SAN DIEGO (KGTV) -- 33 San Diego County elementary schools were honored under the Distinguished Schools Program by State Superintendent of Public Instruction Tom Torlakson Monday.The program, which returned this year after a three-year break, replaces the California Gold Ribbon Schools Program.Schools were eligible based on test scores, suspension rates and English learner progress.Among those listed: Veterans Elementary (Chula Vista Elementary District), Green Elementary (San Diego Unified School District), Garfield Elementary (San Diego Unified School District), Monterey Ridge Elementary (Poway Unified), Ocean View Hills (San Ysidro Elementary), and Solana Pacific Elementary.“These schools implement outstanding educational programs and practices that help California students realize their potential, and put them on the path to achieve their dreams,” Torlakson said.“Every day at these schools, teachers, administrators and classified employees, working with parents, apply their dedication, creativity, and talents toward providing a great education for all their students.”According to the California Department of Education website, California is using a multiple measures accountability system to identify eligible schools based on their performance and progress on the state indicators as specified on the California School Dashboard. Eligible schools (Kindergarten thru eighth grade) were selected based on their performance and progress on the state indicators, which include test scores, suspension rates, and English learner progress.The Chula Vista Elementary School District was awarded CDE's 2018 California Exemplary Program Award. These award winners represent examples of not just excellent teaching, learning, and collaborating, but also highly successful school climate efforts, ranging from real time conflict resolution to positive behavior intervention. SAN DIEGO (KGTV) - A father whose infant daughter was found dead outside a Los Angeles-area mortuary surrendered Monday at the U.S.-Mexico border. Alexander Echevarria, 22, of Sacramento, turned himself in to authorities at the San Ysidro Port of Entry with his attorney by his side. Echevarria was considered a person of interest in the death of 8-month-old Alexia Rose. The baby’s body was found near a trash container outside a funeral home in Bellflower last week. The infant was partially covered by a blanket and left in a car seat. Police believe the girl died in Sacramento. Her death was not due to natural causes, the Sacramento County Sheriff said Monday. Family members had reported Echeverria missing on Memorial Day. They said he suffers from depression and had made suicidal statements. Echevarria, who also had an arrest warrant on domestic violence-related charges, is being held in San Diego pending transfer to Sacramento.Associated Press contributed to this report. 993

SAN DIEGO (CNS) - The San Diego Zoo Safari Park's youngest southern white rhino began integrating with the rest of the park's rhino herd Wednesday, meeting a rhino other than his mother for the first time since his birth 10 weeks ago.Edward and his mother, Victoria, have remained sequestered from the rest of the herd since his birth in July to allow the two to bond and ensure he builds weight and stamina. The calf's weight has nearly quadrupled since then and he has only entered the Safari Park's rhino enclosure with Victoria.Edward met Helene, an adult female southern white rhino, after she sparred with Victoria, who was very protective of her calf, according to the zoo's animal care staff. They will continue introducing him to the rest of the Safari Park's crash of rhinos as he gets larger and older.RELATED: San Diego Zoo's baby southern white rhino charges into life at the park"While Victoria knows the other rhinos, Edward has only observed them from a distance," Safari Park Lead Keeper Jonnie Capiro said. "It's time to get Edward acclimated to his crash. We chose to have Helene meet him first, as she is closely bonded with Victoria."Edward is the 99th southern white rhino calf born at the Safari Park and the first such calf to be born through artificial insemination in North America. His birth represents a step toward the zoo's longer-term goal of recovering the northern white rhino, a distant relative of the southern white rhino. Only two northern white rhinos still exist on the planet and both are female.Zoo officials plan to use stem cells and preserved northern white rhino cells to birth a northern white rhino calf within 10-20 years. SAN DIEGO (KGTV) — A Carlsbad company is feeling the impact of the Coronavirus epidemic in China.JLab is a headphone and ear bud company. They design their products in Carlsbad, but production happens overseas, mainly in China.The country shut down for Chinese New Year and with the outbreak of Coronavirus, everyone stayed in quarantine."We were at about 10 percent capacity 10 days ago, we're up to 20 percent capacity today and we expect to be up to 50 percent capacity by mid-March," CEO of JLab Win Cramer said factories were shut down for about two months.That translated to delayed deliveries, "some products were delayed by two to three months, some products were delayed by 15-20 days," Cramer said.Cramer said Spring is a critical season for production, "this is when retailers turn over the wares that they sell in favor of the new fashion, the new technology."Adding to the stress, the company has been hit for the past year and a half with tariffs from Chinese goods."We paid -M in tariff fees to the government this year," Cramer said.That led to cuts across the company, chopping everything they could without sacrificing their team or raising the price of their products.Cramer said they even looked at little things around the office, "we had to renegotiate with our coffee supplier, say, 'hey, can you help us through tariffs? Can you bring your costs down so we can still use your service?' And they agreed."Cramer said they've left six positions unfilled and haven't been able to update office technology.While JLab continues weathering the storm, they're bracing for another hit, "so these things are coming together, supply is getting better but demand appears to be softening a bit because of fear."Fear playing out on Wall Street, as the DOW Jones Industrial drops, and keeping consumers from spending.Cramer said he is hopeful for a rebound, "we believe there is a light at the end of the tunnel, we just don't know how long that tunnel is." 1978

