SAN MARCOS, Calif (KGTV) - A San Marcos family is warning pet owners of the consequences that can come when a dog runs away.They say their 11-year-old dog has gotten away twice in the past six months due to problems with their gate - both times he ended up with the San Diego Humane Society.After the most recent incident an animal officer told the family if it happens again they'd be facing a misdemeanor charge and serious fine.The Humane Society says they try to give owners warnings first but that they must put public safety first.Humane officers can issue a citation and then charges and fines are up to a judge. (KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check. There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug. I was stunned, shocked. It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little. It's just a mess! Everything is a mess! This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. Fischer was placed on administrative duties after the complaint was filed. SAN FRANCISCO (AP) -- San Francisco police will stop responding to neighbor disputes, reports on homeless people, school discipline interventions and other non-criminal activities as part of a police reform plan announced Thursday.Mayor London Breed said officers would be replaced on non-violent calls by trained and unarmed professionals to limit unnecessary confrontation between the police department and the community.Breed said the city will develop the plan over the next year and follow models like the Cahoots program in the western Oregon city of Eugene.That community-based crisis program employs social workers and mental health workers to respond to disturbances where crimes are not being committed. 721
SANTEE, Calif. (CNS) - Gov. Gavin Newsom signed into law a bill authored by Sen. Brian Jones, R-Santee, which extends immunity from liability for local governments that operate skate parks, the lawmaker announced Tuesday.Senate Bill 1003 follows a similar bill Jones wrote in 2015 while he was a member of the Assembly that provided a four-year immunity window for municipally operated skate parks. SB 1003 makes that immunity permanent."Senate Bill 1003 grants much-needed immunity from liability for communities that operate skate parks," Jones said. "Local skateboarders and sport riders get a safer place than the streets to carve, do McTwists or ollies, and taxpayers are not going to be liable for the occasional mishap that is inherent to all active sports."SB 1003 was sponsored by the County of San Diego, and as an urgency measure, goes into effect immediately.The bill was co-authored by Sens.
