Tijuana, B.C. (KGTV) — As Christmas approaches, decorations are up around Tijuana but much of the city has shut down. According to ABC 10News’ media partner Televisa, the state of Baja California has had almost 27,000 COVID-19 cases and nearly 5,000 deaths since the start of the pandemic.For comparison, San Diego County's had startling 97,549 cases but far fewer deaths. As of Thursday, 1,103 deaths had been reported.On Thursday morning, ABC 10News spoke to Televisa anchor Estephania Báez about how hospital capacities across the border are maxed out, pulling the city out of its less restrictive orange tier and back into its most restrictive red tier. That hasn’t happened since the summer.“The difference between now and then is that now people don't have fear with COVID-19 here and [people have] to go to work so they prefer to [become] positive rather than to lose a day of money,” she added.Baez said there's concern over both apathies to wearing masks and resistance to any news of a vaccine. “They don't even want to get vaccinated. We have heard in several places that people are afraid and they don't trust even the authorities,” she told ABC 10News.Baja California's red tier restrictions are in place through at least Dec. 20, meaning widespread closures. “That includes schools, gyms, spas, museums, pools, movie theaters, churches, and amusement parks,” said Baez. Treasury Secretary Steven Mnuchin asked the White House about the possibility of using a government jet for his European honeymoon this summer but later withdrew the request.A Treasury Department spokesperson told CNN in a statement that Mnuchin made the request to ensure he had access to secure lines of communication when he and his new wife, Louise Linton, were traveling."Treasury withdrew its request after a secure communications option was identified during the Secretary's extended travel," the spokesperson said Wednesday.Treasury said it has a practice of considering a "wide range of options" to ensure Mnuchin has access to secure communications, including the possible use of military aircraft.The Treasury spokesperson said it was "imperative" that Mnuchin, who is a member of the National Security Council and directly involved with national security issues tied to North Korea, Iran, and Venezuela, could communicate securely.ABC News was the first media outlet to report the Secretary's request.When asked if there was a review of the request, an official with the Treasury Department's Inspector General, which investigates allegations of wrongdoing within the agency, told CNN Wednesday "We are looking at all requests and uses of government aircraft."A White House spokesperson declined to comment and directed questions to Treasury.This is not the first time a trip by the former Goldman Sachs banker has raised eyebrows.Another trip by Mnuchin and his wife to Kentucky last month is already under review by the Treasury Department's Inspector General.Jaws dropped in August when Linton posted a picture of herself on Instagram stepping out of a U.S. government plane. She had tagged a series of luxury designers such as Hermes, Tom Ford and Valentino to describe her expensive clothing. Social media pounced on the post and called it ostentatious.Mnuchin's trip to Kentucky included a stop at a chamber luncheon in Louisville and Fort Knox, where he, and Senate Majority Leader Mitch McConnell, and others watched the Aug. 21 eclipse.The Treasury Department has previously defended Mnuchin's trip as "official government travel" and denied that viewing the eclipse was the primary purpose of the trip.Instead, the agency said the government aircraft was used to facilitate the secretary's travel schedule and ensure uninterrupted access to secure communications."The Department of the Treasury sought and received the appropriate approval from the White House. Tourism spending in Oceanside set a record in 2017, with visitors shelling out 1 million last year.The new numbers, from a study by Dean Runyon Associates, were announced at the city's 8th annual Tourist Summit."It’s an exciting time in Oceanside," says Visit Oceanside CEO Leslee Gaul. "We’re really going through renaissance here."The city has had seven straight years of growth in tourist spending. The numbers in 2017 were 10.1% higher than 2016. Employment in the industry is also growing steadily. Tourism supports more than 3,300 jobs in Oceanside, and jobs in that sector have had averaged a 5.1% increase since 2010.Tourists spent 0 million on hotel rooms in 2017. That's up 11% from the year before, and it's twice the amount they spent in 2010. That gave the city  million in Transient Occupancy Taxes, money that goes directly into the city's general fund to pay for city services, infrastructure, parks and more.Gaul thinks more people are coming to Oceanside because the city offers a more laid-back version of the Southern California lifestyle."We’re still one of the classics, Southern California beach communities," she says. "We really have what appeals to visitors today. They’re looking for that local, authentic experience and I think being slow to grow over the past few years has really been a benefit to our community."Local business owners say the increase in tourists is helping them expand as well. Arthur Escobar owns Oceanside Boat Rentals. He says business is so good, he's already bought two new boats for this summer season. He expects to buy two more by the end of the summer. He's also hiring 7 or 8 more employees for the season."This is a nice, friendly town," says Escobar. "There's no hustle and bustle, The beach here is incredible, three miles of big sandy beaches, you don’t get that most places."The study also showed a significant increase in spending at local restaurants. Gaul thinks that's part of what's fueling the city's renaissance. "There have been dozens of new restaurants opening in the last few years, and we have more on the horizon," she says.There are also more hotels planned, including a pair of new properties near the iconic Oceanside Pier. One will be a resort-style hotel with 226 rooms. The other is a boutique-style hotel that will have 160 rooms and incorporate a renovation of the Top Gun house.  2410

But this year has brought a kind of uncertainty, unique to anything he’s faced before."By February, it just cratered to almost zero at all in terms of requests for even any information at all," Haas said. “It was, it was scary.”This time of year, people travel from all over to have Haas lead them on multi-day horseback tours through the Montana wilderness, usually."We have very few customers from the east or west coast, California in particular, we are seeing almost nothing from California," Haas said.Haas' business is located in Choteau, Montana, a town with a population of about 1,700 people. Summer is usually the busy season in the community, which located along the shortest route between Glacier National Park and Yellowstone National Park.“I would think that we’ve probably had at least 95% of the events we had booked canceled and reservation-wise," said Barb Bouma, who owns the Stage Stop Inn in Choteau.The American Hotel and Lodging Association says hotel occupancy levels might not recover until 2022 nationwide. Bouma doesn’t know if her hotel will make it that far.“It’s not sustaining itself. How long we can go, yeah I’m not sure," Bouma said.Like many business owners in the pandemic, Haas has had to cut back."Right now, I have one person. Normally, I would have two or three in the summer," Haas said about the number of employees he has getting gear ready for his trips.He says reservations for his business have started to pick up again. He also says reservations for hunting trips he offers are booked years in advance and have held steady.As Haas starts to lead people back into the wild to show off the rugged uncertainty of “Big Sky County,” he hopes the struggles he’s faced this year stay unique to 2020.“There’s so much more known about the coronavirus now," Haas said.
