that the message will get across, that it will be out there," said Fraher.He hopes the 40-second message will encourage others to take a chance at making a change. 1216
SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city. The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected. Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David. Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager. As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration. Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split". Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop.
