But trying to improve the home you live in can become a budget-busting nightmare.According to a new survey from the Freedom Debt Relief, 69 percent of homeowners plan to renovate within the next five years. But 60 percent of people surveyed say they can't afford needed upgrades.That's why 73 percent of the respondents plan to finance their renovation plans."People want to stay in their homes," says Michael Micheletti, the Communications Director for Freedom Debt Relief. "Once it becomes your house, it becomes your home. So, perhaps people are willing to take on more debt to stay in those communities and those school districts they've become accustomed to."Micheletti says most of the people who plan to renovation will spend either more than ,000 or between ,000 and ,000. With that much money at stake, it's important to know what projects are worth the cost."There's give and take" says Gregg Cantor, the CEO of construction company Murray Lampert. "You have to prioritize what's most important."According to the survey, the most popular upgrades are also the most expensive. New flooring topped the list at 59 percent, bathroom renovations were 53 percent, and new kitchens were 51 percent. After that, Landscaping (43%), Windows (31%), Fencing (28%), Roofing (27%) and Decks (26%) were the most popular.But Cantor says smaller, aesthetic-based upgrades can make your home more appealing to buyers. SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) – Police are searching for a suspect who fled the scene of a deadly shooting near the Linda Vista Recreation Center on Sunday.San Diego Police say that officers were called to the area near 7000 Levant Street in Linda Vista just after 11 a.m. over reports of gunfire in the area. When officers arrived, they found one man who had been shot in the upper body. Officer provided first aid to the man until San Diego Fire-Rescue personnel arrived. The man was taken to a nearby hospital, where he was pronounced dead. The victim has been identified but his identity was not released. He is described as a 27-year-old Hispanic man from San Diego.While officers were at the hospital, a second man arrived with an apparent gunshot wound, police said. He said that he had also been injured outside of the same recreation center. The second victim has also been identified but his name was not released. He is described as a 30-year-old man from San Diego.Police said witnesses reported seeing a man, possibly Hispanic, wearing a mask and shorts, running from the scene. He was seen getting into a small, white four-door vehicle that was last seen driving southbound on Linda Vista Road.Officers said the two victims appeared to have been near the handball courts at the recreation center when they were injured. SAN DIEGO (KGTV) — Police say they have made an arrest in connection with a deadly shooting in the Midway District during a meeting set up on social media.San Diego Police arrested 18-year-old Angel Garcia of San Diego on Wednesday and charged him in the murder of Eduardo Salguero, 18, of San Diego, on Nov. 25.Police say Salguero had arranged to purchase an item through Snapchat and met for the transaction behind several businesses in the 3600 block of Midway Dr. When he arrived, two Hispanic males entered his vehicle. During the meeting, one of the suspects pulled out a handgun and the transaction turned into an armed robbery.RELATED: Midway District shooting victim killed during Snapchat transaction, police sayMultiple gunshots were fired inside the vehicle before the two suspects fled. Salguero was taken to a nearby hospital but died of his injuries.Both suspects were described the suspects as Hispanic males, between 20-30 years old, who were wearing dark clothing at the time.
