SAN DIEGO (KGTV) - The city of San Diego is one step closer to creating a regional energy company that would serve as an alternative to San Diego Gas and Electric.The city's Environment Committee voted 3-1 Thursday to advance the framework for the energy company to the full City Council, which it will consider Tuesday, The proposal, called Community Choice Aggregation, would include the city of San Diego and other entities such as Chula Vista, Encinitas, Imperial Beach and La Mesa. It would be managed under what is called a Joint Powers Authority. San Diego Gas and Electric would still deliver the energy, but the JPA would decide where it comes from. The city has previously estimated that it could save customers 5 percent under their SDG&E bills. Customers would be automatically enrolled, and would pay SDG&E exit fees (they can opt out of enrollment). The entity could help the city reach its climate goal of 100 percent renewable energy by 2035. It needs to get its proposal to the state Public Utilities Commission by the end of the year in order to start service in 2021. 1103

SAN DIEGO (KGTV) — The new community plan for Kearny Mesa, given final approval by the City Council earlier this week, takes effect Friday. Several properties are being rezoned with 27,000 new housing units planned for those parcels.“My vision is that within five years, you’ll be able to live on Convoy, enjoy the restaurants and the shops that are on Convoy, and work in a job in Kearny Mesa, all in one community," City Councilmember Chris Cate, who represents the area, told ABC 10News ahead of the final vote.Cate says the city is trying to encourage a"live-work" village concept for many San Diego neighborhoods, especially those that are major job centers, such as Kearny Mesa. The idea is that by creating housing and recreational possibilities in the same communities where people work, they will have to commute less. That has numerous benefits across the city, including less traffic and car pollution.It is anticipated that many of the new projects will replace aging strip malls whose parking lots remain vacant much of the time. Cate hopes the areas around Convoy St., Clairemont Mesa Blvd., and Aero Dr. will become similar to the feel of Little Italy.Because parameters have already been set for how many homes will go onto each affected parcel, as well as other necessities such as pathways, street improvements, and parks, there will not be the same drawn-out approval process that has been seen with other recent attempts at development. Cate says that means developers who acquire the land will be able to move quickly, as long as their design stays within the parameters of the community plan. “They already have an understanding of what these projects will look like, what’s required of them, where different pathways or parks will go. All these things are already agreed to on the front end," Cate said.Cate says he anticipates that the first projects could break ground in 2021. 1910

SAN DIEGO (KGTV) - Sunday morning's rain caused crashes on roadways, damage to construction zones and danger in Sunset Cliffs.One of those crashes had Cristal Ramirez in the passenger seat. "I was supposed to drive for brunch but my friend picked us up and I was glad because I didn't want to drive in the rain," she said.She said as they took the connector from the 163 to the I-8 West they started sliding, "I think we were driving a little too fast because of the rain." Ramirez said they grazed the guardrail. The tires were out of alignment, making it necessary to call for a tow truck."We were like what the heck this is wild!" She said.The group didn't let the accident ruin their afternoon, they continued on in Ramirez's car to Sunset Cliffs.The danger still lurking behind yellow caution tape, draped along the edge of one part of the cliff. From where she and her two friends stood, you could see the cliff carved away underneath the seemingly solid edge."I didn't think about it, I was like 'Oh we're close to the edge.' and we started playing around and I was like, 'Oh we probably shouldn't be playing this close to the edge," Ramirez said when she realized the danger.South of Sunset Cliffs, another problem at the Silver Strand State Beach exit off SR 75. The rain caused metal plates covering trenches in a construction area to bend inward.Crews rushed out to reinforce the plates to make them safe, adding wood supports. An engineer told 10News the construction should be finished by next week, if the weather doesn't delay the work. 1559

  

SAN DIEGO (KGTV) - The Grinch is back yet again to steal Christmas from San Diego.The Old Globe Theatre's production of "Dr. Suess's How the Grinch Stole Christmas!" returns to San Diego for its run from Nov. 4 to Dec. 24. Back for its 20th year, the holiday classic brings Whoville to the Donald and Darlene Shiley Stage in Balboa Park. The Grinch, played by Edward Watts, will embark on a quest to stop Christmas from gracing the town of Whoville, featuring the songs "This Time of Year," "Santa for a Day," and "Fah Who Doraze."RELATED: Holiday family fun around San Diego this seasonBut the action isn't just on the stage.On Sunday, Nov. 12, the show will kick off with the 12th annual tree lighting outside the Globe with a special performance by the cast for free. On Dec. 2, the show plays on the background of Balboa Nights, giving families the chance for a full day of holiday fun.Preview performances will run from Nov. 4 to Nov. 8, with opening night occurring Nov. 9. Tickets begin at for adults and for children 17-years-old and under. Children under three will be admitted to 11 a.m. shows only. SAN DIEGO (KGTV) — The 10-day Sturgis motorcycle rally held in August led to more than 266,000 new coronavirus cases, according to a new study from San Diego State University.The study, released this week, says upwards of 460,000 people converged on Sturgis, a South Dakota city of 7,000, causing a bump in Coronavirus infections across the US. "Large crowds, coupled with minimal mask-wearing and social distancing by attendees, raised concerns that this event could serve as a COVID-19 'super spreader,'" said the study, which did conclude that the rally was a super spreader event.Researchers from San Diego State's Center for Health Economics and Policy Study used anonymized cell phone data to track where attendees came from, then traced it back to their counties. They found that the counties that had the highest numbers of Sturgis attendees saw a 7% to 12% increase in coronavirus cases. The study also said that CDC data shows that cases in Meade County, South Dakota, where the rally is held, increased 6 to 7 cases per 1,000 population a month after the event started. Descriptive evidence suggests these effects may be muted in states with stricter mitigation policies (i.e., restrictions on bar/restaurant openings, mask-wearing mandates)," the study says.In all, the study says that led to more than 266,000 new COVID-19 cases nationwide.The study says these cases accounted for an additional .2 billion in health costs, enough to pay each attendee ,000 not to have attended the rally. South Dakota Governor Kristi Noem called the study fiction, noting it was not peer-reviewed and based on "incredibly faulty assumptions." Her statement did not elaborate on what those assumptions were and what she considered faulty."This report isn’t science; it’s fiction. Under the guise of academic research, this report is nothing short of an attack on those who exercised their personal freedom to attend Sturgis,” Noem's statement read in part. “Predictably, some in the media breathlessly report on this non-peer reviewed model, built on incredibly faulty assumptions that do not reflect the actual facts and data." 2137
