BEIJING, March 6 (Xinhua) -- Foreign scholars and journalists were generally positive in reviewing the government's strategies and outlined the challenges ahead as Chinese Premier Wen Jiabao's government work report delivered Friday caught wide attention across the world.Hong Pingfan, chief of the global economic monitoring center of the UN Department of Economic and Social Affairs, said the year 2009 saw the world mired in the first global economic recession since World War II.It was against this background that China launched a massive fiscal stimulus package as part of its strenuous efforts to tackle the crisis, successfully achieving 8 percent growth for the year, he said."China has not only realized its own economic growth, but also boosted the confidence of other countries to deal with the financial crisis, giving an impetus to the world economic recovery," he added.Marcio Pochmann, director of Brazil's Institute of Applied Economic Research, said China's achievements were closely related to the government's role."Countries that were more able to cope with the crisis and emerge from it were those with an organized government and with public policies adequate to the moment of crisis," he said. The Chinese government responded quickly, adopting favorable macro-economic policies and asking major state-owned banks to inject capital into the domestic market, he said.Japanese research fellow Takashi Sekiyama, from the Tokyo Foundation Policy Research Division, said China's home appliance subsidy programs in rural areas and tax cuts on small cars encouraged consumption.China's stimulus policies contributed to the swift expansion of investment, he said, adding the Chinese economy's vigorous growth had greatly helped the world economy.Belgian-Chinese Chamber of Commerce Chairman Bernard Dewit said it was far-sighted for the Chinese government to announce the acceleration of the transformation of the economic growth pattern. In the long run, China couldn't develop its economy continuously only by exporting low-end products such as T-shirts, he said, adding China had to produce more high-end products with high added value.BBC Chinese Director Li Wen said the Chinese government had to change local officials' views on how to evaluate their achievements in their posts in order to transform the economic growth pattern. The current situation where officials' achievements were mainly linked to GDP and fiscal revenue should be changed so that local officials would not only pursue rapid economic increase, he said.

BEIJING, Feb. 23 (Xinhua) -- A severe drought over the past months has left 7.5 million people and more than 4 million head of livestock without adequate drinking water in two southwestern Chinese provinces, local authorities said Tuesday. In addition, the long dry spell has threatened reservoirs and affected millions of hectares of crop land and forests in Yunnan and Guizhou Provinces, according to the local drought relief authorities.Yunnan has been experiencing the worst drought in six decades since last autumn due to lack of rainfall and high temperatures.  People of Dawen Village of Donglan Township load barrels of water by horses in Donglan County, southwest China's Guangxi Zhuang Autonomous Region, Feb. 23, 2010. A severe drought since August in 2009 has been continuing here at presentAlmost 6 million people and 3.6 million head of livestock are facing drinking water shortages in Yunnan."The drought would bring grave losses to industrial and agricultural production, and increase risks of forest fires," Qin Guangrong, governor of Yunnan, told a drought relief meeting Tuesday. If the drought continues, the number of people hit by drinking water shortages in Yunnan would rise to 7.92 million in March, 9.51 million in April and 10.14 million in May, he said.In addition, more crop land would be affected and grain production would be greatly reduced, he said.Authorities in the two provinces have allocated special funds, and dispatched relief personnel and water trucks to the drought-stricken areas.   Huang Naibi gets water at a water supplying site in Donglan County, southwest China's Guangxi Zhuang Autonomous Region, Feb. 23, 2010. CHENGDU, Jan. 18 (Xinhua) -- Still recovering from the pain left by a catastrophic earthquake in 2008, people in southwest China's Sichuan Province now act swiftly to support quake-hit Haiti through donation and a candlelight vigil.About 160,000 yuan (23,400 U.S. dollars) have been donated throughout the province since Sichuan's charity groups called for emergent aid to Haiti that was ravaged by a powerful quake a week ago.  Students of the Xiang'e Primary School pray as they hold candles for Haiti children who are suffering from earthquake in Dujiangyan, southwest China's Sichuan Province, which was hit by strong earthquake last May, on Jan. 18, 2010. "I have been hoping to do something for the Haiti people as soon as I learned that the country was hit by a quake," said a 76-year-old lady in Chengdu, capital of Sichuan. The lady, surnamed Liu, donated 1,000 yuan (147 U.S. dollars), her monthly retirement pension, at the Chengdu Charity Federation on Monday."I hope all citizens in the city can do their bit to help the Haiti people," she added.More than 50,000 people were believed to have died in the 7.3-magnitude quake that struck the island country on Jan. 12. Haitian officials said it was the strongest earthquake to hit the country in more than 200 years.Eight Chinese peacekeeping police officers also died in the quake."We received the first sum of money donated for Haiti on Jan. 14, and since then, more and more citizens have come here for donations," said Zeng Zhiqian, of the Chengdu Charity Federation."Starting today, we prolong our working time by two hours. We will also work on weekends to receive donations," he said.In Dujiangyan City, about 200 students and teachers at the Xiang'e Primary School held a candlelight vigil Monday evening, praying for the children in Haiti.Sichuan is now recovering from the 8.0-magnitude quake on May 12, 2008, which left about 87,000 people dead or missing."The Haiti quake reminds me of the Wenchuan (in Sichuan) quake. We Sichuan people are beneficiaries of domestic and international assistance. Now it's time for us to give a hand to Haiti people," said Tan Yunjun, a staff of the Dongfang Turbine Co. Ltd. in Sichuan's Deyang City. The company suffered severe losses in the Wenchuan quake, with building collapses and huge casualties. The company held a donation ceremony on Monday, collecting more than 80,000 yuan from the staff in less than one hour. Zhang Zhiying, general manager of the company, said the company would contribute another 50,000 yuan."The Chinese nation has a fine tradition of being indebted to others, and every staff in our company is willing to show their love for Haiti people," said staff Chen Xin.

