One of North Korean leader Kim Jong Un's top officials is believed to be traveling to the United States as the two countries lay the groundwork for on-again, off-again talks between Kim and US President Donald Trump in Singapore on June 12.Kim Yong Chol was spotted at Beijing's international airport Wednesday, where he's believed to be on a layover before boarding a flight to the US that's due to arrive as early as Wednesday, according to South Korea's Yonhap News Agency and other media reports, citing unnamed sources.If the trip is confirmed, Kim would be the most senior official to visit the United States since 2000, when Vice Marshal Jo Myong Rok traveled to Washington to meet with former US President Bill Clinton in the Oval Office. Then-US Secretary of State Madeleine Albright traveled to North Korea later that month.CNN has not been able to independently establish where Kim is traveling to, nor the reason for his journey. China's Ministry of Foreign Affairs declined to confirm Kim's visit or make any further comment. CNN has reached out to the White House and the State Department for comment. 1123

OCEANSIDE, Calif. (KGTV) - A desperate mother is making a plea for tips after a thief snatched her van, a "lifeline" for her special needs daughter.Veronica Lara lives on Harrison Street. Her 7-year-old daughter, Sophie, suffers from Cerebral Palsy, Epilepsy, and a rare chromosomal disorder called Pallister-Killian Mosaic Syndrome. A year ago, her family spent ,000 making her 2015 Toyota Sienna wheelchair accessible."It's my daughter's lifeline. Sophie loves being in the van and getting out of the house."She laughs a lot. Anything that makes her happy fills my heart with joy," said Lara.Joy is not the word to describe her family's past month. In early November, her husband Juan was shot in Tijuana while waiting at a taco stand. "Armed carjacking ended where he was. He ran, but many people got shot," said Lara.Juan survived gunshots in his hand and stomach. He is no longer able to work as a tow truck driver, which will squeeze the family's finances."I'm still standing strong. I'm a strong momma, but this special needs family has gone through a lot, and this just added to my grief and anxiety ... OCEANSIDE, Calif., (KGTV) -- While many of San Diego County's beaches and parks are now off-limits due to the Coronavirus, Oceanside remains open. But some residents fear that a beach and golf course soft-closures only encourage people to ignore the stay-at-home order. Unlike the taped up beaches in San Diego, Del Mar, Solana Beach, and Encinitas, Thursday evening, Oceanside decided on a soft-closure. The parking lots, Pier, picnic areas, and playgrounds are closed. But the beaches remain open. "We figured, as long as we can encourage people and enforce that social distancing, we would be able to keep those recreational opportunities available," Samuel Liston with the City of Oceanside said. One person taking advantage of Oceanside's open beach was surfer, Oliver Dillard of Bay Park. Earlier, he was at Pacific Beach but was told by a police officer to leave."I'm just in the moment. Being here now," Dillard said. But not everyone is thrilled. "My reaction to them keeping open the beaches in even a soft way is horror," Oceanside resident, Frances Pope said. Pope suffers from a rare Autoimmune Disorder. She lives in a senior community in Oceanside. She says if her local beach is the only one that is open, people will flock to it, and you can forget about social distancing. "We're going to have a swarm of people, and it's not just Oceanside that is going to be hit by that," Pope said. "They're going to go back to their homes, inland or down south, and they will infect their families."It is not only beaches. Oceanside's City-run golf courses are also one of the last ones to remain open. According to the Pro-shop, golfers must walk on the course. No golf carts will be rented unless a person has a disability placard from the DMV.Still, Pope says this "halfway measure" is not enough. She wants everyone to take the virus seriously and stay home. "Every single person that can stop one trip out helps to keep everyone else safe," Pope said. The city says in regards to the beaches, they have lifeguards on duty. And they will keep a close eye. "We are constantly reevaluating these processes. Every day, multiple times a day, and if there are problems, we will have to do more," Liston said. 2222

  

OAKLAND, Calif. -- The United States Geological Survey is reporting that an earthquake with a preliminary magnitude of 3.5 has struck just outside of Oakland. The earthquake struck at 7:18 p.m. just two miles outside of Oakland Monday. No damage or injuries are being reported. The USGS originally reported that the earthquake was a 3.8 magnitude, then a 3.6. The quake was eventually downgraded to a 3.5.  439
