ORLANDO, Fla. (AP) — A federal judge has stopped the 2020 census from finishing at the end of September and ordered the once-a-decade head count of every U.S. resident extended for another month through the end of October. U.S. District Judge Lucy Koh said in her ruling late Thursday that a shortened schedule would likely produce inaccurate results. A coalition of civil rights groups and local governments had sued the Census Bureau in an effort to prevent the 2020 census from stopping at the end of the month. They said the shortened schedule would undercount residents in minority and hard-to-count communities.Koh said inaccuracies produced from a shortened schedule would affect the distribution of federal funding and political representation. The census is used to determine how .5 trillion in federal spending is distributed each year and how many congressional seats each state gets.Government attorneys had argued that the census must finish by the end of September to meet a Dec. 31 deadline for turning over numbers used for deciding how many congressional seats each state gets.Koh’s preliminary injunction suspends that end-of-the-year deadline, too. (KGTV) — Oceanside officials are closing beach parking lots this weekend in order to limit holiday gatherings as the county sees a rise in coronavirus cases.The city says beach parking lots west of the railroad tracks, with the exception of certain Harbor lots near the Harbor Village, will be closed from Friday at 8:00 a.m. through Monday, July 6, at 8:00 a.m.The city will also close all public parking lots in the downtown area west of the railroad tracks and all public parking lots in the Oceanside Small Craft Harbor, except lots 1, 4, 5, 8A, 8B and 9.RELATED: Crowds expected as San Diego beaches remain open this 4th of July"With Los Angeles County beaches closed, San Diego County State Beach parking lots closed, and several Orange County beaches following suit, it was deemed prudent to close Oceanside beach parking lots for the holiday weekend in order to minimize crowded conditions, limit gatherings, increase physical distancing, and slow the spread of the coronavirus," the city said in a statement.There will also be no fireworks displays in Oceanside or at Camp Pendleton on Saturday.The decision comes after San Diego County enacted several measures this week to slow the spread of the coronavirus, including a restaurant curfew and limits on bars. (KGTV) - The City of Oceanside has unveiled its latest effort to achieve their zero waste goals set back in 2011.Green Oceanside Kitchen is a state-of-the-art food recovery and preservation facility dedicated to eliminating waste and feeding the community."We need to do better, we need to feed our community and educate our community," said Colleen Foster, the City's Environmental Officer. The City teamed up with O'Side Kitchen Collaborative for the new project. They'll collect unwanted food from farmers, backyards, and food businesses, turning the goods into something delicious. "I could've done anything, but for me, making an impact in my community as well as it tasting good is the best!" said Vallie Gilley, Executive Director of O' side Kitchen Collaborative. The facility includes a 1,700 square foot commercial kitchen and a 500 square foot fridge that can hold about a semi-truck load of food. There's also an interactive demonstration kitchen for culinary arts training and education. Foster says more than 40 percent of what is grown and produced in the U.S. is wasted. With the new green facility, planners hope to save 20 percent of what would've gone to waste."That's thousands, if not hundreds of thousands, of pounds of food," said Foster. OCEANSIDE (KGTV) -- Multiple customers said a North County rental company refused refunds during the pandemic and only offered a full credit toward a future stay in exchange for removing negative reviews online.Lisa Janson is one of those customers. She lives in Pennsylvania and was excited for her March trip to California with college friends. Janson was first planning to stop in Palm Springs to spend time with her son and his family before driving to Oceanside.Once in San Diego County, they planned to stay at a property managed by Beachfront Only. The company operates several rental properties along the coastline.As the situation with the Coronavirus worsened, Janson canceled their March trip. They were able to get refunds on their flight and Airbnb in Palm Springs; however, she said when it came to their rental, Janson said the business did not budge. "I was just absolutely shocked. I was dumbfounded," Janson said.She first asked for a refund on March 10. She said all those traveling were older than 65-years-old. One of her friends also had a doctor's note, urging her not to travel because of her compromised immune status. Even with that information, Janson said Beachfront Only would not make any exceptions.She lost more than ,000. Others