SAN DIEGO (KGTV) — The city could be heading back to square one in its quest to regulate short-term vacation rentals.On Monday, the San Diego City Council will decide whether to send its recently approved short-term rental regulations to a public vote, or scratch them altogether.In the summer, the council voted 6-3 to limit Airbnb-type rentals to primary residences. That essentially banned investors and owners of second homes from renting them out short-term.Airbnb launched a referendum that obtained enough signatures to send the decision back to the council, leaving the city those two options. "The people who own short-term rentals - they're San Diegans like you and me," said Jeff MacGurn, who owns a short-term rental in the Hillcrest area with his husband and signed the petition. "When it comes right down to it, what we want is a fair and reasonable compromise."But Ronan Gray, who heads Save San Diego Neighborhoods, said something has to be done to curtail short-term rentals in residential areas. He pointed to a City Attorney memo that says short-term rentals aren't allowed by municipal code and said the city should just enforce that code. "They're advertising houses in Pacific Beach as the ideal location for bachelor and bachelorette parties, so they're marketing it as a hotel," he said. The council meets at 12 p.m. Monday at City Hall.  1405

Assaults against agents are up 300 percent compared to this time last year, according to San Diego Border Sector Chief Rodney Scott.An agent was struck in the face shield with a rock thrown at the border on New Year’s Eve and was not injured. “These incursions are organized they are bringing people down there for the express purpose of provoking a confrontation,” said Border Patrol agent Joshua Wilson. SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Pt. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. There are a few differences with Prop. 21 than Prop. 10, which failed in 2018. This measure would apply to housing more than 15 years old. Owners with one or two properties would be exempt. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. The Legislative Analyst's Office said even as owners sell off their properties, "revenue losses from lower property values would be larger than revenue gains from increased sales." SAN DIEGO (KGTV) - The homeless population in San Diego County has decreased over the last year, according to a San Diego task force.  Every year, the county conducts a tally of how many people are homeless on a single night in January. This year’s count, done on January 26, was coordinated by the Regional Task Force on the Homeless.The task force says the number of homeless throughout the county has decreased six percent to 8,576. However, the number of homeless veterans went up to 1,300 - a 24 percent increase. Supervisor Ron Roberts, the Homeless Task Force Chairman, says permanent housing still needs to be a priority. “Seeing the overall number decline was a positive reversal, but there are far too many swings in data to declare a trend or to not see other areas where we need to increase our focus,” said San Diego County Supervisor Ron Roberts, who chairs the RTFH. “We continue to face many challenges, highlighted by a lack of new housing, a condition that squeezes hardest those with the fewest resources."RELATED: Volunteers count number of homeless living in San DiegoThe numbers from the federally-mandated Point-in-Time Count (PITC) show the number of sheltered and unsheltered homeless people in each of the county’s 18 cities, as well as in unincorporated areas.The County will present the full report, with a more in-depth analysis of the data, to the task force at 3 p.m.The PITC is meant to help communities and policymakers understand their regions’ most current challenges and areas with the most pressing need for limited funding. 1594
