California will end the cash bail system in a sweeping reform for the state. Rather than requiring defendants to pay in order to be released before trial, their release will hinge on an assessment of their risk to public safety."Today, California reforms its bail system so that rich and poor alike are treated fairly," Gov. For too long, our system has allowed the wealthy to purchase their freedom regardless of their risk, while the poor who pose no danger languish in jail," said Assemblymember Rob Bonta, one the lawmakers who introduced the bill, in a statement.Under the new law, a pretrial assessment would be done by either court employees or a local public agency that has been contracted to determine a defendant's risk. That entity would assess the likelihood that the person will not appear in court or commit a new crime while released, and would make a recommendation for conditions of release. The pretrial assessment services will not release a person arrested for violent felonies.The California Money Bail Reform Act, also known as Senate Bill 10, passed in the State Senate with a vote of 26-12, and the General Assembly by 42-31."SB 10 puts all Californians on equal footing before the law and makes public safety the only consideration in pretrial detention. This critical reform is long overdue," Toni Atkins, Senate president pro tempore, said in a statement.But the ACLU in California expressed disappointment over the bill, saying it "is not the model for pretrial justice and racial equity that California should strive for.""It cannot guarantee a substantial reduction in the number of Californians detained while awaiting trial, nor does it sufficiently address racial bias in pretrial decision making," said the three executive directors of the California ACLU affiliates, Abdi Soltani (Northern California), Hector Villagra (Southern California) and Norma Chávez Peterson (San Diego & Imperial Counties). (KGTV) - Camp Pendleton Marines and Sailors started training Friday to help firefighters at the Creek Fire near Fresno."They're the right people for the job because they're Marines and Sailors," Commanding Officer of the 7th Engineer Support Battalion, Lt. Col. Melina Mesta said. She described the traits Marines and Sailors hold as well as their training that covers responding to practically every kind of disaster.Two hundred and fifty Marines and Sailors volunteered to train to help firefighters. They deploy Saturday to learn more in the Sierra National Forest. Lt. Col. Mesta said by next week they will be on the fire line.On base, clumps of a couple dozen Marines in neon yellow shirts and forest green pants learned how to shelter in place if a fire overcomes them. They have a bag about the size of a loaf of bread containing what looks like a plastic tarp. They shake the tarp and cocoon themselves on the ground, crucial training that could save their life if they're overcome by the blaze.Military Liason with the U.S. Forest Service Frank Guzman explained why these crews are so vital, "our crews, who start in the southwest maybe, they're just tired and they've been doing this since April and we don't have anyone else to go to."Guzman said they are already utilizing the National Guard and resources from Canada and Mexico. Marines and Sailors are their last resource."Marines haven't been deployed since 1994 but in four out of the last six years we've had the active military deployed, so it's getting more and more common," Guzman said.More common, but never something San Diegan LCpl. Urias is part of the first wave that will come out of Camp Pendleton. CARLSBAD, Calif. — A North County company says it's closing in on the technology to keep lithium-ion batteries from igniting.In the last year, the rechargeable batteries have caught fire in Teslas, E-cigarettes, and smartphones. The incidents led to an emergency ban by the Federal Aviation Administration prohibiting shipping the batteries on passenger planes. "The issue has always been there, but now I think because lithium is so prevalent, we're seeing increased cases," said Jenna King, chief executive of Carlsbad-based Amionix.Kings said the industry has largely focused on protecting the battery from the outside, such as through cooling systems and protective layers. She said the batteries ignite due to an overcharge situation or internal short-circuit. Amionix instead is developing what it's calling SafeCore, essentially a circuit breaker on the inside to keep the battery from igniting. "If your battery management fails, or it's never even active because it's an internal short within the cell, our technology is going to protect you," King said. King said Amionix is now working with companies across industries to make sure their product works with their technologies. She declined to specify the companies but said they are well-known. She hopes to have the safety product in consumers' hands by next year, noting that it's inexpensive to manufacture and therefore should have a negligible impact on consumer prices. 1445
