FUZHOU, Oct. 23 (Xinhua) -- Hundreds of thousands of residents have been evacuated as Megi, the 13th typhoon to hit China this year, made landfall in Zhangzhou City in the southeastern Chinese province of Fujian at 12:55 p.m. Saturday, authorities said.As of 2 p.m., 272,300 people have been evacuated, according to officials at the provincial department of civil affairs.Also, there was no immediate report of casualties in Fujian. But disasters caused by typhoon Megi have claimed 11 lives in Taiwan, across the Taiwan Strait.The typhoon has weakened into a strong tropical storm after landing at Liu'ao Town of Zhangpu County, southern Fujian, packing winds of up to 140 km/h.The storm is expected to move northward at 10 km per hour and further weaken to become a tropical depression, according to the National Meteorological Center.The cloud cluster brought by the storm, however, will be hovering over the southern coast of Fujian for some time and is expected to dump more rain in the areas, according to the Fujian provincial meteorological bureau.Zhangpu received 243 mm of rainfall, and neighboring Yunxiao County recorded 332 mm between 8 a.m. Friday and 5:30 p.m. Saturday.The precipitation in cities of Zhangzhou, Xiamen and Quanzhou will reach 100 mm in the next 12 hours, the provincial meteorological bureau said.The storm will also be responsible for heavy rains in Fujian's neighboring provinces of Guangdong and Zhejiang.Influenced by the typhoon, 79 flights at the airport of Xiamen City, also in Fujian, had been canceled as of 8:30 a.m. Saturday, and the Dadeng Bridge, which connects Xiamen City and Dadeng Island, has been closed since 7 a.m.The Ministry of Civil Affairs said late Saturday that it has launched an emergency response by sending working groups to coordinate disaster relief efforts.Also, Sun Chunlan, Communist Party chief in Fujian, has ordered local officials to be on high alert against possible heavy rains and geological disasters.

BEIJING, Sept. 28 (Xinhua) -- Chinese Vice Foreign Minister Fu Ying said Tuesday Premier Wen Jiabao's Europe trip aims to promote the two sides' comprehensive strategic relationship.Fu made the remarks at a press briefing at which she and Vice Foreign Minister Zhai Jun briefed the press about Wen's upcoming visit to Europe.Wen will pay an official visit to Greece, Belgium, Italy and Turkey from Oct. 2 to 9 at the invitations of Greek Prime Minister George Papandreou, Belgian Prime Minister Yves Leterme, Italian Prime Minister Silvio Berlusconi and Turkish Prime Minister Recep Tayyip Erdogan.Wen will attend the eighth Asia-Europe Meeting (ASEM) and the 13th China-European Union (EU) summit from Oct. 4 to 6 as guest of European Council President Herman Van Rompuy, Belgian Prime Minister Yves Leterme and European Commission President Jose Manuel Barroso.The Greece visit is the first by a Chinese premier in 24 years. BEIJING, Sept. 28 (Xinhua) -- Chinese farmers have begun to reap crops as autumn drew to a close, and the nation is expecting a good harvest this year, China's Ministry of Agriculture (MOA) said here Tuesday in a statement on its website.The forecast is based upon higher average yields and an estimate that China's planting area for autumn crops rose by 10 million Mu (about 667,000 hectares) from one year ago, said the ministry.According to figures from the MOA, a total of 386 million mu of crops had been harvested by Sept. 27, accounting for 33.3 percent of the total.In a break down of the harvest, 130 million mu of rice, or nearly 50 percent of the total rice planted, had been reaped, while 140 million mu of corn and 60.7 million mu of soybean were harvested, accounting for 28.5 percent and 46.5 percent of the total, respectively, said the MOA.The ministry also arranged for 29 million sets of farm equipment to help with the autumn harvest, it said.China's grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of growth in grain yield.In the wake of a severe drought in China's southwestern regions earlier in the year, summer grain output this year stood at 123.1 million tons, down 0.3 percent from one year ago.

TAIYUAN, Sept. 16 (Xinhua) -- China will flex its muscles to boost the low-carbon economy and green industry, in a bid to help upgrade the development mode of exports, said a senior government official Thursday.Gao Hucheng, Vice Minister of Commerce, said at an energy forum in Taiyuan, capital of Shanxi Province, that China has risen to become one of the world's largest exporters, though it is not a strong exporter yet, remaining at the low end of the global value chain.China's exports leaped in recent decades, mainly dependent upon low labor costs and sales of energy and resources.Further, China needs to put more efforts into producing high-end products and improving their quality through low-carbon and green technologies to expand the share of green products in exports, he said.The global financial crisis hurt the world economy and promoted nations to look to green industry for new growth, he said, and adding strategic new industries could be "a new growth point" for China's foreign trade.China would encourage major products, technologies and services in new energy and energy-saving sectors to tap the global market and support enterprises to invest abroad, Gao said, without giving details.Further, he said there was "no land boundary" in terms of low-carbon and green technology and expected international cooperation in this field.China was opposed to protectionist measures in any form, he added.

BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.