  

SAN DIEGO (CNS) - With one of the largest holidays of the year just a day away, getting around and conducting business before and on the holiday can be tricky to navigate with what is closed and open.The North County Transit District will have a normal service schedule for Christmas Eve. However, the Amtrak R2R partnership with NCTD -- which allows Coaster customers to travel on Amtrak trains in the San Diego area -- will be blacked out through Monday. During this time, all Amtrak Pacific Surfliner customers will be required to show a valid Amtrak fare and no COASTER passes will be accepted.NCTD schedules will be reduced to a Sunday service schedule on Christmas.The San Diego Metropolitan Transit System will run a similar schedule, with normal weekday hours Christmas Eve on all Trolley lines and MTS local, urban, Express, Rapid and Rapid Express bus routes.Christmas is more complicated. All Trolley lines except the Silver Line will operate on a half-hour frequency on Christmas Day. Rapid, urban, and local bus routes will operate on a Sunday schedule.No service will be provided on Rapid Express routes 280 or 290, Rapid routes 204, 237 and Express routes 50, 60, 110, 150, Sorrento Valley Coaster Connection and most express bus routes. MTS Access subscriptions are cancelled. Subscription passengers who still want service must call ahead of time to arrange their transportation.Finally, several rural routes have been rescheduled. There will be no service on rural route 892 on Friday. Rural route 888 will operate Thursday instead of Friday, while rural route 891 will be pushed back to Monday instead of its normal Friday schedule.MTS Information and Trip Planning, the Transit Store, Compass Service Center and customer service offices will close at 5 p.m on Thursday and be closed Dec. 25. Customers who need MTS information on Christmas Day, Dec. 25, can visit the MTS website or download the mobile app OneBusAway for real-time information.On Saturday and Sunday, MTS allows up to two children 12 and under to ride free with a fare-paying adult on all MTS routes. On Christmas Day, MTS allows a friend to ride free with a fare-paying customer on all MTS routes.All county COVID-19 testing sites will remain open Christmas Eve, but they will close at 4 p.m. On Christmas, three sites -- University of San Diego, San Marcos and Southeastern San Diego -- will be open from 10:30 a.m. to 2:30 p.m.Walk-in testing sites do not require appointments. However, as of Dec. 20, nearly all drive-up COVID-19 testing sites have become appointment-only locations. This change is in response to safety concerns caused by traffic backups. Appointments are accepted up to three days in advance with new appointments becoming available each day about noon.The exception to the appointment-only drive-up testing will be sites operated by the San Diego County Fire Protection District. While appointments are highly recommended, and those with them are given preference, people without appointments will be tested as capacity permits."With vaccine distribution in its very earliest stage, COVID-19 testing remains extremely important to protect the public's health," said Dr. Wilma Wooten, San Diego County's public health officer. "People experiencing any symptoms, or who feel they have been exposed, are encouraged to get promptly tested. Those with symptoms should isolate until getting results, while others should adhere to the best practices of wearing a mask, social distance, and good hygiene."The San Diego Food Bank will be closed for the upcoming holidays on Dec. 24-25 and Dec. 31-Jan. 1.For details on testing locations or in need of food assistance, visit 211sandiego.org or call 2-1-1.All San Diego administrative offices will be closed on Christmas holiday.Curbside trash, recyclables and yard waste will not be collected on Friday for customers served by the Environmental Services Department. The normally scheduled collection for those Fridays will occur on Saturday. Residents in other cities should check with their waste hauler for holiday service schedules.San Diego's Miramar Landfill will be closed on Friday.Torrey Pines, Mission Bay and Balboa Park golf courses will be open until 3 p.m. Holiday rates will apply. All city skate parks will be open.All public buildings in Balboa Park will be closed, including the Balboa Park Activity Center, Botanical Building, Casa del Prado, Municipal Gym and War Memorial Building.All city reservoirs will be closed. Chollas Lake will also be closed.Parking meters, time restrictions for parking on streets and yellow zones within the City of San Diego will not be enforced. Red, white and blue zones are still enforced every day. Parking rules on Port of San Diego property and in different cities may vary, please read posted signage.Also closed in San Diego are all libraries and book pickup service, city pools, the city's refuse/recyclables container sales office on Miramar Place, Open Space and Maintenance Assessment District offices, the Testing, Employment Information Center and Background/Fingerprinting offices within the Personnel Department and The Family Justice Center.Individuals needing help related to domestic violence should call 9-1- 1 and/or the Domestic Violence Hotline at 1-888-385-4657. 5293