contacted Team 10 about similar experiences with Beachfront Only. One San Diego man said he lost more than ,500. Another woman said she had to cancel her wedding due to the pandemic. Beachfront Only was the only business not to issue a refund. She lost more than ,000.A week and a half after Janson first reached out to Beachfront Only, she said the company offered her a deal."We're going to offer you a 50 percent credit toward a future rental," Janson said. "This was probably our 10th email back and forth. The idea of renting with them…. I don't trust these people!"On April 6, Janson said the company decided to offer 100 percent full credit towards a future stay contingent upon removal of any negative reviews that may have been posted, and the bank dispute has been canceled." "It just pisses me off," Janson said.When you visit Beachfront Only's Yelp page, a "consumer alert" warning pops up saying Yelp "caught someone red-handed, trying to pay someone to write, change, prevent, or remove a review for this business." Team 10 spoke to three people who said Beachfront Only offered 100 percent credit on a future stay only if they removed a negative review.Legal analyst Dan Eaton said a business compensating someone to remove a negative review is not illegal, but could have long-term effects."Businesses should understand that what they do will have a reputational tail that lasts many months, maybe years beyond the pandemic. People are going to remember what businesses have done," Eaton said.Beachfront Only did not respond to Team 10's calls and multiple emails. "I'm not wishing anything bad on them. OMAHA, Nebraska — The family of Nikko Jenkins wants answers as to why he was able to swallow a set of keys over the weekend while in prison.Sophia Jenkins, Nikko’s older sister, tells KMTV television station in Nebraska that she went to visit him at the NDCS Prison in Lincoln on Sunday but was not allowed to because he had swallowed a set of at least seven handcuff keys. He reportedly was strapped to a bed when he obtained the object before ingesting them.The NE Dept. of Corrections says Jenkins, a Douglas Co. safe keeper, was involved in misconduct resulting in injury. He was by the NDCS medical staff and did not require outside medical care.This is one of a handful of bizarre instances where the convicted killer has mutilated or harmed himself while at the prison. In the last year, Jenkins has cut his face, tongue, and mutilated his genitals several times with razors and other items. A badge was obtained off of a guard’s uniform to cut his genitals. "It really did it was disturbing, it was heartbreaking, it was unbelievable. I couldn't even imagine like really he swallowed some keys let alone seven keys? I don't even know how that happened,” Sophia said. "He's mentally deteriorating, my brother, and I feel that the mental health professionals are lacking with showing no compassion for their patients."He is currently confined 23 hours a day and is under constant surveillance, though his competency is still in question. He was ordered to go to the Lincoln Regional Center, the state’s only mental hospital, in August 2014 but they refused to take him because of safety reasons. LRC doctors have also concluded on multiple occasions that Jenkins is faking mental illness, while his defense team’s doctors have said he suffers from schizoaffective/bipolar disorder.LB 424 was a special investigation initiated by the NE Judiciary Committee to look into the handling of Jenkins before he was released from prison in August 2013.  Shortly after he was let out, Jenkins murdered Jorge Ruiz, Juan Pena, Curtis Bradford, and Andrea Kruger.The Nebraska Department of Corrections & Director Scott Frakes declined multiple interview requests by KMTV this week.State Senator Ernie Chambers says Frakes should resign because nothing has been improved and he’s overwhelmed with the job."But an individual who has been found to have mental problems of various kinds continues to engage in self mutilation in several instances it's done with equipment or material which belongs to a staff member out there or a guard. It looks to me like this is a scheme which is designed to result in that kind of activity.  When it happens this many times it establishes a pattern and any competent director of a department would never let it happen but the fact that it continues to happen. "He's (Jenkins) in a very narrow, restricted, supposedly always under surveillance location and these things continue to happen,” Senator Chambers described.In a written statement the NDCS said, “NDCS reviews incidents such as this to determine if policies and procedures are appropriate or need to be changed. Our goal is to provide a safe environment for NDCS staff and inmates.  We are committed to providing the best possible care and program opportunities for all inmates.”Jenkins is still awaiting a death penalty hearing.  A date has not been set. 3448
