(KGTV) -- Local cannabis shops are sounding the alarm, saying higher state tax rates set to take effect next year will drive more customers to the black market.Starting January 1, the state will change the way it calculates the excise tax on all marijuana products, effectively raising the rate by 12.5 percent. The state will also adjust a fee charged to growers by the rate of inflation, raising it to .65 per ounce of flower from .25 per ounce.Marijuana is also subject to sales tax and local taxes, which at the Reserve dispensary in La Mesa is an extra 8.5 percent and 4 percent respectively.RELATED: Exclusive: Police raid illegal Chula Vista pot shop, as prosecution efforts ramp up“What we have here is a clean, safe product, but those extra taxes push people away because they don’t want to spend the extra money,” said Reserve budtender Owen Horsman. “And when that happens, they go and find their product at an unlicensed or illegal spot.”Industry analysts estimate the illegal market still overshadows California’s legal industry, capturing dollars for every spent at a licensed shop.Reserve owner Gregg Holda said the higher taxes will only widen the price gap between the two markets, and further incentivize customers to buy unlicensed cannabis products, which may be counterfeit or untested.“Unfortunately you could be consuming pesticides, molds, stuff that’s really bad,” he said.RELATED: 6 arrested at Chula Vista pot dispensaryIn a statement, the California Department of Tax and Fee Administration said the changes were required by the language of Proposition 64. The agency said it analyzed thousands of transactions and determined the state excise tax wasn’t capturing 15 percent of gross receipts of all cannabis sales, as the law requires. The CDTFA is required to analyze cannabis transactions and set the tax rate every six months. The agency said the changes are designed to capture the appropriate amount of tax revenue that voters approved.The explanation has not reassured marijuana industry leaders.“We believe that the CDTFA’s decision to increase tax burdens on compliant operators is counter to developing a safe industry,” said the California Cannabis Industry in a statement. 2246

Leaders of a program for at risk youth in Southern California are worried as the teens who need the most help may not be getting the opportunities they need because of the pandemic.Student Leslie Damien has very specific aspirations.“I want to be a doctor, actually -- I hope to be getting into autopsies,” Damien said.But that wasn't the case two years ago when she was living an entirely different lifestyle.“I was on probation for skipping school, for being absent all the time, for smoking and doing drugs. I was doing really bad during this time,” Damien said.Damien said it was her probation officer who made her realize that her life was spiraling downward. The two sat down and had a heart-to-heart conversation.“’Leslie, you are messing up your life,” Damien said, recalling her conversation. “’You have so much to look forward to, you can either go to Sunburst or mess up your life and you’re not going to get anywhere.”She signed up and checked herself in for change.“What made me want to make the change was seeing my grandmother cry,” Damien said. “I saw her cry she said she was disappointed and thought I was going to be something in the world and she though my life was going to go completely bad.”“We take students who are struggling for whatever reason, drugs, alcohol family issues, bad relationships and we bring them into a safe environment built around the military model of structure and discipline and we get them away from all those distractions,” said Sgt. Ryan Salvoni, the admissions coordinator for Sunburst Youth Academy in Los Alamitos, California. It's a quas-imilitary, residential youth program run by the National Guard and Orange County Department of Education.“Sunburst is not a placement facility, it’s not a bootcamp for bad kids, parents can’t force their students to attend,” Salvoni said. It’s a scholarship that you have to apply for and earn. You have to have an actual desire for change and make a commitment to the process in order for our program to have significant change in their life.”The program is free, and available to any teen in six Southern California counties. There are 40 similar programs like this one across the country. It’s 22 weeks long, and Salvoni says, there are typically more applicants than scholarships. There's no turning back. No quitting.“We make it harder for a student to quit and go home than it is to get back in and continue through that moment of weakness,” Salvoni said. “We’re trying to develop that sense of resiliency when they’re with us so they can push through moments of wanting to quit or give up.”Salvoni is worried about the kids he's not able to reach. Like every other aspect of our society, the pandemic has changed the way he does outreach.“Any empty scholarship that goes unfulfilled is a lost opportunity for a student to change their life,” Salvoni said.And that, Damien said, is something she's proof of.“I would be probably on the streets, smoking weed, not graduating high school, doing the same things I was doing before, not in a good place, nowhere near where I am now,” Damien said.After graduating, she became valedictorian, graduating with a 4.5 GPA, and is well on her way to become a doctor.“It's an extraordinary opportunity for those students who don’t have a future or who think that there’s nothing that’s going to go on with their life it’s a huge opportunity to start your future to give you a second opportunity to be something great or be something in the world,” Damien said.All that is required for applicants is an ID and be free of serious legal troubles. 3586

LA MESA (CNS) - The La Mesa Police Department will resume parking regulation enforcement citywide starting the second week of November, officials announced Wednesday.La Mesa suspended the issuing of parking tickets on March 17 due to the ongoing coronavirus pandemic.Starting Monday, Nov. 9, La Mesa police will issue written citations for vehicles parked in violation of posted street sweeping routes, metered parking restrictions, curb time limits, commercial zones and 72-hour parking limits.The city of San Diego temporarily suspended parking enforcement on March 16, limiting enforcement to holiday or Sunday regulations only. LA MESA, Calif. (KGTV) — La Mesa's police chief said the incident where a woman was shot in the head with a bean bag round during last weekend's protest is under investigation.LMPD Chief Walt Vasquez said during a press conference that the officer involved has been identified and that the incident was being investigated.Mayor Mark Arapostathis said another press conference would be held to follow up on the investigation. "The incident is under review and will be addressed at a future press conference. We can say that it was absolutely critical that there be accountability for this injury and there will be," Arapostathis told reporters.RELATED: VIDEO: La Mesa Police release body cam video of viral arrestWhen asked whether the officer who fired the bean bag round that struck 59-year-old Leslie Furcron in the head was on leave, Vasquez only said the officer was not on duty Wednesday night.Furcron has been hospitalized since she was struck in the head with a bean bag round on Saturday during the demonstration at La Mesa Police Department headquarters. She and hundreds of other people were protesting police violence and the death of George Floyd.Furcron's son, Ahmed, said after the press conference that the department's response was not enough. "We want to know what's going on. My mom is 59-years-old. She didn't break any laws. She wasn't being violent or nothing. We want answers. She was shot between the eyes.