ST. PETERSBURG, Russia, March 22 (Xinhua) -- Visiting Chinese Vice President Xi Jinping said here on Monday that Russia is a vital market for the "going global" strategy of Chinese enterprises, and expressed hope that mutually-beneficial economic cooperation could help consolidate bilateral ties and strategic partnership."Chinese enterprises should step up efforts to go global ... and Russia is a vital market for the implementation of our 'going global' strategy," said Xi while inspecting a Sino-Russian joint project, the Baltic Pearl, in Russia's northern metropolis St. Petersburg. With a total investment of over 1.3 billion U.S. dollars, the large commercial, real estate and tourism project involved several leading enterprises from east China's Shanghai Municipality, the St. Petersburg municipal government and the Export-Import Bank of China. It was launched in 2006. Chinese Vice President Xi Jinping (C) visits the Baltic Pearl project, invested by enterprises from Shanghai of China in St. Petersburg, Russia, March 22, 2010. The Baltic Pearl is one of the "exemplary projects" for Chinese investment in Russia, and has received strong support from local and central governments in both countries, Xi noted."I hope you show dedication and innovation in the implementation of the Baltic Pearl project, so as to blaze a new trail for more Chinese enterprises to come and invest in Russia," Xi told representatives of Chinese businesses involved in the project on the site. The vice president said that it is the Chinese government's unswerving policy to encourage more domestic enterprises to go overseas for investment and cooperation, by means of production capacity transfer, mergers and acquisitions, joint resources development, and project contracting.Chinese enterprises should contribute to China's economic restructuring and transformation of growth patterns through the " going global" strategy, which means a better use of both domestic and overseas markets and resources, he said.On the current China-Russia relations, Xi said they are mature, stable and sound, with political mutual trust between the two sides reaching an unprecedented high level."In safeguarding the Sino-Russian relations, a key issue is to adhere to mutually-beneficial and win-win cooperation and consolidate the economic foundation of such relations," he stressed, adding that it's of particular importance to balance " take" and "give," and give full consideration to the interests of the Russian side in any cooperative projects. He urged Chinese developers of the Baltic Pearl project to further strengthen communication and consultation with St. Petersburg authorities, and establish a sound public image for themselves and the Chinese nation as a whole. He expressed the belief that the Baltic Pearl, as wished by Chinese President Hu Jintao during an earlier inspection tour of the project, would end up as "a first-grade project, a strategic platform and a prototype of cooperation."Xi, who arrived in Russia on Saturday, is on a four-nation European tour which will also take him to Belarus, Finland and Sweden.   Chinese Vice President Xi Jinping (C) visits the Baltic Pearl project, invested by enterprises from Shanghai of China in St. Petersburg, Russia, March 22, 2010.

BEIJING, March 18 (Xinhua) -- U.S. Ambassador to China Jon Huntsman Thursday said the U.S.- China relationship is mature and stable enough to weather differences between the two countries.Huntsman made the remarks in his speech, "2010: The Year of Decision," at the prestigious Tsinghua University in Beijing. The ambassador thought 2010 would be "the most important year in the history of the Sino-U.S. relations," as the two sides had to take action and make real progress on pressing global challenges like economic recovery and climate change. The China-U.S relationship had a good start after President Obama took office last year. However, U.S arms sales to Taiwan and U.S leaders' meetings with the ** Lama posed problems."I've seen enough ups and downs to know that the recent turbulence we've experienced is part of a natural cycle. Our relationship is mature and stable enough to weather our differences," said Huntsman in his half-hour speech.Huntsman said he was confident the two countries would work through their differences through dialogue, and they would be able to get on with the global challenges."Together we can lay the foundation for another 30 years of economic growth and stability in our countries, and in the world," he said."I am convinced that blue skies are already on the horizon," he said.He expected the bilateral relationship would regain the "high cruising altitude" of last year by the opening of the Shanghai World Expo in May.He was also confident the two sides would make real progress on the global challenges when they met for the second round of the U.S.-China Strategic and Economic Dialogue (SED) and when Chinese President Hu Jintao visited the United States this year.
