SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county.The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. Those unable or unwilling to wear a mask will be assisted outside to vote.The Registrar also reminds voters that campaigning or electioneering, which includes the visible display or audibly advocating for a candidate or measure, within 100 feet of a polling place or mail ballot drop-off location is prohibited. 1294

SAN DIEGO (KGTV) - More than 3,000 street lights in San Diego is expected to get ‘eyes and ears’ by the end of the month.Last year, the city announced that they would be retrofitting 3,200 street lights with smart technology.RELATED: Smart street lights coming to San Diego Nearly 3,000 of the “sensor packages” have been installed on existing street lights according to David Graham, Deputy Chief Operating Officer for Smart & Sustainable Communities.  However, they have not yet been activated.The technology on the street lights has a sort of camera and microphone.While it may seem a little “Big Brother-ish” to some, Graham assures the public they won’t be used for spying. The cameras and sensors would only collect data on parking, traffic congestion, and pedestrian safety. SAN DIEGO (KGTV) – Monday, community leaders demanded reforms following the release of body camera video showing San Diego police officers shooting a robbery suspect over the weekend.Monday, SDPD said he was in the ICU with life-threatening injuries.“I'm asking for SDPD to put an aggressive plan together to ensure that [with] any officer-involved shooting that within 48 hours to 72 hours a video from the body worn camera footage is released,” said Rev. Shane Harris with the People’s Alliance for Justice.Body camera video released on Sunday by SDPD shows the moment leading up to Saturday's shooting. Police said they were patrolling Downtown when they saw Leonardo Hurtado Ibarra in a red jumpsuit and recognized he was wanted for a robbery.From a street camera, Ibarra is seen reaching in his waistband and raising his arms toward officers. Under Ibarra, body camera footage shows what police said was a gun wrapped in a bandana.“They went in guns blazing and this is not the training that they have,” said community activist Tasha Williamson on Monday. She added that the police should have called for back-up before the confrontation.“People are saying he pointed the gun at the officer and we're simply saying how is that because the officer on video show him running sideways behind the suspect to a cover which was the vehicle,” she said.“They used verbal commands. They followed what their training is and they did an exceptional job,” said former SWAT commander and lethal force instructor Ray Shay when he spoke to ABC10 News on Sunday.“It's unfortunate the gentleman was shot but you'll see that the police officer- after shooting the suspect and getting him handcuffed- immediately calls for an ambulance and here are these two young officers doing CPR to try to save the life of the man who just tried to kill them,” he added.Activists are now urging SDPD to release videos of future shootings as quickly as they did they this time and to release videos before still images.“We want a whole perspective of a situation. Not a half-perspective,” added Harris.Harris also wants the DA’s Office to form a special unit to investigative police misconduct and officer shootings. SAN DIEGO (KGTV) - Puerto Ricans are living in fear after hundreds of earthquakes rocked the region, according to a San Diegan with family there.Tommy Rosas last lived on the island when he was 14. Though he moved to the mainland, Puerto Rico never left him."It hurts," he said sadly, "every minute of the day, I walk, breathe, sweat, cry Puerto Rico."He's been hurting more for his home since 2017, when Hurricane Maria hit. "My family moved, with the exception of a couple cousins who live in Cabo Rojo." He said it was too much to start over an most of his family moved to the states."The electrical grid is ancient, and it has to be repaired. They started the repairs little by little, then the earthquakes hit," saying in frustration, "whats next? What did Puerto Ricans do to deserve this?"The shaking started December 28th, the biggest quake struck January 7th, registering a magnitude 6.4."There's thousands of people living on the streets, because of their homes being destroyed or they're afraid of their home collapsing on top of them." Rosas said friends described the desperate living conditions through social media.Rosas gave a friend a flash light as a gift before he went to Puerto Rico a few months back. He said it was a joke, but now that friend now using it regularly, "he's in Isla Verde, so they lost power there, and it's periodically, it comes and goes. The food supply, water," he said was dwindling.He said a group caravaned from the north side of the island bringing supplies like diapers, formula and juice to those affected by the earthquakes.The positivity keeps Rosas going, "we don't give up, we won't lay down and say okay."He raised ,000 for supplies for the island and is planning another fundraiser. SAN DIEGO (KGTV) — More than half of the San Diego-based breweries that participated in a fundraiser to help Camp Fire victims say they've completed their donation on time, according to research by the 10News team.In December, Sierra Nevada brewing asked breweries across the nation to brew "Resilience IPA" as a way to make money for the Butte Strong Fund.Sierra Nevada offered to provide the recipe and work with suppliers to get the ingredients donated. All the local brewers had to do was brew and sell the beer, and donate 100% of the proceeds to the fund.According to Sierra Nevada's Resilience IPA website, more than 1,400 breweries across the country signed up. That includes 43 in San Diego County.Sierra Nevada asked the brewers to finish selling Resilience IPA by April 30 and complete their donation by May 14.In an email sent to brewers on May 21, Sierra Nevada said that nearly half of the breweries still hadn't completed their donation.10News reached out to all 43 breweries in San Diego that took part in the effort to see if they're living up to their end of the fundraiser. We also asked how much money they were able to donate.Of the 43 San Diego breweries we called or emailed, 29 told us they had finished their donation and sent in a check. Those breweries sent more than 7,000 combined. Three breweries told us they haven't been able to finalize their donation. Eleven breweries have yet to respond to our questions.For Societe Brewery CEO Doug Constantiner, helping Camp Fire victims was personal."One of my really good friends lost his house in the fire," Constantiner says. "When we saw the email come through, there was no question about it. We knew we were on board and signed up right away."Societe brewed 20 barrels and raised ,000."I think people really got the message what the Resilience IPA was brewed for and were willing to put their dollars behind it, knowing it was going to a good cause," says Constantiner.San Diego-based AleSmith Brewing made a smaller, two-keg batch, but still raised ,400. "I can honestly never think of another time that another brewery's tap handle was on here at AleSmith," says Quality Supervisor Peter Cronin.He hopes that the breweries that haven't been able to finalize their donation will send the money soon."I'm hoping they didn't just use a big brewery's name, a quality brewery's name to market it a little bit," says Cronin. " And I hope they would donate the money from that beer.
