SAN DIEGO (KGTV) -- SeaWorld San Diego is making Halloween “Spooktacular” this year.Starting Oct. 2, park guests can don their favorite costumes and take part in physically distanced activities such as Cookie Decorating with Cookie Monster and Elmo, Pumpkin Scavenger Hunt, and the all-new Sesame Street Halloween Dance Party.And what would a Halloween celebration be without candy? Candy will be available for all guests and be delivered through special candy chute for safe trick-or-treating.The park’s Spooktacular event will be held Fridays, Saturdays, and Sundays through Nov. 1. SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

SAN DIEGO (KGTV) - San Diego’s unemployment rate fell to 2.9 percent in April, the lowest rate yet in this century.1,577,000 people were part of the San Diego labor force last month, according to the California Employment Development Department.Only 46,200 people did not have jobs.California’s unemployment rate was at 4.2 percent in April, the lowest level since 1976.San Francisco and Marin Counties had the lowest unemployment rate of 2.1 percent.The highest unemployment rates were in Colusa County, at 15 percent, and Imperial County, at 14.4 percent. 565

SAN DIEGO (KGTV) -- San Diego’s violent crime rate fell in 2018 while the city’s overall crime rate rose. According to an early report from the Brennan Center for Justice, San Diego’s violent crime rate fell by 0.7 percent. Overall, however, crime is up. San Diego’s crime rate rose by 3.4 percent from 2017 to 2018. RELATED: City turns to community leaders to reduce crimeThe report looked at the Nation’s 30 largest cities. While San Diego’s overall crime rate was up, most other large cities saw a major reduction in crime. New York City saw a nearly 2 percent decrease in crime while Los Angeles saw a 3.3 percent reduction. Meanwhile, Chicago, a city known for its crime, saw a 9.5 percent increase in crime. In contrast, San Francisco saw a 9 percent decrease in crime.
