(KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. (KGTV) — Cal State San Marcos police are warning students and community members after a stranger was caught touching himself in front of two women.The incident occurred Monday at about 5 p.m. at the campus' Mangrum Track and Field facility, the college said. Two females who weren't students arrived to work out and saw a man near the pedestrian entrance water fountain. As the two women were walking on the track, the man reportedly made a comment to them and that's when they noticed he was committing the lewd act.The women immediately reported the incident to campus police. The man was last seen riding his bicycle up the pedestrian ramp and then west on Craven Road toward parking lot XYZ.The man is described as in his mid-30s, about 5' 8" tall. with a bald or shaven head and thin build. He was last seen wearing blue jeans, tan work boots, a yellow reflective vest, and a black jacket.Anyone with information is asked to call university police at 760-750-4567.Anyone on campus who believes they have witnessed a crime is urged to call 911. Scientists are proposing an ingenious but as-yet-unproven way to tackle climate change: spraying sun-dimming chemicals into the Earth's atmosphere.The research by scientists at Harvard and Yale universities, published in the journal Environmental Research Letters, proposes using a technique known as stratospheric aerosol injection, which they say could cut the rate of global warming in half.The technique would involve spraying large amounts of sulfate particles into the Earth's lower stratosphere at altitudes as high as 12 miles. The scientists propose delivering the sulfates with specially designed high-altitude aircraft, balloons or large naval-style guns.Despite the technology being undeveloped and with no existing aircraft suitable for adaptation, the researchers say that "developing a new, purpose-built tanker with substantial payload capabilities would neither be technologically difficult nor prohibitively expensive."They estimate the total cost of launching a hypothetical system in 15 years' time at around .5 billion, with running costs of .25 billion a year over a 15-year period.The report does, however, acknowledge that the technique is purely hypothetical."We make no judgment about the desirability of SAI," the report states. "We simply show that a hypothetical deployment program commencing 15 years hence, while both highly uncertain and ambitious, would indeed be technically possible from an engineering perspective. SANTA CRUZ COUNTY, Calif. -- With wildfires burning across the West Coast and coronavirus concerns impacting communities, emergency evacuation shelters in California are facing crisis and chaos.In Santa Cruz County, leaders say local fires have displaced about one in every five residents.That includes Anthony Koppe, who lost his house in Boulder Creek during the CZU fire.“I don’t want to dwell on it too much. you know,” he said. “It’s happened and we got to move on.”Koppe and many others from California’s Central Coast are now seeking help at a local recovery resource center where new safety measures have been added to combat COVID-19.“If somebody has something, instead of passing it on, you can catch it at the door,” he said.Just to get in those doors, people have to pass a pretty strict health screening, like filling out an extensive questionnaire and getting your temperature taken with a new touchless thermometer.“It’s impacted everything,” Rosemary Anderson, emergency services manager for the County of Santa Cruz, said about how COVID-19 has changed how emergency evacuations shelters are operating.Gone are the days of hundreds of cots stuffed in an auditorium. Now, places like Kaiser Permanente Arena, which normally holds 25,000 people, has a maximum capacity of 68.“Everything was measured out so each of the tables and the resources are all 6 feet apart and people can interact from a distance where its COVID safe,” Anderson said.COVID-19 concerns have also impacted other disaster relief organizations.“Where we’d normally have 500 people in a gym, now we’re only doing about 50,” said Tony Briggs of the American Red Cross.Briggs says the coronavirus has forced his teams to change how they help people cope with disaster during this pandemic.“Now, with COVID, we can do all the listening, but you can’t do the contact,” he said. “And for some people, that hug is a really, really big deal.”Even with the added attention to detail, leaders in Santa Cruz are expecting coronavirus transmission rates to increase because more people are coming in contact at these resource centers.“If something is wrong with somebody, I definitely don’t want to catch it or my lady or my son,” Koppe said.While people like Koppe may have lost their homes, these new safety measures haven’t let them lose hope“It definitely gives me peace of mind,” he said. 2375
