SAN DIEGO (KGTV) - Tuesday morning a human chain formed outside of Rady Children’s Hospital to mark the start of Child Abuse Prevention Month.Hand in hand, dressed in blue, child health and welfare experts, law enforcement agencies, community members and leaders banded together to show support.“This is a circle of support for children,” said Dr. Suzanne Starling, medical director of the Chadwick Center. “We are holding hands to show we are encircling children with all the hope and all the services we can provide for them.”The human chain formed around the Hospital’s iconic Inspiration Fountain.“Child abuse is a very large problem, thousands and thousands of children in the United States are abused every day,” said Starling. She said abused children not only suffer physically, but mentally and emotionally as well.Starling said she hopes San Diegans can stand up for children and keep child abuse prevention in mind, even after April. If you suspect a child is being abused, you can report it by calling this 24-hour hotline 1-800-344–6000 or click here for more resources. 1089

SAN DIEGO (KGTV) — With President-elect Joe Biden and Vice President-elect Kamala Harris projected to take the White House, Harris will have to resign her seat in the U.S. Senate. The power to fill that seat would fall to Governor Gavin Newsom, and the political jockeying for his pick is well underway.“This is one of the best jobs in American politics, one of the most prominent jobs in American politics and every California political leader wants it,” said UC San Diego political science chair Thad Kousser.Kousser expects Newsom will want to make history with the diversity of his pick, should he have the opportunity.Others are thinking along the same lines. Groups like Equality California have sent the governor a list of their preferred LGBTQ candidates, which would be a first for California.Assemblywoman Lorena Gonzalez tweeted out her own list Friday of Latino candidates, another potential first for the state.“We are the largest demographic in this state, and growing,” she wrote. “It’s time we have a Latino/a US Senator.”Political analyst Laura Fink says the governor is going to have to balance a lot of competing interests.“First and foremost, what's going to be best for California? And then of course, what's going to be best for Governor Newsom moving forward as he looks toward his political ambitions,” Fink said, referring to the possibility that Newsom could run for president. There have been dozens of names floated as potential picks, including California Secretary of State Alex Padilla and state Attorney General Xavier Becerra. Both are sons of Mexican immigrants who would be the first Latino senators in California history. But don’t pencil either in just yet, according to Fink.“Kamala Harris is leaving one of only 26 women in the Senate. That's one out of four. Last time I checked, [women] are north of 50 percent of the population. So that is something that will need to come into consideration,” she said.Rep. Karen Bass is another top contender. She’s the head of the Congressional Black Caucus. There’s also State Senator Toni Atkins of San Diego, who could also make history as California’s first openly gay senator.“She's been the first a lot of times,” Fink said. “First lesbian Speaker of the State Assembly. First Madam President Pro Tem of the State Senate. This would be another first for her should she ascend to that seat.”Atkins declined to say if she was interested in the job or being vetted.“Right now, my focus is on the work before us, and the path ahead of us," she said in a statement to ABC 10News.Atikins said she was “focused on the outcome of the election and our state Senate races, looking forward to a Biden/Harris administration, and continuing our work here in California.”The power to fill a vacant U.S. Senate seat comes from the 17th Amendment to the U.S. Constitution. States have their own laws that shape the process.Five states require Senate vacancies to be filled by a special election. Nine states allow the governor to appoint a replacement, but require a special election shortly after. The remaining 36 states, including California, allow governors to appoint a replacement to serve out the remainder of the term.Newsom’s pick would serve out the remaining two years on Harris’s term, then go up for reelection in 2022 as an incumbent. Incumbency carries significant advantages in name recognition, fundraising and image, said Kousser.“You are getting that news coverage. Somebody is probably playing you on Saturday Night Live for two years, and that elevates you above all the other contenders,” he said. With California a reliably blue state, experts say Newsom’s pick could hold the job for decades. 3685

SAN DIEGO (KGTV) — With California's theme parks and other family activities closed or restricted because of the pandemic, pumpkin patches have become an even more popular source of seasonal joy.The patches are able to operate under certain restrictions, though some operating rides may be at odds with public health orders.Cell phone video taken this week at The Pumpkin Station on Camino del Rio South in Mission Valley shows lots of visitors, some wearing masks and others not, and some small rides operating. The owner of the patch told ABC 10News they have a capacity limit of 250 people and require employees to undergo temperature checks and wear face masks. The owner said the location can't make customers wear face masks if they don't want to. As for the rides, the owner said calls to the San Diego County Health Department about whether rides are allowed were not returned. The owner said the rides are sanitized between each use as well. The county referred ABC 10News to California's guidelines for amusement and theme parks, which says all operations must be closed in the red and purple reopening tiers. San Diego County is currently in the red tier.As for other spots, like the Strawberry Fields in Carlsbad, there are no rides but there are inflatables. The owner of Carlsbad Lagoon tells ABC 10News that they've been working with the county ever since they reopened and that there are no specific guidelines for inflatables. The county says that as long as they are not completely closed, things like inflatables, slides, and obstacle courses are allowed.Carlsbad Lagoon added that they sanitize frequently and restrict admission to adhere to social distancing guidance. 1694

SAN DIEGO (KGTV) – Two U.S. Army Special Operations soldiers were killed and three others were injured during an aircraft incident, a U.S. Army official confirmed. The incident happened around 7 p.m. Thursday evening during what was described by a U.S. Army Special Operations Command public affairs officer as “routine training.”Department of Defense officials confirmed a Blackhawk helicopter crashed on or near San Clemente Island. An Army Public Affairs Officer sent ABC 10News a statement reading: “An element of U.S. Army Special Operations Command was conducting routine training in the vicinity of Coronado, California, on August 27, when an aircraft incident occurred. Two Soldiers were killed and three were injured. The area has been secured and an investigation into the incident is underway. More information will be released 24-hours following next of kin notification. Our sincere condolences go out the families and friends of the deceased. We thank you for not contacting them during this difficult time.”ABC 10News learned the soldiers were taken to Scripps Memorial Hospital following the incident.Brian MacPherson saw the helicopters land at the hospital, "I knew something was really really wrong ... My mind immediately went to sympathy for that soldier because I knew a sacrifice had been made."He said the first responders ran out with a gurney, "it looked like one of the doctors jumping on the gurney, straddling the injured soldier and providing CPR that is just something dramatic it caused me tears driving to work, just thinking about the sacrifice that our military is making even in training.""It saddens me that some of our elite members that are sent to protect our freedoms were injured in training, preparing for the ultimate sacrifice which in this case two of them made for us," he said.Just last month, on July 30, another military training accident occurred off the coast of San Clemente Island when an amphibious assault vehicle accident began to take on water and sank, killing nine service members.ABC 10News will update this story as more information becomes available. 2120
