(AP) — Automated alerts from the fledgling West Coast earthquake early warning system are ready to be used broadly by businesses, utilities, schools and other entities but not for mass public notification, officials said Wednesday."We're making a large change from a production prototype in pilot mode to an open-for-business operational mode," Doug Given, earthquake early warning coordinator for the U.S. Geological Survey, told a press conference at the California Institute of Technology.The system being built for California, Oregon and Washington detects that an earthquake is occurring, quickly analyzes the data and sends out alerts that may give warnings of several seconds to a minute before strong shaking arrives at locations away from the epicenter.RELATED: The Great ShakeOut to shake up SoCal ThursdayThat can be enough time to automatically slow trains, stop industrial processes, start backup generators, pause a surgery or send students scrambling for protection under desks and table.Pilot programs involving select users have been underway for several years."The system is not yet finished, it's not complete, there is a lot of work to be done, however there is a lot of capability in the system as it exists today to the point it can definitely be used," Given said.The sensor network is about 50 percent complete and funding has been secured to complete it in California in the next two years and get two-thirds of the way built out in the Pacific Northwest, he said.Another key development occurred Sept. 28 when a new generation of ShakeAlert software was deployed.RELATED: State's next big earthquake could be in SoCalGiven said among its important improvements is reduction of false and missed alerts. False alerts typically have occurred when a large quake elsewhere in the world is detected by a sensor and is mistaken for a local temblor."The system performs now much better than it did in the past to the point where it is much more reliable," he said.Officials now want to open ShakeAlert to a wide array of applications and are encouraging potential users to contact the USGS.That doesn't yet include mass public notifications for several reasons, including the fact that current cellphone technology is too slow for timely delivery of notifications."Most folks expect to get the alerts on their phone and that is of course is the preferred way that we'd like to get it into everybody's hands," Given said. "Unfortunately the technology that is built into your phone to send you notifications was not designed with earthquake early warning in mind."Rep. Adam Schiff, D-Calif., who has championed funding of the system, said it will also be important to make sure people know what the alerts mean, what to do when they get them, what not to do and to understand there may be false alarms."The education component is going to be very, very important, but this is a wonderful milestone," he said. "We can now see the end, I hope, in two or three years where the system is fully built out and funded and in operation." 3081

PEORIA —UPDATE: 10News spoke with Martha Thy's landlord who said she was a loving aunt, sister and daughter. He said he's known the family for 10 years and they are hard workers. He said they were planning on moving to Arizona to be closer to her sister who recently bought a house there.Thy will be brought back to California to be laid to rest.The landlord said he had met Fernando Acosta before, saying he was her boyfriend, and he was a normal guy. He said Acosta had spent some time in jail, but that has not been confirmed by authorities.---------------------A 25-year-old Arizona man who was driving a San Diego-area woman's car is accused of fatally stabbing her after the vehicle veered off a freeway and crashed Friday morning.Fernando Acosta of Phoenix got out of the car and accosted a witness with a knife before repeatedly stabbing Martha Thy of Spring Valley, California, along the Loop 101 freeway in Peoria, according to an Arizona Department of Public Safety probable-cause statement released Saturday.Thy was stabbed while she was still inside the white Lexus sedan and then while on her knees on the ground outside it after she crawled out and closed a door behind her. Acosta initially was in the driver's seat when he began stabbing Thy, who was seated in the passenger seat, the statement said.He then got out of the driver's side of the vehicle, going around to the passenger's side and resuming stabbing Thy before returning to the driver's side when she attempted to get away, the statement said.Thy died at a hospital. The statement said she was stabbed or cut at least 20 times.Several bystanders got out of their vehicles and tried to stop Acosta from attacking the woman.Gustavo Mu?oz was one of those bystanders. When he saw the crash, he immediately pulled over and jumped out of his car to help.“I ran towards the vehicle, and when I got to the other side of the ditch the man comes out with a knife. Hands full of blood. [His] face, body was filled with blood,” said Mu?oz.Mu?oz says he yelled for other drivers who stopped to help.“The guys that were there, they got their gun so we could try to scare him,” Mu?oz said. "One man fired shots at the ground to see if he would drop the knife and stop stabbing the lady that was in the vehicle.”Mu?oz told ABC15 that eventually one man ran and tackled the suspect and knocked the knife from his hands. Perry Hopsin was just 22 years old when he got into a car accident that would eventually end his life."My brother, he has been to multiple healthcare facilities, fighting for his life for 10 months," said Parris Hopsin.Last month, Perry died and just as his family was starting to cope with the fact that they would never see him again, the same car he was killed in, popped up in front of Perry High School in Stark County, Ohio.The family says it was there to promote their prom promise campaign-which tries to deter teens from drinking and driving."Our family was under the impression that the car was still being held as evidence in this ongoing investigation," said Parris.The only problem is the Hopsins family never consented to it and their loved one was not drinking and driving."It was definitely not the way Perry would want to be represented and/or our family would want him to be represented and remembered," she said.The school has now removed the car and it's back in the towing company's lot."I really appreciate that they would remove it," said Parris. Phoenix police say a young mother reported missing after her baby was?abandoned has been found dead. Police say the body of Jasmine Dunbar, 21, was found by police aircraft late Wednesday afternoon in the area of 107th Avenue and Camelback Road. Officials are awaiting official identification of the body through scientific analysis, but the body has been tentatively identified as Dunbar.The body had significant burn evidence.Dunbar was last seen with her ex-boyfriend Antwaun Travon Ware, 20, on Tuesday night.Family members told Scripps station KNXV in Phoenix she left home with Ware and her 7-month-old baby around 7:30 p.m. The infant was found alone in her car seat along the road near 83rd and Minnezona avenues around 10 p.m.Police located Ware at his home on Wednesday morning and he agreed to come to police headquarters for an interview.Due to evidence collected, police developed probable cause to arrest Ware on one count of first-degree murder, kidnapping, abandonment of a body and child abuse. "A lot of people are getting rid of their beach homes right now after COVID because they can’t afford to keep their beach homes.
