But trying to improve the home you live in can become a budget-busting nightmare.According to a new survey from the Freedom Debt Relief, 69 percent of homeowners plan to renovate within the next five years. But 60 percent of people surveyed say they can't afford needed upgrades.That's why 73 percent of the respondents plan to finance their renovation plans."People want to stay in their homes," says Michael Micheletti, the Communications Director for Freedom Debt Relief. "Once it becomes your house, it becomes your home. So, perhaps people are willing to take on more debt to stay in those communities and those school districts they've become accustomed to."Micheletti says most of the people who plan to renovation will spend either more than ,000 or between ,000 and ,000. With that much money at stake, it's important to know what projects are worth the cost."There's give and take" says Gregg Cantor, the CEO of construction company Murray Lampert. "You have to prioritize what's most important."According to the survey, the most popular upgrades are also the most expensive. New flooring topped the list at 59 percent, bathroom renovations were 53 percent, and new kitchens were 51 percent. After that, Landscaping (43%), Windows (31%), Fencing (28%), Roofing (27%) and Decks (26%) were the most popular.But Cantor says smaller, aesthetic-based upgrades can make your home more appealing to buyers. SAN DIEGO (KGTV) -- Police arrested a man Wednesday suspected of robbing a US Bank in North park before causing a major backup on I-5 in the South Bay. According to the FBI, Gustavo Torres, 32, was charged Thursday with one count of robbery. Torres is accused of robbing the US Bank on the 3200 block of University Avenue in North Park on August 7. Shortly after the robbery, San Diego Police were able to track down a suspect matching the bank robber’s description on Interstate 5 near Main Street in Chula Vista. Authorities shut down all lanes of southbound I-5 during the arrest, forcing traffic to a halt. According to the FBI, Torres is due in court for an arraignment on August 9. 696

SAN DIEGO (KGTV) -- More than 100 cars pulled out of a downtown San Diego parking lot Wednesday morning hoping to make their voices heard against Proposition 22.Among the caravan -- made up of some local elected officials and workers from various industries -- were many rideshare drivers like Tonje Ettesvoll.Ettesvoll has been an Uber driver for four years, and she said if Prop. 22 passes next month, she will lose income and benefits that are currently protected under state law. If passed, she will be left to rely on what the rideshare companies said they will provide.“A lot of times we spend driving a passenger maybe to a remote area and we have to get back to where we live or where there’s people, and we don’t get paid for that time. And none of the benefit goes towards that time either,” Ettesvoll said.Prop. 22, which is heavily funded by companies like Uber and Lyft, would consider app-based drivers as independent contractors.Al Porce is a driver who supports the measure. If it passes, he said he’ll be able to control who he works for, for how long, and where.“Times are great right now. I’ve been driving all year. I switched over from transporting people to food and groceries. SAN DIEGO (KGTV) - Neighbors in Hillcrest say an abandoned church has become a campground for the homeless. The church sold the land to developer LMC North Park Holdings in 2018. They were still leasing it out until about a month ago. That's when residents say the homeless started moving in. "It's more or less the drug crowd, sex trafficking, stuff like that that winds up utilizing these areas," he said. The spot on Park Boulevard and Meade Avenue is boarded up, covered in graffiti, and littered with needles. On Tuesday, firefighters say transients smoking drugs started a fire at another vacant building a few blocks down. Passante says it's just a matter of time before that happens at the church. "It's the same people you see over and over and over again and most of them have some kind of mental illness," said Passante. "The quicker places like this can be demolished the less we'll have that problem.LMC North Park Holdings says they are aware of the problem and have hired 24/7 security. Our crews didn't see any security guards while out there for several hours gathering the story. They say they've been waiting on permits and have plans to start demolition by the end of the year. 1206

SAN DIEGO (KGTV) - Newly unsealed court documents reveal how investigators were able to identify the suspected Church's Chicken shooter.Albert Lee Blake, 49, was arrested weeks after the shooting erupted inside of the Otay Mesa West restaurant. Blake is accused of shooting three employees and killing Maribel Ibanez. The shooting happened after an argument stemming from Blake allegedly trying to use a fake 0 dollar bill to purchase food. A number of witnesses gave similar descriptions of the man seen shooting inside of the Church's Chicken. Witnesses reported the man coming back into the restaurant after the argument, standing in line, then shooting at employees. They also said he calmly walked away after and got into a blue sedan.RELATED COVERAGE: Court documents reveal details in Church's Chicken murder investigationAccording to search warrant affidavits, surveillance footage from the area revealed the car used by the alleged shooter. Police ran the license plate through their database and found a match. The same vehicle was connected to a stop in September and the driver then was Albert Blake.
